Plea to shift Myanmar Kuki detainees from Imphal jail
The Kuki Organisation for Human Rights (KOHUR) has petitioned Manipur Governor Ajay Kumar Bhalla and the National Human Rights Commission (NHRC), seeking the transfer of 64 Myanmar nationals of Kuki ethnicity from the Imphal Central Jail to 'temporary prisons' in the Kuki-dominated districts of the State. In a separate memoranda addressed to Mr. Bhalla and NHRC Chairperson, Justice V. Ramasubramanian, on July 25, the rights organisation raised serious constitutional and humanitarian concerns over the continued detention of the Myanmar nationals. It highlighted the case of two of them, who have remained in jail despite completing their sentences. The KOHUR said the detention of the Myanmar nationals was a 'grave violation' of Article 21 of the Constitution of India, which guarantees the right to life and personal liberty, and a breach of international human rights conventions to which India is a signatory. The organisation referred to earlier gubernatorial notifications that permitted the relocation of Indian Kuki under-trial prisoners from Imphal and other sensitive zones to temporary prisons in the Kuki-dominated districts, such as Churachandpur, Kangpokpi, and Tengnoupal. The KOHUR statement, signed by its chairman, H.S. Benjamin Mate, pointed out that the Myanmar detainees share deep cultural, linguistic, and familial ties with the indigenous Kukis of Manipur. It said that denying these detainees relocation based on nationality 'constitutes discriminatory treatment' and the continued detention of individuals beyond their sentence was 'a clear instance of arbitrary incarceration and a miscarriage of justice'. Centres for civil service exams placed outside State Meanwhile, the Delhi and NCR unit of the Kuki Students' Organisation has objected to the decision of the Manipur Public Service Commission (MPSC) to conduct its upcoming Mains examination in Assam's Guwahati instead of Churachandpur district in Manipur, 'widely considered a safe zone' for Kuki students. In a letter to the Manipur Governor, the students' body said the decision was unjust and burdensome, especially for aspirants from the Kuki community who have been displaced or affected by the protracted violence in the State. It underscored the disproportionate impact such logistical decisions have on conflict-affected communities. 'If this request is not heeded, Kuki students in Delhi and across India may perceive this as an act of suppressing the educational opportunities of a particular community,' the organisation stated.

SC seeks report on probe into audio clips of ex-Manipur CM Biren Singh
The Supreme Court on Monday perused a forensic report on authenticity of leaked audio clips alleging role of former Manipur chief minister N Biren Singh in the ethnic violence and asked the state government to file a fresh report pertaining to the probe. A bench comprising Chief Justice Sanjiv Khanna and Justice Sanjay Kumar opened the sealed cover report of the Central Forensic Science Laboratory (CFSL) submitted by Solicitor General Tushar Mehta and asked the law officer to seek instruction from the state officers with regard to investigation in the matter. The FSL report has been filed. We need a month to probe it, the law officer said, adding the matter can be taken up by the Manipur High Court now as peace is prevailing now and the probe can go on. The law officer, however, questioned the veracity of the truth lab report. On November 8 last year, a bench headed by former CJI D Y Chandrachud directed KOHUR to produce material to indicate the authenticity of some of the leaked audio clips. Bhushan had said he would also file a copy of the tape in a CD format. Mehta, however, said the plea could be filed in the high court under Article 226 of the Constitution. More than 260 people have been killed and thousands displaced since the ethnic violence broke out between the Imphal valley-based Meitei and neighbouring hills-based Kuki communities in May 2023. The clashes began after a 'Tribal Solidarity March' was organised in the hill districts to protest against an order of the Manipur High Court on the Meitei community's demand for Scheduled Tribe status. Bhushan alleged that the recorded conversation prima facie showed the complicity and involvement of the state machinery in the violence against the Kuki Zo community. He said the clips had "disturbing conversations" and Singh could be heard instigating the violence and protecting the attackers. KOHUR's plea alleged that Singh was instrumental in "inciting, organising and thereafter centrally orchestrating the large-scale murder, destruction and other forms of violence against the Kuki-dominated areas in Manipur". "Petitioner is praying for a court-monitored investigation by special investigation team into the leaked audio tape clips as there is clear and strong prima facie evidence showing involvement of the highest functionary, i.e., chief minister of a state. The investigation would need to unearth the conspiracy which appears to involve the highest functionary of state," it said.

"No Need To Protect Anyone...": Supreme Court On Manipur Violence Audio Leaks
New Delhi: The Supreme Court on Monday underlined its resolve to not protect any individual "involved in wrongdoings in relation to the communal violence" that erupted in Manipur in May 2023. A bench led by Chief Justice Sanjiv Khanna said this as it heard a plea by the Kuki Organisation for Human Rights Trust, or KOHUR, for a court-monitored probe against ex-Chief Minister N Biren Singh over leaked audio clips in which he can allegedly be heard instigating the violence. The remark was made after Solicitor General Tushar Mehta, appearing for the central government, questioned the credibility of the KOHUR, calling it a "rookie" group. The court, however, dismissed such arguments, stressing, "We are not concerned. Let us ignore the petitioner... but if something wrong has been done, we don't have to protect the wrongdoer." In today's hearing the Chief Justice-led bench was going through a Central Forensic Science Laboratory report on the authenticity of those audio clips. The report had been requested by the court after the government questioned the credibility of an earlier report, from a private lab. The contents of the report - sealed for the court - have not been made public but, interestingly, after examining it, the court told Mr Mehta he would have to "speak to your officers about it". "I have not seen to respond to content," Mr Mehta said, to which the court said, "Read the content and then talk (to the government). Please examine and bring fresh report." The court then set the week beginning July 21 for the next hearing, noting that in the meantime investigations against N Biren Singh will continue and that this will take about a month more. "Now we have President's Rule there... it should not be a problem," the Chief Justice said. Earlier KOHUR, represented by lawyer Prashant Bhushan, termed the contents of the leaks a "very serious matter", and said Mr Singh was purportedly heard saying Meitei groups were allowed to loot arms and ammunition of the state. The petitioner cited a report by a private lab - Truth Labs - that confirmed a 93 per cent match between the voice on the tapes and that of ex-Chief Minister Biren Singh.
