SONA 2025: Marcos maintains ‘PH a friend to all, enemy to none' foreign policy
During his fourth SONA at the Batasang Pambansa, Marcos said this would be the main focus as the Philippines will host the ASEAN Summit and Related Summits next year.
The President stressed this as the Philippines continue to face threats in its territories. He said defending the Philippines' rights would be heightened, however, the Philippine government would remain ''patient'' in protecting the country's rights.
''Sa harap ng mga bagong banta sa ating kapayapaan at soberanya, mas maigting ngayon ang ating paghahanda, pagmamatyag, at pagtatanggol sa ating sarili,'' Marcos said.
''Gayunpaman, tayo pa rin ay nagtitimpi at nananatiling mapagpasensya, lalo na sa pagtanod sa ating buong kapuluan at sa pangangalaga sa ating interes,'' he added.
Tensions continue as Beijing claims almost all of the South China Sea, a conduit for more than $3 trillion of annual shipborne commerce, including parts claimed by the Philippines, Vietnam, Indonesia, Malaysia, and Brunei.
Parts of the South China Sea that fall within Philippine territory have been renamed by the government as the West Philippine Sea to reinforce the country's claim on the resource-rich territory.
The West Philippine Sea refers to the maritime areas on the western side of the Philippine archipelago including Luzon Sea and the waters around, within and adjacent to the Kalayaan Island Group and Bajo de Masinloc.
In 2016, the Permanent Court of Arbitration in the Hague ruled in favor of the Philippines over China's claims in the South China Sea, saying that it had "no legal basis."
However, China has refused to recognize the ruling.
Marcos has been consistent that the Philippines would never give up a single inch of its territory to aggressors.
Overseas Filipino Workers
In his SONA, Marcos also highlighted the role of Overseas Filipino Workers, saying that the Philippines is highly regarded by many countries because of observing international laws, as well as the roles of OFWs.
He said through OFWs, the skills of Filipinos are being showcased abroad.
''Masasabi natin na mataas ang tingin ng buong mundo sa Pilipinas. Maayos, patas, at mahinahon tayong nakikitungo sa iba't ibang mga bansa. Tumutupad din tayo sa ating mga kasunduan, at sa mga batas at panuntunan ng pandaigdigang komunidad,'' Marcos said.
''Nagpapasalamat tayo sa ating magigiting na mga OFW. Dahil sa kanila, naipamamalas ang angking galing, kabutihan, at puso ng Pilipino-sa lahat ng sulok ng daigdig,'' he added. — RF, GMA Integrated News

President Ferdinand ''Bongbong'' Marcos Jr. on Tuesday acknowledged the role of the World Bank when it comes to supporting Philippine infrastructure projects and addressing climate change. ''For eight decades, you have stood with us in confronting our most pressing challenges—from building critical infrastructure to boosting preparedness against climate change and natural disasters,'' Marcos said during the launch and turnover of the World Bank Group Philippines Country Partnership Framework (CPF) 2025-2031. ''Beyond financial assistance, you have provided deep technical expertise, championed the most effective practices, and reignited a collaborative spirit that pushes us to deliver real, lasting impact for Filipinos,'' Marcos added. Marcos said the CPF lays out a clear and strategic path for the next six years. "It echoes the commitments that I shared yesterday, during the State of the Nation Address: better access to healthcare, stronger support for our students, more jobs and livelihood opportunities for our people,'' Marcos said. In a separate press release, Department of Economy, Planning, and Development (DEPDev) Secretary Arsenio Balisacan expressed deep appreciation for the World Bank's continued support, highlighting the CPF's strong alignment with the Philippine Development Plan (PDP) 2023-2028 and the country's long-term vision, the AmBisyon Natin 2040. 'We welcome the World Bank's Country Partnership Framework for 2025-2031, which supports our national vision as articulated in the Ambisyon Natin 2040. This framework reinforces our shared commitment to sustainable, inclusive, and resilient growth by focusing on high-impact interventions promoting high-quality job generation, human capital development, climate resilience, good governance, and digital transformation,' he said. The CPF seeks to advance human capital development in the Philippines through improved health and education. It will also aid the country generate more and better jobs by supporting policy and regulatory reforms that boost competitiveness, modernize agriculture, and expand digital infrastructure. Further, the CPF will help build resilience to climate change and other shocks by supporting the government's modernized Pantawid Pamilyang Pilipino Program (4Ps) and expanding adaptive social protection to cover 12.5 million beneficiaries. 170K SHS learners get TESDA certification as gov't shoulders NCII fees

At the launch of the Quality Basic Education Development Plan (QBEDP) 2025–2035, Education Secretary Sonny Angara said the government's move to cover the certification cost—previously pegged at ?1,500 per student—is a 'major breakthrough' for ensuring work-readiness among K–12 graduates. 'Libre po ito. Dati na kailangan bayaran ng ?1,500 kada estudyante kaya maraming hindi nakakuha ng kanilang certification. Ngayon, sagot na po ng gobyerno,' Angara said. (It's free. TESDA's NCII certification is recognized by local and international employers and qualifies holders for various skilled jobs in fields such as electronics, hospitality, and construction. DepEd is also embedding Dual TVET (DVET) qualifications into the SHS curriculum, allowing students to gain work experience while studying. This is part of a broader effort to 'blur the line' between schooling and employment, Angara said, and to address concerns over whether the K–12 program has succeeded in preparing students for the job market. The QBEDP 2025–2035 also lays out plans for improving learning outcomes, modernizing classrooms, and enhancing teacher support—recognizing that education is not just a right but an engine for inclusive growth. On Monday, President Ferdinand 'Bongbong' Marcos Jr. during his State of the Nation Address (SONA 2025) touted major strides in the country's higher education sector, highlighting the expansion of TESDA scholarships, and financial aid for poor families. SOJ Remulla: There is a new witness in missing sabungeros case
Justice Secretary Jesus Crispin Remulla said Tuesday authorities will soon present a new witness in the case of the missing sabungeros that will bolster the credibility of whistleblower Julie 'Dondon' Patidongan alias Totoy. There is actual proof aside from the story.) Patidongan, one of the accused in the case, previously told authorities that more than 100 sabungeros were abducted, killed, and then dumped at Taal Lake. According to Remulla, the new witness is a civilian whose name has yet to appear in media reports. Police officer relieved from post Meanwhile, Remulla also met with PNP chief Police General Nicolas Torre III at the Department of Justice main building. He said he extended his gratitude to Torre for agreeing to his request to relieve a service commander from the case. 'Nakiusap ako kay General Torre na i-relieve yung isang service commander at nangyari naman. Kaya ngayon malinaw na naman ang aming landas patungo sa paglutas ng problemang ito,' he said. (I asked General Torre to relieve a service commander and it happened. So now our path toward resolving this problem is once again clear.) The Justice secretary clarified that the service commander was not removed for supposed involvement in the disappearance of the sabungeros, but due to a lack of trust. He said the service commander is also not among the 12 cops who are accused of being involved in the case. The National Police Commission (NAPOLCOM) has found probable cause to file an administrative case against these cops. Remulla said he will compare notes with NAPOLCOM vice chairperson and executive officer Atty. Rafael Calinisan regarding the direction of the investigation. Aside from this, he said he will also talk to President Ferdinand Marcos Jr. this week regarding the case. In his fourth State of the Nation Address (SONA 2025), Marcos said the entire government is doing everything to solve the case of missing sabungeros, noting that even those with influence, who are allegedly involved in the crime, will never be above the law.
