Funds sanctioned to resolve sewage overflow in Civil Lines

Kanpur Municipal Corporation
(KMC) on Thursday sanctioned a sum of
Rs 92.24 lakh
to
UP Jal Nigam
(Rural) to resolve the issue persistent sewage water logging near Amba Nursing Home in Civil Lines area.
The problem reportedly originated nearly four years ago when I&D project of nullahs under the
Namami Gange Mission
was implemented. Since then, sewer chambers have consistently overflowed in the area resulting in frequent water logging in Civil Lines as well as on VIP Road.
Mayor Pramila Pandey told reporters that a team of Jalkal engineers visited the site to examine the situation. It was observed that a 1,600 mm diameter rising line had been divided into two lines of 800 mm diameter each, and later recombined into a 1,600 mm diameter rising line leading to reduced flow in the system.
The UP Jal Nigam (Rural) work agency stated that the original 1,600 mm diameter line was laid under JNNURM and that the Muir Mill nullah was not crossed near Amba Nursing Home. In 2019, during Ardh Kumbh, the line was connected to two pipelines of 800 mm and one of 450 mm diameter. These three pipelines are insufficient to handle the pressure of the sewer flow during peak hours, resulting in overflow in the Civil Lines area.
The engineers concluded that the only viable solution was to lay a 1,600 mm diameter RCC pipeline, estimated to cost around Rs 92.24 lakh. Based on this assessment and after discussions with officials, it was decided to allocate the sanctioned amount to the UP Jal Nigam (Rural).
As the chairman of the Committee of the 15th Commission, Mayor Pramila Pandey sanctioned the funds and instructed UP Jal Nigam (Rural) to commence the work without delay.

The bill was later corrected to Rs 635, but not before it triggered panic and outrage across the city. Murarilal Tiwari, a resident of Home Guard Road, lives with his wife and uses minimal electricity. Despite a smart meter reading of just 219 units, he received a huge bill on 30 May.. He had submitted a written complaint, but no action was initially taken — and a penalty of Rs 1 lakh was added to his latest bill. 'My heart almost stopped beating when I got an SMS about the bill on May 30. My blood pressure shot up, and I was shivering,' Tiwari told TOI. 'We barely use a fan, and I couldn't understand how the bill could be so high.' Tiwari said electricity department officials visited him on Tuesday and informed him that the bill had been corrected. 'I thanked them. Now I'm at ease. My son is in the Army, and my wife and I are dependent on him,' he added. His case is not isolated. Tiwari's neighbour, Mahendra Singh Raghuvanshi, received a bill of Rs 68 lakh. He further stated that, at a cost of nearly Rs 600 crore, infrastructure including a parade ground, playground, commandant quarters, staff quarters, school, and hospital will be constructed with full facilities. 'An eco-friendly atmosphere will be developed by increasing the water level and creating a water body,' he added. On cost-sharing, he said, 'The majority of the fund will be provided by the state government, with the remainder coming from the Union government.' The ADGP also mentioned that a letter will be forwarded requesting additional land for future expansions, including a police training centre and other developments. Inspector General of Police Sandip Patil said, 'Once the battalion is set up, there will be no need for Kolar, KGF, Chikkaballapur District, and parts of Bengaluru Rural District to depend on KSRP from Bengaluru. The IRB can be utilised for bundobust and emergency services.' Patil highlighted the strategic advantage of the location, stating, 'The site has dual road connectivity and is adjacent to the Bengaluru-Chennai Express Highway. The hillock within the 100 acres will be utilised for some other purpose.' DIG Dr Ramakrishna and other senior police officers were also present during the visit. Earlier, saplings were planted along the boundary of the 100-acre land.
