Union cabinet secretary challenges seven-year-old CAT order in IFS officer Sanjiv Chaturvedi case
The Uttarakhand High Court is set to examine a long-standing dispute involving Indian Forest Service (IFS) officer Sanjiv Chaturvedi, concerning the downgrading of his annual performance review and alleged suppression of corruption cases he investigated during his tenure at AIIMS, Delhi.
The case dates back to 2018 when the Nainital bench of the Central Administrative Tribunal (CAT) dismissed an application filed by the then Cabinet Secretary regarding the downgrading of Chaturvedi's Annual Performance Appraisal Report (APAR) for 2015-16. The Tribunal had ruled that the Cabinet Secretary was a necessary party to the case since he had approved Chaturvedi's selection and many of the officer's grievances were directed against him.
In a recent development, the Cabinet Secretary has approached the High Court seeking to quash CAT's February 2023 order, which directed the Cabinet Secretary, Health Secretary, Central Vigilance Commission (CVC), and AIIMS to provide documents related to the closure of certain high-profile corruption cases. These cases were initiated during Chaturvedi's tenure as Chief Vigilance Officer (CVO) of AIIMS from 2012 to 2014.

Dehradun: The Union cabinet secretary has approached Uttarakhand high court to seek the quashing of a seven-year-old Central Administrative Tribunal (CAT) order involving IFS officer Sanjeev Chaturvedi, and to challenge contempt notices issued by CAT. The notices, issued on May 21, 2025, pertained to non-compliance by cabinet secretary TV Somanathan with earlier CAT directions asking him, along with health secretary and central vigilance commission secretary, to submit documents related to the closure of some high-profile corruption cases, which were being investigated by Chaturvedi as chief vigilance officer in AIIMS-Delhi. The petition also sought to nullify CAT's Feb 23, 2023 orders, non-compliance of which gave rise to the contempt petition. The chief justice's bench listed the next hearing for Aug 28. The matter relates to the downgrading of the annual performance appraisal report (APAR) of Chaturvedi for 2015–16, during his central deputation at AIIMS-Delhi from June 2012 to June 2016. It seeks the removal of the cabinet secretary from the list of respondents in the original CAT matter, praying that the name of DoPT secretary be added instead in the pending tribunal case. Chaturvedi had approached the Nainital circuit bench of CAT in July 2017 after his APAR was downgraded, and in Sept 2017, the tribunal stayed the downgrading order. In 2019, he had filed an application seeking documents regarding closure of several major corruption cases, an investigation he had initiated during his tenure as chief vigilance officer (CVO) at AIIMS, from June 2012 to Aug 2014, alleging that the downgrade was in retaliation for his anti-corruption investigations. During that period, Chaturvedi had handled nearly 200 corruption cases involving senior bureaucrats and doctors, including disciplinary action in 78 matters and charges in 87, with over 20 of those cases referred to CBI, prompting CAT to issue orders in February and March 2023 asking the cabinet secretary, health secretary, CVC and AIIMS Delhi to furnish relevant documents. When the officials failed to comply, Chaturvedi filed a contempt petition in Dec 2024, leading CAT in May 2025 to issue contempt notices to Somanathan, then health secretary Apurva Chandra and then CVC secretary P Daniel. Meanwhile, Chaturvedi's legal battle has seen unusual judicial churn. As of June 2025, a total of 14 judges have recused themselves from hearing matters related to him, the latest being ACJM Neha Kushwaha, who stepped away from a criminal defamation case Chaturvedi filed against CAT judge Manish Garg, citing personal proximity to another tribunal judge. The contempt notices followed a high court clarification in May 2024 that a previous stay did not apply to these top officials, thereby making them liable to comply with CAT's directives. "Money More Important Than Blood": MP Slams BCCI Over India-Pak Match
New Delhi: With the Asian Cricket Council announcing the schedule for the Asia Cup, including the "Blockbuster fixture" India-Pakistan match, Rajya Sabha MP Priyanka Chaturvedi has hit out at the Board of Cricket Control in India (BCCI), saying that resuming cricket ties with Islamabad at this point amounts to earning "cursed money". The Asian Cricket Council has announced that the Asia Cup will be played from September 9-28 in the UAE. India, Pakistan, Sri Lanka, Bangladesh, Afghanistan, UAE, Oman, and Hong Kong will participate in the tournament. Among the highlights, the Asian Cricket Council has mentioned an India-Pakistan clash on September 14, calling it the "blockbuster fixture" of the series. It says the two sides may potentially face off in the Super Four round and the final too. "We are confident that the 2025 edition will not only set new standards for excellence but also deepen the connection between the game and millions of passionate supporters across the continent," the Asian Cricket Council has said. The announcement has come at a time when a large section of Indians are against resuming cricket ties with Pakistan in the aftermath of the Pahalgam terror attack, in which 26 innocents were murdered in cold blood by Pakistan-backed terrorists. According to a report by news agency PTI, quoting a sports ministry source, the government cannot stop BCCI from sending the Indian team to a tournament where Pakistan is also a participant. "As of now, the BCCI does not come under the purview of the sports ministry as the National Sports Governance Bill is still to be passed. So, the ministry doesn't have a say, but we will wait and see how the BCCI responds to public sentiment," the source said. While the ministry has said any bilateral sports engagement with Pakistan is "out of question", it would go by the Olympic Charter for multilateral contests. The Charter prohibits discrimination based on political issues and following it is crucial to India's bid to host the 2036 Olympics.
