Anwar calls on Europe to treat SE Asia as equals, says region won't accept old hierarchies

PARIS, July 5 — Prime Minister Datuk Seri Anwar Ibrahim in a bold remark called for the need to redefine the terms of engagement between South-east Asia and Europe, as equals, as co-creators, and as partners in both ties and trade, in a world yearning for balance.
He said while no doubt France and Europe at large have made tremendous progress be it in the area of culture, renewable energy, biodiversity initiatives as well as political philosophy and governance, South-east Asia also has its own set of achievements.
'Today, the advancements in South-east Asia may be gleaned from the trajectory of growth of Asean itself which is no doubt a manifestation of the fruition of Asean economic integration,' he said during his lecture entitled: 'South-east Asia and Europe: Recalibrating the terms of engagement' at Sorbonne University Paris.
Anwar pointed out that the region has tremendously promoted intra-regional trade and investment, enhanced the economic resilience and competitiveness of member countries.
Furthermore, there is much to be lauded in terms of Asean's focus on regional diplomacy and cooperation, as a hallmark of its centrality and progressive multilateralism, said Anwar.
He said barring the crisis in Myanmar, this has yielded momentous progress in helping to address inter-state tensions, manage conflicts and promote collective decision-making in regional crises.
On the other hand, the Russian invasion of Ukraine has not only shaken the continent's sense of security, but also its assumptions: about deterrence, dependence and the durability of peace.
'A war many thought impossible became a reckoning that shattered the illusion of permanence and reminded us that even in the heart of Europe, history still breathes. But we do not forget that while history may liberate, it may also incarcerate.'
'Hence, Europe finds itself grappling with uncertainty in its oldest alliance.
'As debates over military spending and collective resolve unfold, the ballast of the transatlantic compact is being tested in ways not seen for generations.'
'The European project, conceived to bury war through integration, now finds itself reimagining its defence, its technological sovereignty, and its energy security,' said Anwar.
On that backdrop, while South-east Asia welcomes Europe's engagement and the deepening of its presence in the region, including through its growing ties with Asean, it must be done right on equal terms, he said.
'We believe this is the right moment for an open and thoughtful conversation about the terms of our partnership — grounded not in hierarchy, but in mutual respect and understanding,' said the Prime Minister.
Touching on trade, Anwar, who is also the Finance Minister, stressed that it should be a bridge, not a barrier.
'For South-east Asia and Europe to build a meaningful partnership, our economic engagement must be guided by the same principles we ask of security: respect, flexibility and restraint.'
He said South-east Asia fully respects Europe's right to regulate in ways that reflect its values.
'But when those regulations shut others out, even unintentionally, we must speak openly about the consequences,' added Anwar.
'We do not ask for indulgence. We ask only that Europe meet us where we are, not where its models presume we ought to be. What we seek is not favours, but fairness. Not exemption, but equity,' said Anwar.
Hence, while South-east Asia welcomes partnerships with Europe, Anwar was firm in stating that it should be on the basis of mutual respect and equality.
The region rejects condescending attitudes, geopolitical containment strategies, and the imposition of external fears onto our region, stressed the Prime Minister. — Bernama

KUALA LUMPUR, July 5 — Malaysia Rail Link Sdn Bhd (MRL) has been instructed to closely monitor the implementation of the East Coast Rail Link (ECRL) project, which has now reached 85 per cent progress. This was conveyed by Chief Secretary to the Government (KSN) Tan Sri Shamsul Azri Abu Bakar during the 32nd MRL Board of Directors meeting, held in conjunction with its retreat, which began yesterday in Melaka. He said MRL was also tasked with ensuring that no disruptions, such as rail encroachments by irresponsible parties, occur, as these could affect the project's schedule and delay the commencement of operations, which is targeted for early 2027. 'I am confident that this ECRL project will become a landmark of national pride and a catalyst for economic revitalisation along its alignment and surrounding areas, directly benefiting the people and the nation. 'This is in line with the 'Kesejahteraan' (prosperity) element in the MADANI principle, which can only be realised through a whole-of-government and whole-of-nation approach via federal-state-private sector synergy,' he said in a Facebook post today. In another post, Shamsul Azri said the MRL retreat was important to focus on the direction and operational targets of the ECRL train journey. 'Many things are being planned by the MRL in collaboration with various parties to ensure an efficient rail operating ecosystem, as well as offering job opportunities to local children. 'In addition, this project will open up opportunities for business activities, spur economic growth and provide better connectivity between the West Coast and East Coast of Peninsular Malaysia,' he said. — Bernama

PUTRAJAYA, July 5 — The prosecution has listed 24 grounds in its petition of appeal on why the Court of Appeal erred in acquitting former Felda chairman Tan Sri Mohd Isa Abdul Samad of nine corruption charges. In the petition filed at the Federal Court on June 26, the prosecution is seeking to reinstate the High Court's 2021 decision, which found Mohd Isa guilty and sentenced him to six years' imprisonment and a fine of RM15.45 million, in default 18 years in prison. A check on the Court e-Filing System Malaysia showed that the case management has been scheduled for this Monday. In the petition of appeal, the prosecution argued that the Court of Appeal erred in law in overturning the High Court's findings, which established that Mohd Isa had instructed his former special political officer, Muhammad Zahid Md Arip, to solicit bribes from a Board Member of Gegasan Abadi Properties Sdn Bhd, Ikhwan Zaidel. The prosecution contended it had presented evidence that following two meetings, Mohd Isa had indirectly instructed Muhammad Zahid to solicit bribes from Ikhwan, and that Muhammad Zahid acted on the instruction and then handed over the bribes in stages to Mohd Isa. The prosecution also said the Court of Appeal was wrong in law in finding there was evidence from Ikhwan indicating that Mohd Isa had never requested gratification from him in the two meetings with him in his office. 'The judges of the Court of Appeal erred in law and in fact when they disturbed the factual finding made by the High Court judge that Mohd Isa had instructed Muhammad Zahid to request and receive bribes from Ikhwan indirectly when the respondent (Mohd Isa) uttered the words 'If they give anything later, you just take it' (kalau diorang bagi apa-apa nanti kau ambil lah) to Muhammad Zahid,' it said in its petition of appeal. The prosecution said Muhammad Zahid, who was one of the prosecution's witnesses, had understood the words to mean that anything given by Ikhwan should be accepted by him on behalf of Mohd Isa. It said the Court of Appeal made a contrary finding that the statement could not, in a literal sense, be interpreted as a specific request or directive to Muhammad Zahid to solicit a bribe from Ikhwan. The prosecution also argued that the Court of Appeal's findings of fact were inconsistent with the factual findings made by the High Court, which were based on evidence adduced through Muhammad Zahid and Ikhwan, both of whom were found to be credible witnesses. According to the prosecution, Muhammad Zahid's testimony regarding the words spoken had a factual basis following a second meeting between Mohd Isa and Ikhwan, where Ikhwan had expressed gratitude for the approval of the purchase of the Merdeka Palace Hotel & Suites by Felda Investment Corporation Sdn Bhd (FICSB). It said Mohd Isa had also informed Muhammad Zahid that Ikhwan had told him that he (Ikhwan) could assist Parti Bumiputera Bersatu Sarawak. The prosecution said the statement made constituted a specific instruction from Mohd Isa to Muhammad Zahid to request and receive bribes on his behalf from Ikhwan. On March 6 last year, the Court of Appeal three-member bench, comprising Justices Datuk Ahmad Zaidi Ibrahim, Datuk Vazeer Alam Mydin Meera (now Federal Court judge) and Datuk S.M. Komathy Suppiah, acquitted and discharged Mohd Isa after allowing his appeal. It overturned the February 3, 2021, decision by the High Court, which found Mohd Isa guilty of nine corruption charges, allegedly committed on the 49th floor of Menara Felda, Platinum Park, No. 11 Persiaran KLCC, Kuala Lumpur between July 21, 2014, and December 11, 2015. The prosecution filed its notice of appeal on March 7 last year. The former Negeri Sembilan Menteri Besar was accused of dishonestly receiving gratification for himself, in cash totalling RM3,090,000 from Ikhwan, through Muhammad Zahid, as gratification for helping to approve the purchase of the hotel by FICSB for RM160 million. The charges were framed under Section 16(a)(A) of the Malaysian Anti-Corruption Commission (MACC) Act 2009, punishable under Section 24(1) of the same law, which provides a jail term of not exceeding 20 years and a fine of at least five times the bribe amount, or RM10,000, whichever is higher, upon conviction. — Bernama

(Bernama pic) PARIS : Malaysia and France on Friday reaffirmed their stand for a ceasefire in Gaza and for humanitarian aid to get through. The call was made by French President Emmanuel Macron and Prime Minister Anwar Ibrahim during a press conference at the Elysee Palace here. Macron said both he and Anwar agreed that a permanent ceasefire must take place in Gaza, adding that the release of hostages must also be implemented. He said a two-state solution is the best way to resolve the issue of Palestine-Israel. 'We are working with several parties, among them Saudi (Arabia), towards this. For now, Israel must allow for aid to reach Gaza,' he said. At the press conference held before their bilateral meeting, Anwar praised Macron for his passion to try and resolve the conflict in Gaza. 'Of course, we have condemned the continued bombings and atrocities inflicted upon civilians, women and children. And it's a shame that the international community is not able to resolve this,' he said. 'So, your initiative was supported by us. No question about peace, and if it takes two sides to secure peace, I agree with you. That's why we have also committed to the two-state solution.' Anwar said Malaysia also condemns the Israeli aggression on Iran and will continue to support France's efforts to bring peace in the Middle East. 'I don't think we can deny the issue of the use of nuclear for peaceful means. Nuclear non-proliferation, proliferation, or even power, cannot be seen to be selective,' he said. 'If you say no to Iran, (and) you say yes to Israel, we have a problem; try and resolve that. But I agree with you, we must impress upon Iran to use this for peaceful methods and peaceful means and allow for inspection, which they have given a commitment.' Macron said Iran must unequivocally reaffirm its support for the Non-Proliferation Treaty and withdraw its law limiting cooperation with the IAEA. He said Iran must also agree to a deal that will lead to the end of uranium enrichment in Iran, while allowing the country to benefit from the peaceful uses of nuclear energy. 'This has been the focus of my discussions with the Iranian president, as well as with Russian President Vladimir Putin and, just yesterday, with American President Donald Trump. I will continue talks in the coming days with other members of the Security Council. 'We also want an immediate ceasefire in Ukraine. 'We condemn just as firmly the attacks on civilian populations. This war of aggression launched by Russia has consequences far beyond Europe. We are now seeing this with the deployment of North Korean soldiers on European soil,' he said.
