'Unable to run': Retired bank employee from Visakhapatnam falls to bullets in Pahalgam terror attack

VISAKHAPATNAM/NELLORE: Two residents of Andhra Pradesh were among the 26 civilians killed in the
Chandramouli had travelled to Kashmir on April 18 with his wife, J Naga Mani, and two other family members. The group was staying in Srinagar and visiting tourist locations across the region. On April 22, they went to Pahalgam as part of their itinerary.
According to Mouli's brother-in-law, Kumar Raja, the group reached Pahalgam around 1:30 pm.
'While the others managed to flee, Mouli, who had a heart problem, could not run fast. He was chased and shot dead by the attackers,' Kumar Raja said. He added that the family initially presumed him missing but later found his body at the site.
Mouli is survived by his wife and two daughters, both of whom are settled in the United States.
The family plans to shift the body to Kanaka Durga Hospital, near the Zilla Parishad office in Visakhapatnam.
His daughters are expected to arrive by Thursday evening, and the funeral is likely to be held on Friday.

On Wednesday night, Chief Minister N Chandrababu Naidu arrived at Visakhapatnam Airport to receive Mouli's mortal remains and paid his respects. He also interacted with the bereaved family and others who were part of the tour.
'Mouli's friend Seshidhar described the sequence of events. It was deeply disturbing to hear how helpless they felt,' the Chief Minister said. He added, 'In such moments, we must stand united as a nation. We must support each other and respond to the call for national unity.' Naidu announced an ex gratia of Rs 10 lakh each to the families of both victims.
Union Aviation Minister K Ram Mohan Naidu, Home Minister Vangalapudi Anitha, Visakhapatnam MP M Sribharat, MLAs, and others were present. S Madhusudan, the other victim, was a senior architect with IBM and a native of Kavali. He had been on vacation with his family, who are based in Bengaluru. Madhusudan was the son of S Tirupalu and Padma, residents of Kavali in Nellore district. His mortal remains were flown to Chennai and are expected to reach Kavali by Wednesday evening. Given the health condition of his elderly parents, the family initially chose to withhold the news from them.
Union Civil Aviation Minister Ram Mohan Naidu expressed condolences and said he had coordinated with the Visakhapatnam District Collector to ensure proper transportation arrangements for the deceased. He directed all airlines to extend full cooperation in coordination with state governments and local authorities.

The minister announced infrastructure funding, including Rs 30 lakh for road construction in Chandaluru village, Rs 2 crore for the Chandaluru-Gangavaram BT road, and Rs 35 lakh for constructing a dining hall at the district council high school. Gottipati explained that the primary objective of the 'Suparipalanalo Tholi Adugu- Intintiki Telugu Desam' initiative is to monitor how welfare schemes reach eligible beneficiaries during the coalition government's 15-month tenure. He emphasised that programmes such as pensions, Talliki Vandanam, and the Deepam gas scheme distribution should be verified by relevant department officials and secretariat staff. He emphasised the crucial role of party workers in implementing government schemes.

The meeting, held on Sunday, focused on the need for alertness, the provision of relief measures for affected individuals, welfare schemes, and the establishment of additional emergency facilities. Attendees included Khammam District In-charge Minister Vakati Srihari, Ministers Tummala Nageswara Rao and Ponguleti Srinivas Reddy, as well as district Members of Parliament, Members of the Legislative Assembly, and other public representatives. The Deputy Chief Minister assured that solar pump sets, sprinklers, drip irrigation systems, and horticultural crops would be provided free of charge to farmers under the ROFR Act through the Indira Giri Jal Vikasam scheme, with a total expenditure of Rs 12,600 crore planned over three years. However, it was noted that some MLAs are delaying the submission of proposals for Roads and Buildings (R&B) and Panchayat Raj roads. The government has prepared a budget of Rs 20,000 crore for constructing all roads. The Deputy Chief Minister clarified that there is no shortage of urea, assuring farmers that they need not worry. He emphasized that the Indiramma housing scheme will be remembered as a significant achievement. Additionally, he urged authorities to develop plans for raising fish fry through women's groups in every district. He stated, 'We warmly welcome Vakiti Srihari as the district in-charge minister. His experience, having started his career as a public representative in local bodies, will be invaluable for the development of the joint Khammam district.' The meeting acknowledged that, so far, the Godavari floods are at a normal level, and no danger warnings have been issued. However, flood relief measures should be initiated by all authorities, and life jackets must be readily available. A control room should remain operational until the end of the rainy season. As part of Vana Mahotsav, useful plants should be distributed to the community, benefiting everyone. Officials were directed to provide information regarding the number of plants planted over the last ten years, the costs associated with planting them, and the survival rate of those plants. In a major panchayat, detail the number of plants planted in the past ten years, the costs incurred, the survival rate, and the steps that should be taken to ensure their survival. A complete study should be conducted as part of a pilot project, with all relevant details provided. On the education front, he highlighted the need for integrated schools to be established on 25 acres, with all integrated schools serving as role models. Welfare and Gurukul students should receive meals according to a set menu, with no compromises on quality. Additionally, continuous medical check-ups should be conducted for students throughout the rainy season.

PTI The Gauhati High Court in 2022 had ruled that a marriage conducted in a church under the Christian Marriage Act, 1872, between a man and a woman from the Kuki tribe cannot be dissolved by customary practices involving the Songpijan village committee or 'gaonburas (village elders)' in Assam's Dima Hasao district. The court stated that such a marriage can only be annulled through legal proceedings before the High Court or a district judge, as outlined in section 10 of the Divorce Act, 1869. STORY CONTINUES BELOW THIS AD This decision created a complex matrimonial situation for Thongkomang Armstrong Changsan, India's ambassador to Cuba, who found himself with two wives. Before the 2022 High Court ruling affirming his 1994 church marriage to Neikhol Changsan, he had remarried another woman after a customary divorce, and he has a daughter from each marriage. Supreme Court's observation The Supreme Court, addressing Changsan's appeal, expressed no sympathy for him. After mediation attempts failed, a bench led by Justices Surya Kant and Joymalya Bagchi noted on Friday (July 25) that the Gauhati High Court's judgment was legally robust. Recognising that the Indian Foreign Service officer has been married to his second wife for nearly 15 years, the court sought a resolution to this legal and matrimonial dilemma, aiming to help Neikhol rebuild her life. Arguments by first wife, IFS officer Neikhol, representing herself in court, claimed she single-handedly raised her 29-year-old daughter without her husband's involvement and accused Changsan of manipulatively estranging their daughter from her. She urged the Supreme Court to 'protect her honour and dignity,' describing how Changsan secretly dissolved their marriage through tribal elders before remarrying. In response, senior advocate Menaka Guruswamy, representing the ambassador, stated that he has been covering their daughter's expenses, who is now pursuing a career in Bengaluru. Changsan also noted he has provided Neikhol with a house in Delhi and pays her Rs 20,000 monthly maintenance. The Supreme Court bench remarked, 'We have absolutely no sympathy for the man. The HC judgment is in your favour, and you have suffered socially and mentally. But can you think of a way to start life afresh?' To facilitate a potential resolution, the court suggested Neikhol meet her daughter in Bengaluru to discuss future steps. It directed Changsan to arrange her flight tickets, provide accommodation near her daughter's residence, and pay an ad hoc sum of Rs 3 lakh to support the visit. Justice Kant emphasised, 'If at all there is a possibility of settlement, the daughter could have a significant role to play,' urging the ambassador to encourage his daughter to reconnect with her mother.
