Alignment concerns delay Vizhinjam-Navaikulam outer ring road project

In response to a question in Lok Sabha raised by Attingal MP Adoor Prakash, Gadkari confirmed that the initial alignment, determined by the state feasibility study, would result in extensive hill cutting and major ecological damage.
As a result, the alignment was being re-examined in coordination with the state govt to reduce environmental impact.
Originally pitched at 62.7km with an estimated construction cost of Rs 8,000 crore, the project is to be built and managed by National Highways Authority of India (NHAI), under Bharatmala Pariyojana scheme.
Affected landowners, many of whom surrendered their land documents to the revenue department over two years ago, have been left in limbo, waiting for compensation. Even after project approval, compensation is only due once final alignment and clearances are endorsed by the competent authority, a move the MP calls 'a grave injustice'.
Compensation delays stem partly from stalled environmental clearance: the southern sector (Vizhinjam to Thekkada) received clearance in 2023, but the northern section (Thekkada to Navaikulam) remains legally blocked after a May 16, 2025, Supreme Court ruling annulled post-facto green clearance provisions.
The State Level Environment Impact Assessment Authority (SEIAA) term also lapsed in March and the authority has shifted to the central ministry, further delaying approvals.
Meanwhile, land acquisition costs have doubled, from an initial Rs 1,800 crore to over Rs 3,800 crore, and coverage includes 314 hectares across 24 villages. Valuations are set to expire in Aug, raising urgency, since delayed payment triggers 12% annual interest under the Compensation Act.

A high-level meeting chaired by chief minister's principal secretary K M Abraham earlier this month instructed NHAI to finalise land acquisition and disburse compensation within two months. Despite Rs 700 crore transferred to NHAI in Jan, no payments have been made. Landowners action council, represented by S Chandramohan Nair, threatened a hunger strike if disbursement doesn't begin soon.
Adoor Prakash insisted that the state must take urgent steps to realise the project and ensure compensation was delivered without further delay. Earlier, PWD minister P A Mohamed Riyas informed the state that the final approval for the project would be granted by the end of July.

Mukesh Ambani (File) In a significant decision which could provide a major boost to India's growing spacetech industry, Mukesh Ambani-led Reliance Industries is mulling to invest $50 million (about Rs 430 crore) in Digantara Research & Technologies, a Bengaluru-based spacetech startup, which is developing technology that can track objects in the Earth's orbit. How much is Mukesh Ambani Reliance Industries investing? According to a report by The Economic Times, Reliance Industries, India's most valued domestic firm led by billionaire Mukesh Ambani, is in advanced discussions to lead a Rs 430 crore funding round in Digantara, along with existing investors like Peak XV Partners. 'Reliance has evaluated multiple startups in the spacetech segment. It is looking at companies building novel solutions in the sector. Its talks with Digantara are at an advanced stage,' the report quoted a source familiar with the matter as saying. What does Digintara do? Co-founded by Anirudh Sharma (CEO), Rahul Rawat (COO), and Tanveer Ahmed (CTO), Digintara is a spacetech startup based in Bengaluru, working on the development of technologies which can track bjects in Earth's orbit. Earlier, in March, Digintara launched a satellite capable of tracking debris as small as 5 cm, and is currently providing services to defence agencies in both India and the United States, as per the report. According to the report, Digintara plans to deploy a constellation of about a dozen surveillance satellites by the end of 2026. The company has launched three satellites so far, one of which is part of the proposed satellite constellation. A major chunk of the upcoming funding round will be dedicated in developing and launching these satellites. 'Given the volatility in global geopolitics, every country is focused on having its own indigenous sovereign solutions that can be controlled in times of crisis. That's where the opportunity lies for startups like Digantara,' the report quoted a source as saying. The company established a manufacturing and operations facility in the US in February 2024, and expects to earn a revenue of $25–30 million (Rs 220–260 crore) from its US operation in the next 2-3 years.

Prime Minister Narendra Modi and Union Home Minister Amit Shah on Sunday called on President Droupadi Murmu separately within hours at the Rashtrapati Bhavan here. It was not known the reasons behind the subsequent meetings of the prime minister and the home minister with the President. "Prime Minister Shri @narendramodi called on President Droupadi Murmu at Rashtrapati Bhavan," the Rashtrapati Bhavan said on 'X'. Hours later, the Rashtrapati Bhavan again wrote on 'X', "Union Minister for Home Affairs and Cooperation, Shri Amit Shah called on President Droupadi Murmu at Rashtrapati Bhavan." The home minister also wrote on 'X' sharing a picture of his meeting with President Murmu. "Called on Hon'ble President Smt. Droupadi Murmu Ji at Rashtrapati Bhavan." However, there is no words so far from the prime minister's office. This was the first meeting of the prime minister with the President after his recent visit to the United Kingdom and the Maldives. The meetings came against the backdrop of the logjam in Parliament over the Opposition's demand for a discussion on the Special Intensive Revision (SIR) exercise in Bihar ahead of the assembly elections in the state. Except discussions in both Houses on Operation Sindoor, Parliament has seen little business ever since the Monsoon session began on July 21. Also, the Lok Sabha last week approved the extension of the President's rule in Manipur for six more months, while the Rajya Sabha is yet to take up the motion for discussion. The President's rule was imposed in the Northeastern state on February 13. The prime minister's meeting with the President also came days after US President Donald Trump announced 25 per cent tariffs on exports from India and an unspecified penalty because of New Delhi's purchases of Russian military equipment and oil. The meetings also came nearly two weeks after Jagdeep Dhankhar on July 21 tendered his resignation as vice president to the President citing health grounds. The vice president also functions as the chairman of Rajya Sabha. The Election Commission last week announced that election of vice president will take place on September 9. The electoral college for the vice-presidential election comprises all elected and nominated members of the Rajya Sabha and all members of the Lok Sabha.
