Delhi govt to invite innovative ideas for retrofitting BS-IV trucks

New Delhi, Jul 22 (PTI) In view of the approaching ban on the entry of BS-IV trucks in the national capital, the Delhi government is going to invite innovative ideas for retrofitting of these vehicles to meet BS-VI standards, Environment Minister Manjinder Singh Sirsa said on Tuesday.
The minister has directed the Delhi Pollution Control Committee (DPCC) to hold an innovation challenge to find technological solutions to the issue.
The challenge will also involve finding solutions for reducing emissions of BS-IV compliant vehicles.
'The Innovation Challenge will be focused on identifying and promoting low-cost, easy-to-maintain and effective technological solutions capable of reducing/absorbing PM2.5 and PM10 emissions (of at least twice the amount emitted) from BS-IV vehicles operating," the minister said.
PM2.5 are fine particles with a diameter of 2.5 micrometres or less, about the width of a human hair. These are so small that they can penetrate deep into the lungs and even enter the bloodstream, posing significant health risks.
On the other hand, PM10 are coarser particles with a diameter of 10 micrometres or less, about the width of 10 human hairs. While not as concerning as PM2.5, these can still irritate the airways and worsen respiratory problems.
The government will also hold a competition inviting innovation for retrofitting of BS-IV trucks to meet BS VI standards, he said.
From November 1, only BS-VI (Bharat Stage 6), CNG or EV commercial vehicles will be allowed to enter the city.
'If commercial vehicles won't be allowed to enter Delhi, it would lead to a crisis. We will hold this challenge to invite solutions for retrofitting of BS-IV trucks," he added.
The Bharat stage emission standards are standards instituted by the government to regulate the output of air pollutants from motor vehicles.
The innovation challenge will be held in three stages — in the first stage, the proposal will be evaluated on the basis of paper submitted; the second stage will be focussed on carrying out an exhaustive study of the proposal following which Rs five lakh will be given for testing the technology. SC quashes FIR against Telugu actor Mohan Babu and his son in 2019 student protest case
In a major relief to Telugu actor-producer Mohan Babu and his son Vishnu Manchu, the Supreme Court on Thursday quashed a criminal case registered against them in a 2019 student protest in Tirupati over fee reimbursement. 'A reading of the FIR (First Information Report) and the charge-sheet neither discloses any act committed or illegal commission that caused common injury, danger, annoyance to the public or any section of the public or interference with their public rights, nor do they disclose any voluntary obstruction to a person that prevents them from proceeding in any direction that they have a right to proceed in," said the two-judge bench of the top court, headed by Justice BV Nagarathna and including Justice KV Viswanathan, in their verdict. The SC quashed the FIR against the father-son duo after finding that the offences invoked against the accused were not made out in the case. "The appellants (Babu and Vishnu) were exercising their right to freedom of speech and expression and to assemble peacefully," the court said. As per the prosecution case, ahead of the Lok Sabha and Assembly elections in Andhra Pradesh in 2019, Babu and his son along with others had held a rally along the Tirupati-Madanapalli road and raised slogans against the state government for not granting student fee reimbursements. They were booked on a complaint made by the person in charge of the Model Code of Conduct Team-IV, Chandragiri assembly constituency. In January this year, the Andhra Pradesh High Court refused to quash the proceedings in the case, forcing the father-son duo to knock the doors of the top court seeking relief in the case.

Tulsidas defied Akbar not with sword but through Ramleela, says Yogi Adityanath
Chief minister Yogi Adityanath on Thursday said that while many kingdoms bowed before the might of foreign powers, it was spiritual personalities like Tulsidas who chose the path of silent resistance during turbulent chapters in India's history. He reiterated plans for expressways, riverfront development, and religious tourism circuits intended to link heritage with livelihood in the region. The chief minister was addressing gatherings during Tulsi Jayanti celebrations and the Tulsi Sahitya Sammelan in Chitrakoot. 'Several kingdoms surrendered before him (Akbar), but there were those who, without pausing or yielding, kept illuminating the world through bhakti. Tulsidas stood among them,' he said. 'Who does not know that Akbar maintained a soft face for the public, but behind it lay cruelty. That same face of oppression can still be seen today,' Adityanath said. 'Yet even in those times, our saints challenged tyranny—not with swords, but by bringing Ramleela into every household. That was Tulsidas's way of resistance.' 'While Akbar's court lured poets and scholars into its fold, Rambola, later known as Tulsidas, refused to serve any king. He dedicated his life solely to Lord Ram,' the chief minister said. He stressed that the Ramcharitmanas, authored by Tulsidas, was not merely a spiritual epic but a civilisational document that reinforced India's cultural and moral compass during a period of political instability and external rule. Recalling his visit to Mauritius in 2017, Yogi Adityanath spoke about the spiritual resilience of the Indian diaspora during colonial rule. 'When our ancestors were taken abroad as indentured labourers, they carried with them no wealth or status—only the verses of the Ramcharitmanas. It was their source of solace and cultural survival,' he said. 'Today, their descendants lead nations, yet the Manas has remained central to their lives.' Chitrakoot, the site of the Tulsi Jayanti celebrations, holds particular significance as the place where Lord Ram is believed to have spent a major portion of his exile. 'This land was once home to sages and seers. It nourished the roots of the Ramayan and the Ramcharitmanas,' Adityanath said. He lauded the contributions of Jagadguru Rambhadracharya and Ramkatha exponent Murari Bapu, both present at the event, for their continued efforts to keep Tulsidas's legacy alive. The chief minister conferred the Tulsi Award and Ratnavali Award on the Ramkatha narrators. 'This recognition is not just ceremonial, it's a salute to those who uphold the values of Sanatan Dharma,' he said. He also criticised those who seek to manufacture controversy around spiritual leaders. 'Those who live in the shadow of their own irrelevance attempt to defame what they cannot comprehend. We must not let such distractions divide us,' he said. He urged all sections of the society to remain united in protecting India's civilisational heritage. He also visited Rajapur, birthplace of Goswami Tulsidas, paid his respects at Tulsi Janmkutir and viewed the original handwritten manuscript of the Ramcharitmanas, preserved at the Manas temple. Adityanath also unveiled a statue of Tulsidas at the Krishi Vigyan Kendra in Ganiwan, participated in plantation drives and held interactions with children at a local ashram school. He also toured agriculture exhibitions.

Over 55 pc DU students opt for fourth year under FYUP; VC says trend as expected
New Delhi, Jul 31 (PTI) More than 55 per cent of Delhi University students have chosen to continue with the fourth year of studies under the Four-Year Undergraduate Programme (FYUP), ahead of the new academic session beginning August 1. According to DU Vice-Chancellor Yogesh Singh, around 31,004 of around 71,000 eligible students have opted out of the fourth year, which means over 55 per cent have chosen to pursue the optional final year. 'It is as per our expectations. We expected the same kind of numbers. We are all prepared for this new beginning," Singh told PTI. The FYUP, introduced under the National Education Policy (NEP) 2020, allows students to exit after one, two, or three years with a certificate, diploma, or degree respectively. Those who complete the fourth year are awarded an 'Honours with Research' degree, with a focus on research, entrepreneurship, and skill-based learning. Singh, who had earlier called the fourth year a 'game changer", said, 'This is the first time the focus is on research, entrepreneurship and skill." The fourth year of FYUP is being implemented for the first time this year, and while the university sees the continuation rate as encouraging, some teachers' associations and educationists have raised concerns about its structure. Critics have pointed to possible dropout risks, unprepared infrastructure, and a lack of clarity about the fourth-year curriculum. There are also concerns about stretched faculty and limited funding for the programme's additional demands. Addressing these issues, the VC said, 'Don't worry. If facilities are not available, they will be created. It is in the interest of our students." He also assured students and parents that the university has made all necessary arrangements for both first-year students and those entering the fourth year. 'It is a matter of happiness that one of the country's best higher education institutions is going to start another academic year. We will welcome our students with open arms," he added.
