Showcause notices over inaction on tree felling
National Green Tribunal
(NGT) has issued showcause notices to the Delhi Pollution Control Committee (DPCC) and the Forest Department for failing to act on the illegal cutting of a fully-grown tree in a public park in DDA Market No.
3 in Y-Block, Mangolpuri, northwest Delhi.
The notices were issued after a local resident filed a plea seeking enforcement of the tribunal's earlier order from March 4, 2024. The tribunal earlier directed the tree officer and DPCC to act and submit reports. However, as no compliance was made, the NGT has now issued notices and directed the applicant to serve notice and file an affidavit of service, which involves submitting a report on the ground situation.
In the latest order dated July 1, the tribunal, led by chairperson Justice Prakash Shrivastava, stated: "The applicant is seeking action on our earlier directions regarding the illegal felling of a tree in Mangolpuri by the Horticulture Department of MCD."

The March order had instructed the tree officer to submit a report to the DPCC within four weeks. DPCC, in turn, was to act as per legal provisions and submit an action taken report to the NGT within four months.

"Forest Department was supposed to ensure the report was filed promptly and the DPCC was to take necessary action. If required, the matter would be brought back before the bench," the tribunal had earlier stated.
However, the applicant's counsel told the bench that no action has been taken so far. Acknowledging this, the tribunal said: "As no steps have been taken by the Forest Department, we are now issuing a notice to them. The applicant must serve the notice and file proof of service before the next hearing."
The NGT has now asked for an affidavit from the applicant detailing the current condition at the site.

Notorious serial killer Sohrab flees during parole; travels to Nepal
Lucknow: Sohrab, the notorious serial killer who was in Tihar jail for years, has absconded from parole and could have travelled to Nepal via Moradabad, according to intelligence received by the Uttar Pradesh Special Task Force (STF). The Delhi Police, which was alerted after Sohrab failed to return to Tihar Jail post-parole, launched a manhunt and issued alerts to the UP STF and multiple state police forces. Sohrab, along with his brothers Salim and Rustam, has long instilled fear in Lucknow and other parts of the country. All three have been lodged in Delhi's Tihar Jail for years. Sohrab was granted parole recently, which reportedly ended on July 1. However, he failed to return to prison, triggering a major security concern. Sources in the UP STF revealed that Sohrab, accompanied by his wife, visited Moradabad and then crossed into Nepal. The STF suspects he may be planning to expand or reorganise his criminal network, which already has deep links in Nepal. DTC building bus terminal on encroached land, says NGT
The National Green Tribunal (NGT) has recently ordered the Delhi Transport Corporation (DTC) to halt the construction activity at the proposed bus terminal in Najafgarh, south-west Delhi, stating that the terminal is being built on the encroached water body. The DTC was instructed to respond within two weeks. The Principal Bench of the NGT comprising Chairperson Prakash Shrivastava, Judicial Member Sudhir Agarwal and Expert Member A. Senthil Vel, said, in an order dated July 4, that the DTC has encroached the water body by constructing a bus terminal and a multi-storey commercial building on the land. The District Magistrate (South West) informed the tribunal that 'no clearance had been given' for construction on the land. In an affidavit submitted to the NGT, the DM said, 'the said land is recorded as johar (water body) and at present a bus terminal constructed on it. The water body has been encroached upon by the DTC.' The affidavit also mentioned that there was no record of any change of land use or no-objection certificate from the Forest Department, which is in violation of the Wetlands (Conservation and Management) Rules, 2017. The NGT also noted that no reply has been filed by the Managing Director of the DTC and granted two-week extension to file replies.
