Eastern Zonal Council to meet in Puri next year: CM Mohan Majhi
On his return from the EZC meeting held at Ranchi, Majhi said he requested Union Home minister Amit Shah to hold the meeting in Odisha, which he has agreed and suggested Puri as the venue.
Majhi said the EZC meeting on the day was successful and focused on accelerating social and economic development in the region comprising Odisha, Jharkhand, West Bengal and Bihar. The meeting prioritised reaching out to inaccessible areas and promoting development in those regions.
He also highlighted the importance of providing banking facilities to areas that still lack access to such services. Stating that these four states have an important role to play in achieving the Viksit Bharat goal of Prime Minister Narendra Modi, Majhi said discussions were held on how to achieve the target.
The states also discussed the issues of Naxalism and congratulated the Home minister for the success in reducing their presence through his focused approach to eliminate the menace.
The chief minister said he has urged the Centre to direct commercial banks at the apex level to open brick and mortar (B&M) branches in the unbanked gram panchayats (GPs) in view of the low geographical penetration of the banking system in the state.
Necessary steps should also be taken for redressal of the internet connectivity issues at the GP level for encouraging banks to open B&M branches.
Speaking at the meeting, he pointed out that of 6,794 GPs in the state, only 2,421 have B&M branches while the banks do not have any presence in the remaining 4,373. Though 42,035 fixed point banking correspondents (BCs) are operating in the state as on December 31, 2024, these have high attrition and their own limitations in terms of services offered and cash handling, he added.

UDUPI : A total of 27 National Highway (NH) projects are presently underway across Karnataka, with a cumulative sanctioned expenditure of Rs 31,749 crore. This information was disclosed in a written response by Union Minister for Road Transport and Highways Nitin Gadkari to an unstarred question asked by Udupi-Chikkamagaluru MP Kota Srinivas Poojary in the Lok Sabha on July 31. Seeking elucidation on status of the National Highways Authority of India (NHAI) projects in Karnataka, Poojary inquired about specifics of projects under consideration, ongoing initiatives, their timelines, sanctioned amounts, and funds expended thus far. In response, the ministry said feasibility studies and detailed project reports (DPRs) serve as the foundation for investment decisions, which are harmonised with PM Gati Shakti National Master Plan. The reply further listed 27 major NHAI projects in Karnataka, covering a total length of 1,151 km of which 537 km have been completed so far. The total expenditure incurred stands at Rs 14,455 crore. A key project, six-laning work on the Nelamangala-Tumakuru section (NH 48), sanctioned at Rs 2,032 crore has seen just 10.3 km completed out of 44.73 km. Another project that is plodding along is the construction of a six-lane new bridge across the Phalguni River near Kulur (NH 66), Mangaluru, where work hasn't progressed much despite Rs 27 crore already having been spent on foundation works. This bridge has a revised deadline of December 31, 2025.

(Getty Images/iStockphoto/ Representational image) As per an August 4 notification issued by the central ministry, the 15 state civil service officers appointed to the IAS are Vivek Padam Singh, Munish Nagpal, Mahender Pal, Satpal Sharma, Sushil Kumar, Varsha Khangwal, Virender Sehrawat, Satyender Duhan, Manita Malik, Satbir Singh, Amrita Singh, Yogesh Kumar, Vandana Disodia, Jaideep Kumar and Samwartak Singh Khangwal. Hindustan Times was the first to report on July 14 the names of these 15 officers who were found suitable for promotion to IAS in a meeting of selection committee headed by Union Public Service Commission member, Dinesh Dasa, which had met in New Delhi to consider the names of state civil service officers for appointment to 27 posts of IAS by promotion. These appointments have been made for the vacancies arising for 2021, 2022, 2023 and 2024. The newly appointed IAS officers will be on probation until further orders. Meanwhile, eight HCS officers of the 2002 batch facing trial in a corruption case were included provisionally in the select list for appointment to the IAS by way of promotion. As per the central rules, this means that they cannot be promoted to the IAS unless exonerated by the court. A select list is a roll of officers recommended for induction into the IAS. Rule 5(5) of the IAS (Appointment by Promotion) Regulations stipulated that the name of an officer included in the list of officers will be treated as provisional if any departmental or criminal proceedings are pending against him. 'The proceedings shall be treated as pending only if a charge-sheet has actually been issued to the officer or filed in a court,'' reads the explanation to the Rule. Similarly, Rule 7(3) said that if an officer included in the select list is issued with a charge-sheet or a charge-sheet is filed against him in a court of law after his inclusion, then his name in the select list shall be deemed to be provisional. In a nutshell, it means that officers against whom criminal proceedings are pending cannot be considered for promotion to the IAS unless exonerated by the court.
