Government moots plans for effective water management
NEW DELHI: To reduce the wastage and misuse of groundwater, the Union Government has identified pilot projects for effective water management.
'We are in the process of finalising the pilot projects,' said CR Patil, Union Minister for Jal Shakti. 'These projects will provide adequate water at a central location with enough pressure so that different farmers can utilise it according to their needs."
However, in response to a question about whether the Centre has any plans to tax water supplied to farmers, Patel categorically said that the matter falls under the jurisdiction of state governments and is a state subject.
The scheme aims for modernisation of the irrigation water supply network to supply irrigation water from existing canals or other sources in a designated cluster. It will make robust backend infrastructure for micro-irrigation by farmers from established source to the Farm gate up to 1 Ha with underground pressurised piped irrigation.
The technology will be used for water accounting and water management. This will increase the Water Use Efficiency (WUE) at the farm level, increase agriculture production & productivity; and thereby increase the income of farmers.

According to the Annual Groundwater Extraction report, the agricultural sector accounts for 87% of the total 239.16 billion cubic meters (BCM) of water extracted. Indiscriminate extraction led to severe depletion of ground water in different states.
For this scheme, the Central government has allocated ₹1,100 crore, with an additional ₹500 crore provided from other projects.
'This decision will revolutionise the agriculture sector,' stated Patil.
When asked about India's stance on the Ganga Water Treaty, which is set to expire next year, Patil stated that a decision would be made in the country's best interest, as it is an international treaty.
'The current political situation in Bangladesh is not conducive to discussing another river treaty like the Teesta,' Patil noted while interacting with the media on the 11th anniversary of the Narendra Modi government.

Nagpur: Faced with years of neglect and bureaucratic buck-passing over the maintenance of waterlogged underbridges, Union minister for road transport and highways and Nagpur MP Nitin Gadkari directed the Nagpur Municipal Corporation (NMC) to immediately take over Manish Nagar and Somalwada RuBs from MahaMetro. Both structures have drawn criticism from motorists, particularly the Manish Nagar RuB, which gets flooded even with a brief drizzle. The intervention comes as citizens grow increasingly frustrated over near-daily waterlogging across key RuBs in the city. The NMC, which long refused to assume responsibility for the MahaMetro-constructed RuBs, has now relented under Gadkari's orders. "On the lines of Narendra Nagar RuB constructed by state PWD, the NMC will now maintain both Manish Nagar and Somalwada RuBs," confirmed chief engineer Manoj Talewar, adding that the takeover process has begun. Despite this multi-agency setup, none of the departments succeeded in offering a permanent solution. To complicate matters, four new RuBs are being built in central and east Nagpur under the Central Road Infrastructure Fund Scheme. Unless proper drainage planning is incorporated, experts fear they may add to the list of daily hazards. What was meant to be an infrastructure upgrade for smoother commutes has now turned into a public safety concern. With water levels often rising above knee-deep during rains, motorists face stalled vehicles, skidding, and damaged engines — sometimes with life-threatening consequences. Speaking after inaugurating a flyover here, Reddy, in a veiled attack on opposition BRS, said hurdles have been created to the state government's effort to generate five lakh jobs by developing 400 acres beside the Gachibowli stadium (adjacent to University of Hyderabad) and attracting global investments. Such hurdles are only temporary, he said. The land parcel was allocated to some private persons in 2002-03 and the state government pursued the matter in Supreme Court in 2024 and got it back for the state government, he said. 'The government would not go back because some caused hurdles. Our government will make an effort not only to set up IT companies on a large scale but to generate lakhs of jobs by getting back that land by fighting for justice not only in legislative bodies but (also) in courts,' he said. Though people elected the Congress government for five years, some are trying to stall development in the city by filing litigation in courts against the government and 'throwing mud' at those who are working for development, he said. He said lakhs of jobs have been created following the development of the Financial District and Knowledge Park in the IT hub of the city. Highlighting pollution in Delhi and the civic problems in cities, including Bengaluru and Chennai, he said Telangana should plan for addressing pollution and others in Hyderabad. The high levels of pollution in Delhi arose as rulers in the past did not make effective plans, he said. 'A situation arose in Delhi where it is difficult to live. The situation of people not being able to live in the national capital of such a big country cropped up as the then rulers did not make proper plans in Delhi,' he said. 'That's why, every EV vehicle purchased in the city, you will not have tax of even one rupee,' he said. The chief minister said the state government would request Union Home Minister Amit Shah, who is visiting Telangana on Sunday, to grant permission to projects pending with the Centre for approvals, including Metro Rail – Phase 2, Musi Rejuvenation and Regional Ring Road (RRR) projects. The CM criticised Union Minister and state BJP president G Kishan Reddy for not responding to pleas made by him repeatedly for the approval of the pending projects by the Centre. Reddy said he also visited Kishan Reddy's residence in Delhi with the requests, but they yielded no results. The Centre granted permissions to the Sabarmati riverfront in Gujarat, Yamuna cleaning in Delhi and Namami Gange in Uttar Pradesh but did not approve funds for the Musi project in Hyderabad, he said. The ambitious 24x7 water supply pilot project in Manimajra, inaugurated with much fanfare by Union home minister Amit Shah in Aug 2024, has hit turbulent waters. Amid growing concerns and political pressure, Punjab governor and UT administrator Gulab Chand Kataria is set to convene a high-level meeting to dissect the project's faltering progress. The move comes in the wake of a strongly worded letter from Chandigarh BJP president Jatinder Pal Malhotra to the Union home minister, expressing alarm over the project's execution. Sources confirm that the ministry of home affairs has since forwarded the letter to the UT Administrator, prompting urgent administrative attention. The project, spearheaded by Chandigarh Smart City Limited and executed through a Rajasthan-based agency, was envisioned to revolutionize water supply in Manimajra — transitioning from intermittent to round-the-clock pressurized water delivery, complete with smart metering and automated control systems. But the reality on the ground paints a starkly different picture. A confidential internal report by the Engineering Department of the Municipal Corporation has laid bare a series of alarming discrepancies: No zone in Manimajra has achieved 24x7 pressurized water supply; pressure reducing valves (PRVs) and variable frequency drive (VFD) pumping systems remain non-operational; major lapses in the construction of underground reservoirs, pumping stations, and the rollout of the SCADA automation system; and much-touted smart water meters are yet to be fully deployed. The project was awarded through an e-tender at a staggering Rs 165.86 crore, split into capital expenditure (capex) — Rs 74.56 crore — and operational expenditure (OPEX) — Rs 91.29 crore. Despite the scale of investment, the outcomes have been underwhelming — a fact that has not gone unnoticed by local leadership. Malhotra has reportedly warned that the project's failure is damaging the BJP's image and undermining the Prime Minister's development agenda. What's Next? With the spotlight now firmly on the project, the upcoming meeting chaired by Kataria is expected to be a turning point. Malhotra's letter to Shah In a letter to Amit Shah, Chandigarh BJP president Jatinder Pal Malhotra said, "In August 2024, a project was inaugurated by you, in the presence of administrator Gulab Chand Kataria, chief secretary Rajeev Verma, and other dignitaries, for 24-hour water supply with proper pressure for all floors. The funds amounting to Rs 75 crore were allocated for the project under the smart city mission. The reality of this project clearly reflects that the whole project has collapsed, and nobody is held accountable and responsible for this wastage of Rs 75 crore. Sir, on one side, taxes are being imposed on the public, and on the other, Rs 75 crore have been wasted. Certainly, there are policy lapses or a lack of accountability in the system of administration of UT Chandigarh. The media reports are causing grave damage to our reputation in public at large and are also not in tune with our visionary Prime Minister's dream of VIKSIT BHARAT: 2047. Your good self is thus humbly requested to intervene in the matter and call for a detailed inquiry report on the same."
