Chandigarh: What was once hailed as a flagship initiative under the 'Viksit Bharat' vision is now under intense scrutiny. The ambitious 24x7 water supply pilot project in Manimajra, inaugurated with much fanfare by Union home minister Amit Shah in Aug 2024, has hit turbulent waters.
Amid growing concerns and political pressure, Punjab governor and UT administrator Gulab Chand Kataria is set to convene a high-level meeting to dissect the project's faltering progress.
The move comes in the wake of a strongly worded letter from Chandigarh BJP president Jatinder Pal Malhotra to the Union home minister, expressing alarm over the project's execution. Sources confirm that the ministry of home affairs has since forwarded the letter to the UT Administrator, prompting urgent administrative attention.
The project, spearheaded by Chandigarh Smart City Limited and executed through a Rajasthan-based agency, was envisioned to revolutionize water supply in Manimajra — transitioning from intermittent to round-the-clock pressurized water delivery, complete with smart metering and automated control systems.
But the reality on the ground paints a starkly different picture.
A confidential internal report by the Engineering Department of the Municipal Corporation has laid bare a series of alarming discrepancies: No zone in Manimajra has achieved 24x7 pressurized water supply; pressure reducing valves (PRVs) and variable frequency drive (VFD) pumping systems remain non-operational; major lapses in the construction of underground reservoirs, pumping stations, and the rollout of the SCADA automation system; and much-touted smart water meters are yet to be fully deployed.
The project was awarded through an e-tender at a staggering Rs 165.86 crore, split into capital expenditure (capex) — Rs 74.56 crore — and operational expenditure (OPEX) — Rs 91.29 crore.
Despite the scale of investment, the outcomes have been underwhelming — a fact that has not gone unnoticed by local leadership. Malhotra has reportedly warned that the project's failure is damaging the BJP's image and undermining the Prime Minister's development agenda.

Malhotra's letter to Shah
In a letter to Amit Shah, Chandigarh BJP president Jatinder Pal Malhotra said, "In August 2024, a project was inaugurated by you, in the presence of administrator Gulab Chand Kataria, chief secretary Rajeev Verma, and other dignitaries, for 24-hour water supply with proper pressure for all floors.
The funds amounting to Rs 75 crore were allocated for the project under the smart city mission. The reality of this project clearly reflects that the whole project has collapsed, and nobody is held accountable and responsible for this wastage of Rs 75 crore.
Sir, on one side, taxes are being imposed on the public, and on the other, Rs 75 crore have been wasted. Certainly, there are policy lapses or a lack of accountability in the system of administration of UT Chandigarh. The media reports are causing grave damage to our reputation in public at large and are also not in tune with our visionary Prime Minister's dream of VIKSIT BHARAT: 2047. Your good self is thus humbly requested to intervene in the matter and call for a detailed inquiry report on the same."

Railway Minister reviews reservation system, emphasises reforms for passenger convenience

'The new upgraded Passenger Reservation System will allow over 1.5 lakh ticket bookings per minute. This will be an increase of roughly five times from 32,000 tickets per minute in the current PRS,' it added. The ministry stated the new Passenger Reservation System (PRS) also has a multilingual and user-friendly booking and enquiry interface. In the new PRS, users will be able to submit their choice of seat and see the fare calendar. It also has integrated facilities for Divyangjan, students and patients etc., officials said. 'Streamlined authentication for Tatkal bookings Indian Railways will allow only authenticated users to book Tatkal tickets on IRCTC website and mobile app beginning 1st July, 2025,' the ministry added. It emphasised that OTP-based authentication will be done for Tatkal bookings from the end of July. The minister instructed officials to broadbase the authentication mechanism for Tatkal bookings. 'The authentication should be done using Aadhaar or any other verifiable Government ID available in the user's DigiLocker account,' the press note said. According to the ministry, these measures reflect the Indian Railways' continuous efforts to modernise its systems and make them more citizen friendly. Torrent in Rs 18,000 crore deal, 2nd largest in pharma sector
NEW DELHI: Torrent Pharma will acquire a controlling stake in JB Chemicals & Pharmaceuticals (JB Chem) in a deal size of around Rs 18,000 crore, including an open offer. This is the second largest deal in pharma space after Sun Pharma's $4 billion acquisition of Ranbaxy over a decade back. The transaction in the first phase includes Torrent Pharma's acquisition of 46.4% stake in JB Chem from US PE major KKR for nearly Rs 11,917 crore, which will be followed by an open offer of up to 26% from public shareholders. The equity valuation of JB Chem is Rs 25,689 crore, while its market cap is Rs 28,000 crore. As per the agreement signed between the two on Sunday, Torrent Pharma is acquiring KKR's stake in JB Chem at Rs 1,600 per share, while the open offer is at Rs 1,639 per share. The deal price is at nearly 9% discount to JB Chem's closing price of Rs 1,800 on June 27. KKR's stake in the company is held through its subsidiary Tau Investment Holdings. In the second phase, Torrent and JB Pharma will be merged through a scheme of arrangement under which every shareholder holding 100 shares in JB Pharma shall receive 51 shares of Torrent. TOI in its June 28 edition had reported the deal value of around Rs 20,000 crore. About five years back, the PE major had acquired 54% in JB Chem from the promoters, the Mody family, for approximately Rs 3,100 crore, or Rs 745 per share. In March this year, KKR divested about 7% stake through block deals. The PE major has been seeking to exit its investment in JB Chem for some time and had initiated the process last year. However, negotiations with the potential bidders were stalled due to valuation concerns. In addition, Torrent is also expected to acquire up to 2.8% of equity shares from certain employees of JB Pharma at Rs 1,600 per share. The deal and merger scheme are subject to standard requisite statutory and regulatory approvals.
