State will not join PM SHRI, says Sivankutty

T'puram: After an abortive attempt to join PM SHRI (Pradhan Mantri Schools for Rising India) scheme, the general education department decided to withdraw from it. General education minister V Sivankutty announced the decision on Wednesday after a meeting with student organizations.
Sivankutty said that enrolling in PM SHRI scheme would be suicidal because it means accepting NEP (National Education Policy). He added that all student groups, except ABVP, wanted the govt to reject the scheme.
Earlier, CPM had decided to join the scheme because the state would lose a significant amount of central assistance if it skipped the initiative. State govt also said the Centre was withholding its share of several education schemes because Kerala refused to join PM SHRI.
Sivankutty had brought the scheme to the state cabinet for approval, but CPI representatives in the govt objected and vetoed it. After that, Sivankutty criticized CPI state secretary Binoy Viswam and questioned whether the agriculture department, led by the CPI minister, would also refuse to sign several central govt schemes.
Sivankutty said the Centre withheld around Rs 1,500 crore owed to Kerala. He added that the state govt is exploring legal options to recover the funds after repeated appeals to the Centre failed.

"I met the Union education minister twice to raise the issue, but there was no progress. The state govt decided not to sign the scheme because several conditions are unacceptable," he said.
LDF, which organized protests against NEP, alleged that the policy promotes privatization and communalization of education. It also said that PM SHRI scheme required schools to display the Prime Minister's picture and change their names to PM SHRI Schools.
Sivankutty said that state govt has taken steps to include the powers and responsibilities of the governor in Class X textbook. The chapter, under the title 'Conflicts in the Indian Federal System' also explains the Emergency as a crisis in Indian democracy.

' Naukri, Rozgar, Kushal Bihar – Fir ek baar NDA sarkar" – Posters with these slogans came up outside the JDU office in Patna on Tuesday. Ordinarily, it would seem like an NDA poll pitch with the top two faces of the two alliance partners adorning the walls. But political history watchers were smiling. Exactly 15 years ago, similar pictures of then Gujarat chief minister Narendra Modi and Bihar Chief Minister Nitish Kumar had sprung up across Patna. It was on the eve of BJP National executive and soon after Gujarat had donated Rs 5 crore to Bihar for flood relief. The giant hoardings and the newspaper ads showing Modi and Nitish hand in hand, smiling, reportedly riled the Bihar CM so much that the alliance was ruptured. Nitish Kumar, as per his aides, saw the ads as an attempt to show Bihar and his governance in poor light. Much water has flown down the Ganga since then. Nitish has come back to the NDA fold and promised PM Modi from electoral rally stage never to sever ties again. The latest posters at JDU office is further acknowledgement that if BJP needs Nitish as the face of susashan (good governance) to keep away 'jungle raj", Nitish needs Modi more to keep an aggressive RJD away. Opposition is taking pot-shots at JDU, making references to Nitish Kumar's health. Their charge – BJP will finish JDU as the latter flounders to find a successor for Nitish. The poster is one more weapon in their 'JDU will be over' arsenal. Jungle Raj Banenge, kyun nahi banenge, (I will become CM, why not)" is his reply when media interviewers ask the mandatory 'Are we speaking to the next CM" question. RJD feels that the exercise is only targeting localities which are known to be their stronghold. But cutting across political divide, there is some concern about the impact of Non Resident Bihari voters getting weeded out. The EC estimates 10 per cent of those in Bihar voter list, do not live in the state. CEC Gyanesh Kumar says law does not make any special provision for such cases. He says only ordinary residents can vote. If indeed SIR disallows the migrant Bihari from voting, the impact may not be on the vote bank of any one party.

NEW DELHI: The Centre is preparing to initiate the process for removing Justice Yashwant Varma of the Allahabad high court, with plans underway to begin collecting signatures of Members of Parliament (MPs) in the coming days, Union Minister Kiren Rijiju told reporters on Thursday, according to PTI. Prominent opposition parties have reportedly given their in-principle approval to support the move, signalling rare bipartisan agreement on the matter. 'We are yet to decide whether the motion will be brought in the Lok Sabha or the Rajya Sabha,' Rijiju said, noting that the requisite number of signatures—100 MPs for the Lok Sabha and 50 for the Rajya Sabha—would be collected once that decision is made. The government aims to table the motion during the Monsoon Session, which runs from July 21 to August 21. Justice Varma came under scrutiny following a fire incident in March this year at his official residence in Delhi, then assigned to the Delhi high court. The blaze led to the discovery of several burnt sacks filled with large amounts of cash. He was subsequently repatriated to his parent cadre in the Allahabad High Court, where he has not been assigned any judicial work. According to PTI, then Chief Justice of India Sanjiv Khanna had recommended Varma's removal in a letter addressed to the President and Prime Minister after the inquiry panel submitted its report on May 4. The same report, however, is yet to be made public. In an earlier PTI report, several MPs raised pointed questions during a parliamentary committee meeting about why no FIR had been filed over the cash recovery and demanded swift government action. Some called for a strict judicial code of conduct, including a five-year "cooling-off" period before judges can accept post-retirement assignments. Others cited the Veeraswami vs Union of India judgment, which held that prior sanction is required to prosecute sitting judges under anti-corruption laws. Parliamentary Affairs Minister Rijiju said the government was keen to ensure a united political front. 'This involves corruption in the judiciary. We want all parties to be on board,' he said. Only two impeachment motions have ever been initiated against judges in India—against Justice V. Ramaswami in 1993 and Justice Soumitra Sen in 2011. Neither resulted in removal. The Centre now appears set to attempt the third.
