Cash-at-home row: Rijiju says ‘signatures' to impeach Justice Varma to be collected soon; govt eyes motion in Monsoon session

Time of India2 days ago
NEW DELHI: The Centre is preparing to initiate the process for removing Justice Yashwant Varma of the Allahabad high court, with plans underway to begin collecting signatures of Members of Parliament (MPs) in the coming days, Union Minister
Kiren Rijiju
told reporters on Thursday, according to PTI.
Prominent opposition parties have reportedly given their in-principle approval to support the move, signalling rare bipartisan agreement on the matter.
'We are yet to decide whether the motion will be brought in the Lok Sabha or the Rajya Sabha,' Rijiju said, noting that the requisite number of signatures—100 MPs for the Lok Sabha and 50 for the Rajya Sabha—would be collected once that decision is made. The government aims to table the motion during the Monsoon Session, which runs from July 21 to August 21.
Justice Varma came under scrutiny following a fire incident in March this year at his official residence in Delhi, then assigned to the Delhi high court. The blaze led to the discovery of several burnt sacks filled with large amounts of cash. He was subsequently repatriated to his parent cadre in the Allahabad High Court, where he has not been assigned any judicial work.
According to PTI, then Chief Justice of India Sanjiv Khanna had recommended Varma's removal in a letter addressed to the President and Prime Minister after the inquiry panel submitted its report on May 4.
The same report, however, is yet to be made public.
In an earlier PTI report, several MPs raised pointed questions during a parliamentary committee meeting about why no FIR had been filed over the cash recovery and demanded swift government action. Some called for a strict judicial code of conduct, including a five-year "cooling-off" period before judges can accept post-retirement assignments. Others cited the Veeraswami vs Union of India judgment, which held that prior sanction is required to prosecute sitting judges under anti-corruption laws.
Parliamentary Affairs Minister Rijiju said the government was keen to ensure a united political front. 'This involves corruption in the judiciary. We want all parties to be on board,' he said.
Only two impeachment motions have ever been initiated against judges in India—against Justice V. Ramaswami in 1993 and Justice Soumitra Sen in 2011. Neither resulted in removal. The Centre now appears set to attempt the third.

Centre clears elevation of two advocates as HC judges

MUMBAI: The Ministry of Law and Justice on Friday notified the appointment of advocates Gautam Ashwin Ankhad and Mahendra Madhavrao Nerlikar as additional judges of the Bombay High Court. The two will serve an initial term of two years from the date they assume office. Centre clears elevation of two advocates as HC judges 'In exercise of the powers conferred under clause (1) of Article 224 of the Constitution of India, the President is pleased to appoint... Ankhad and Nerlikar as Additional Judges of the Bombay High Court,' the official notification said. They will take charge in order of seniority. Their names were among nine recommended for elevation by the Bombay High Court Collegium in April this year, in consultation with the two senior-most judges of the court. The Supreme Court Collegium later endorsed the recommendations after securing the concurrence of the chief ministers and Governors of Maharashtra and Goa. According to the apex court's note on Ankhad's candidature, he has argued in cases leading to 56 reported judgments and is known for his expertise in commercial, contract, and arbitration matters. Nerlikar, who has over two decades of experience in civil, criminal, constitutional, labour and service law, represented the Maharashtra government at the Aurangabad Bench for a decade. Since November 2023, he has served as additional government pleader and additional public prosecutor. His elevation, the collegium observed, would enhance social diversity in the judiciary as he belongs to a Scheduled Caste.

‘You are insulting scientists': Pralhad Joshi hits out at CM Siddaramaiah over vaccine remarks

Union Minister Pralhad Joshi on Friday launched a scathing attack on Karnataka Chief Minister Siddaramaiah, accusing him and the Congress party of undermining India's scientific community by casting doubt on the safety of indigenously developed COVID-19 vaccines. Pralhad Joshi (PTI) Also Read - Tejasvi Surya leads call for protest march, demands immediate opening of Bengaluru Metro's Yellow Line What Pralhad Joshi said? Addressing the media in Bengaluru, Joshi said, 'By questioning the efficacy of vaccines that saved crores of lives, the Congress is not just opposing Prime Minister Modi, but is also insulting the very scientists who helped the country fight a global pandemic.' The sharp response comes days after Siddaramaiah expressed concerns about a spike in heart attack deaths in Karnataka's Hassan district, where 22 people reportedly died of sudden cardiac arrests over 40 days. While speaking about the ongoing investigation into these deaths, Siddaramaiah had said, 'We cannot rule out the possibility that COVID-19 vaccines, which were hastily approved and distributed, may have contributed to this trend. A detailed medical review is underway.' He added that a committee led by Dr. C.N. Manjunath, Director of Jayadeva Institute of Cardiovascular Sciences, was tasked with submitting a report on the deaths and whether there was any link between the vaccines and cardiac complications. Also Read - Bengaluru man sets fire to relative's home after 7-year loan row, CCTV footage goes viral: Report Reacting to these remarks, Joshi demanded that the Chief Minister apologise to the country's scientific community. 'Siddaramaiah must clarify whether his government officially believes COVID-19 vaccines are responsible for these deaths. If not, he should publicly retract his statements and apologise for spreading doubt.' The BJP leader also contrasted the Congress's past with the current government's achievements. 'Congress ruled this country for 60 years but failed to produce even one indigenous vaccine. Under Prime Minister Modi's leadership, India developed two COVID vaccines, administered over 240 crore doses, and even sent vaccines to 150 countries,' he said. Joshi warned that such statements from top leaders could erode public trust in science and public health initiatives. 'At a time when the world has lauded India's vaccine success story, the Congress party is playing with people's lives for political gain,' he said.

As China Warns India on Dalai Lama Remarks, MEA Says ‘No Position'

Speaking to reporters in Delhi on Friday, Rijiju emphasised that his views were personal. 'I do not want to react to China's statement,' he said, adding that he was speaking as a follower. New Delhi: After China objected to Minority Affairs Minister Kiren Rijiju's endorsement of the Dalai Lama's authority to choose his successor, India said on Friday (July 4) that it 'does not take any position' on matters of faith, even as Rijiju clarified he was 'speaking as a follower' and not 'on behalf of the Government of India'. The clarification came as Beijing reacted sharply to Rijiju's earlier remarks earlier in the day. At the daily media briefing, Chinese foreign ministry spokesperson Mao Ning warned that India 'should stop interfering in China's internal affairs' to avoid harming the trajectory of bilateral ties. 'India should be clear about the anti-China separatist nature of the 14th Dalai Lama and honour its commitments on Xizang (Tibet) related issues,' Mao said, according to PTI. 'India should exercise caution in its words and actions, stop interfering in China's internal affairs with Xizang-related issues, and avoid impact on the improvement and development of the China-India relationship,' she added. In an official response, the MEA spokesperson Randhir Jaiswal said that he was aware of 'reports relating to the statement made by His Holiness the Dalai Lama about the continuation of the Dalai Lama institution.' 'Government of India does not take any position or speak on matters concerning beliefs and practices of faith and religion,' he said, clearly not endorsing the Dalai Lama's plans. He added, 'Government has always upheld freedom of religion for all in India and will continue to do so.' On Thursday, Rijiju had said that no one else, besides the Dalai Lama, had the right to make a decision on his next reincarnation. China had responded to the Dalai Lama's succession plans by asserting that any reincarnation must receive approval from Beijing. Speaking to reporters in Delhi on Friday, Rijiju emphasised that his views were personal. 'I do not want to react to China's statement,' he said. 'I am speaking as a follower. I am a devotee.' He continued: 'I believe in His Holiness the Dalai Lama. So from that perspective, I am saying that all over the world, those who believe in Dalai Lama ji wish that Dalai Lama ji himself will decide [on reincarnation]. This is the wish of the followers.' 'I am not speaking on behalf of the Government of India or in response to the Chinese government's statement,' he clarified. 'I am not speaking on anyone's behalf.' This month, Indian external affairs minister S Jaishankar will be going to China to take part in the SCO foreign ministers meeting which begins on July 13. Prime Minister Narendra Modi is also expected to take part in the SCO leaders' summit later this year. While news agencies reported on the Chinese foreign ministry's response, it was not mentioned in the transcript of the media briefing uploaded on its website. The controversy follows a statement issued on Wednesday, just days before his 90th birthday, by the Dalai Lama, in which he laid out his long-anticipated succession plans. On Wednesday, just days before his 90th birthday, the spiritual head of Tibetan Buddhism had outlined his succession plans in a long-anticipated statement. 'I am affirming that the institution of the Dalai Lama will continue,' he said in a video message delivered in Tibetan. 'I hereby reiterate that the Gaden Phodrang Trust has sole authority to recognize the future reincarnation. No one else has any such authority to interfere in this matter.' Chinese ambassador to India Xu Feihong wrote on social media that the selection must be carried out through the 'Golden Urn lottery procedure'. While Beijing had 'exempted' the current Dalai Lama from this process, Xu said, his successor 'must follow the process that consists of search and identification in China, lot-drawing from the Golden Urn' and secure 'central government approval'. Rijiju, a practising Buddhist from Arunachal Pradesh, has long expressed reverence for the Dalai Lama. His presence at the birthday celebrations as a Union minister is not unusual. However, his explicit endorsement of the Dalai Lama's position on reincarnation had raised eyebrows, as till now, India had always refrained from commenting on his succession. India, which has hosted the Dalai Lama and the Tibetan government-in-exile since 1959, has typicsally described him as 'a revered religious leader' who is 'accorded all freedom to carry out his religious activities' in the country. This line has consistently been used to respond to Chinese protests, particularly regarding his visits to Arunachal Pradesh.
