Chief secy holds review meet with DMs, SPs of 7 border dists
Meena directed the officials of Supaul, Katihar, Purnia, Madhepura, Saharsa, Araria and Kishanganj districts to ensure facilities like drinking water, toilets, electricity, furniture and ramps at all election booths. "All arrangements should be in order in the buildings identified for the stay of paramilitary forces (CAPF) during the elections," he said.
DGP Vinay Kumar, chief electoral officer Vinod Singh Gunjiyal, additional chief secretary (home) Arvind Kumar Chaudhary, ADG (HQ) Kundan Krishnan and others were present in the meeting.
Meena instructed them to take strict action against land mafias and smugglers by collecting information about their activities. "Form a special cell at the SP level and collect information about the criminals from various offices. Run a comprehensive campaign to arrest and attach the properties of notorious criminals, who are absconding," he told them.
The chief secretary also directed the DMs and SPs to speed up the arrest of criminals, check vehicles, conduct continuous raids against liquor mafias, identify notorious criminals and take strict action against them by imposing CCA.
Meena also asked them to expedite the verification of arms licences and shops in all the districts before the elections.
DGP Kumar asked the SPs to take strict action and cancel the licences of the arms dealers found guilty.
Kumar also expressed concern over the pending Scheduled Caste and Scheduled Tribe cases and directed the SPs to speed up the checking of vehicles during peak hours.

Minor girl killed by father over interfaith relationship in Baghpat
A 17-year-old Muslim girl was allegedly strangled to death by her father and uncle in Baghpat district after she eloped with her 19-year-old Dalit boyfriend. The incident surfaced when villagers noticed bruises and strangulation marks on her neck during burial and alerted police. A day later, they were traced by the girl's family, brought back to the village, and allegedly assaulted throughout the journey. Villagers told police that the couple was tied near a tubewell and beaten in public. While Sagar was handed over to his family with death threats, the girl was taken back. On July 23, following her continued insistence to marry Sagar, she was beaten again and strangled. The family claimed she died of tuberculosis and buried her quietly the next day. Suspicions arose when villagers noticed injury marks on her body during burial. The boy's family and the Doghat police post were informed. Sagar's family submitted a complaint at the Baraut police station on July 24, but no immediate action followed. They then approached superintendent of police (SP) Suraj Kumar Rai, who directed a prompt investigation. Girls' father, Waris and uncle Matlubh were taken into custody. During questioning, both confessed to the killing. Her cousin Sadik was also arrested for his role in the incident. On Saturday, police exhumed the girl's body for a postmortem examination. SP Rai on Saturday said that the autopsy report would guide further action. He added that Doghat police personnel, accused of negligence, are under scrutiny. Sagar's father, Rampal, said they lived just 500 metres from the girl's home but remained silent initially due to threats. 'They are powerful. Her family had warned us against reporting it to the police, or they would kill my son too,' he said. The case is being jointly probed by circle officer Baraut Vijay Tomar and sub-divisional magistrate Manoj Yadav. Tomar said the accused have confessed and legal proceedings are underway. Police deployment has been increased in Palda village to maintain law and order.

UPSC bars candidate for three years after being held with 'incriminating material', using unfair means in examination

Kumar added that such measures are necessary to preserve the sanctity of the selection process and to ensure that merit remains the sole criterion for recruitment to the government services. 'This is the sole reason why UPSC for the last 100 years, has been an epitome of merit and fair system, and candidates from any background can get selected, purely on merit basis, as per the selection process," he added. Gurugram Police Releases Bengali Migrant Workers, Only Ten ‘Confirmed Bangladeshis' Remain, It Says

He claimed that these ten people are undocumented immigrants from Bangladesh and that the police have now initiated the process for their deportation. 'Nobody is there except ten individuals who are confirmed Bangladeshis,' he said. However, he did not confirm the total number of people who were detained and later released. When The Wire asked on what basis these individuals were identified as undocumented immigrants while the others were released, Kumar claimed, 'The ten suspects possess documents that prove they are from Bangladesh.' Asked if the authorities' drive to identify and deport undocumented Bangladeshi citizens will go on or intensify, he said, 'verification is going on and only highly suspicious individuals will be picked up'. When asked if the hundreds of people detained and released earlier were also 'highly suspicious', Kumar questioned the source of this figure, although he added that the drive is ongoing and that official numbers can't be shared at this point. When The Wire visited a neighbourhood in Gurugram's Khatola village known for its large Assamese Muslim population – and where residents claimed nearly 2,000 people used to live – it was almost entirely deserted. Only around a dozen women were present, who were about to visit their husbands and other male relatives held in detention centres. Barring a few people, the entire neighbourhood has apparently fled to Assam's Dhubri following the recent crackdown. And now after the release of detainees, many, including Sayra Bano and her family, are going back to Assam. Amanur Sheikh, brother of Hafijur who was detained in a Sector 10A 'holding camp', said that his brother has been released but that they are still living in fear. Rafukul Islam was released by the police on July 23 after being held in detention for over five days. He was detained on July 18 and taken to the Basapur City Centre vote camp, which the police refer to as a 'holding centre'. According to Islam, around 150 people were detained in that facility. He claimed that 15 or 16 among them were Hindus and were released earlier. The remaining detainees, he said, were Muslims from Assam and Bengal. 'There were 27 people I personally knew who were detained along with me. We were all picked up from the same neighbourhood. The police have released all of us,' he said. When asked what the police told them before releasing them, Rafukul replied, 'They didn't say anything. They just made us sign on a few papers and told us to go. They said, ' Tum log ab jao yahan se, tumhara ho gaya abhi ' ('You people can go now, it's done').' He also claimed that the police confiscated their mobile phones. 'A few people got their phones back, but the rest of us, including me, didn't get ours.' Following their release, Islam and the others left the National Capital Region and returned to their villages. Rafukul hails from the Kokrajhar district of Assam. 'When things return to normal, we will come back,' he said. 'Our livelihood is there, how can we stay away for long? What will we eat? But right now, we can't stay in Gurugram. Who knows when they might come and detain us again?' When asked on what grounds the police detained them, Islam said, 'The police asked us where we were from. When we said we're from Assam, they replied, 'No, no, you're from Bangladesh, go sit in the vehicle.' Then they took us to the centre.'
