Govt gives clean chit to PHE minister, closes probe in 10 days

Bhopal: The Madhya Pradesh govt closed an internal inquiry into a complaint alleging irregularities involving Rs 30,000 crore allocated under the Jal Jeevan Mission and involving Public Health Engineering (PHE) minister Sampatiya Uikey within 10 days.
The PHE Department described the allegations as "baseless and without evidence."
Former MLA Kishore Samrite filed the complaint, and the PMO forwarded it to Chief Secretary Anurag Jain, who passed it to Principal Secretary P Narhari's office. He subsequently moved it to Chief Engineer Sanjay Andhavan (ENC), who initiated an inquiry.
The state govt issued an official release stating that the inquiry was closed due to lack of evidence.
Meanwhile, insiders say that engineer-in-chief (ENC) Sanjay Andhavan, who took cognizance of the matter, faces internal pressure for his 'proactive' handling of a politically sensitive issue. He reportedly faces heat within the department for acting quickly on a complaint involving a sitting minister.
The internal inquiry concluded in less than 10 days found that the complaint relied solely on RTI documents and lacked verifiable proof of financial misconduct.
The department called the allegations "fabricated, baseless, and devoid of facts."
Not convinced by the findings, Samrite approached the Madhya Pradesh High Court, seeking a CBI investigation. He alleged that PHE minister Sampatiya Uikey received Rs 1,000 crore in commission from Jal Jeevan Mission funds and accused a former ENC of siphoning off Rs 2,000 crore through his accountant.
Additional allegations include the withdrawal of Rs 150 crore by the executive engineer in Betul without executing any work and the submission of fake completion certificates for over 7,000 projects.
Samrite also demanded an audit of nearly 27,000 utilisation certificates submitted by engineers across the state as proof of completed projects under the Jal Jeevan Mission. He claimed that "all the certificates are fake," and were created to falsely justify fund disbursement.
He claims that despite the magnitude of the allegations, the state govt did not escalate the matter beyond the departmental inquiry — and moreover had this inquired by a junior-level officer instead of transferring it to a different agency. Attempts to reach minister Sampatiya Uikey for comment were unsuccessful.

A major food safety operation in Noida has uncovered an interstate racket producing and distributing fake paneer, posing serious health risks to consumers. Fake Paneer Racket Busted In Noida The Noida Police, in collaboration with the Food Department, has dismantled a large-scale food fraud operation producing fake paneer. Acting on a tip-off, officers from Sector-63 police station arrested four individuals and seized 14 quintals of fake paneer. The fraud came to light when a Mahindra pickup van carrying a large quantity of suspicious paneer was stopped. The driver, 32-year-old Gulfam, was detained and interrogated, revealing an entire network behind the racket. His information led to the arrest of two more suspects from Aligarh, Afsar and Guddu alias Rish. Police also raided their factory, recovering paneer -making equipment, raw materials, and dangerous chemicals. How Fake Paneer Was Made According to DCP Shakti Mohan Awasthi, the gang used a shocking method to replicate paneer. They boiled starch-heavy beans called Red Bull Bean (Sortex Clean) soaked in a liquid called saprota, then mixed in poster whitener and a mystery chemical stored in a blue container. The mixture was torn into a paneer -like texture, cooled in water, and pressed in cloth. In another method, they boiled Dholpur milk powder in water, added tearing chemicals, and used Nutrilive refined oil to mimic creamy paneer. This fake paneer was sold to local vendors for Rs 180 per kilo. Severe Health Risks Officials have warned that the ingredients such as palmoline oil and poster colour pose serious health risks. New Delhi [India], July 3 (ANI): The Directorate of Education, Delhi, has appointed senior officers as mentors in 56 government schools that recorded the lowest pass percentage (up to 45%) in classes 9 and 11 during the 2024-25 session. Each officer will guide one school until the 2025-26 session, conduct inspections every fortnight, and upload reports on the MIS portal, said a senior official in the Directorate of Education. This initiative is linked to the 'Mission Mathematics' and special enrichment classes campaign aimed at strengthening foundational understanding of mathematics for classes 6 to 10. The inspection reports will include assessments of subject-wise performance, student attendance, use of teaching-learning materials (TLM), and more. District and zonal officers will oversee the effective implementation of these programmes. The Delhi government is planning to introduce an ordinance to regulate private school fees. The ordinance may be introduced within a week. The Delhi government is preparing to bring this ordinance to curb arbitrary fee hikes by private schools. According to sources, the draft of the proposed ordinance, under the 'Delhi School Education Bill, 2025', has already been sent to the Law Department. The ordinance proposes a fine of up to Rs 50,000 for violations, and in cases of repeated violations, provision has been made for the confiscation of school property. Committees will be formed at the school, district, and review levels to determine fees. This bill was initially scheduled to be presented during the special session proposed on May 13-14, but the session could not be held. It will now be introduced as a bill in the upcoming Monsoon Session. On April 16, show-cause notices were served to 10 schools with regard to the arbitrary fee hike and those who didn't submit their audit reports. The present Delhi government has already collected audited reports from 600 schools. Previously, while speaking to ANI on the issue of fee hike by private schools, Delhi education minister Ashish Sood said, 'We will create a strong documentation system and tighten the noose around such schools. We will investigate how arbitrary fee hikes were approved in the past and whether any corrupt dealings took place with the previous government. We will not tolerate any such malpractice under any circumstances.' The matter of the arbitrary fee hike came to the fore when several students in DPS Dwarka were disenrolled when they failed to pay the hiked school fee, and the court intervened. The government also sent a committee that investigated the matter, following which show-cause notices were served to the schools. Delhi Chief Minister Rekha Gupta has also announced previously many times that such fee hikes and harassment of parents and students won't be tolerated. Keeping this in mind, the government plans to introduce this ordinance to curb arbitrary fee hikes. The Rekha Gupta government aims to provide quality and modern education to every child in the state. The issue of arbitrary fee hikes by private schools in Delhi has been a longstanding concern, with the Delhi government taking various measures over the years to address it. (ANI)

Latur (Maharashtra) [India], July 3, 2025 (ANI): Facing unbelievable financial hardship and unable to afford oxen for his fields, a 76-year-old farmer in Maharashtra's Hadolti village in the Latur district has been ploughing his fields manually for the last 10 years without any help from the state government. Ambadas Pawar has been a farmer for over 50 years and ploughing manually for the last 10 along with his wife, as he was forced to sell his oxen due to not being able to afford the animal's maintenance. He claimed that until now no one has come to help him and requested that his loan be waived off. Latur is also a drought prone area of the state. 'I have been farming for the last 50 years, but since it has not been possible for me to bear the expenses of oxen, I sold the oxen 10 years ago and have been the field with my own hands on my shoulders and working with my wife. No one has interfered for the last 10 years, but someone saw me ploughing the field and made a video and made it viral. After the video went viral, today the Latur district officer and the state minister contacted me,' the farmer said. Earlier, Latur district agriculture Superintendent Officer Shivsamb Ladke met with Pawar, assuring him of all the help possible, and also offering to give him farming literature provided under government schemes. The farmer's hardship was highlighted when a video of him manually ploughing his fields was shown in a news report, Later, the Mumbai Congress posted about the farmer in a post on X. 'When he couldn't find oxen to plow the field, he turned himself into an ox... A heart-wrenching scene has emerged from Hadolti village in Latur district,' the party's post read. The farmer has demanded that the government help waive off his outstanding loans of Rs 40,000, saying that while he does have a son who works in the city, he does not get any help for him. 'I have not received any help from the government so far. I demand from the government that my loan of 40 thousand rupees of the society should be waived off. I have a son and a daughter. The son works in a private company in Pune city, from which he earns his livelihood but we do not get any benefit from it,' he added. The farmers wife, Muktabai Ambadas Pawar decried the meagre sums of money which they get from farming, claiming that the government does not do enough to help sustain the livelihoods of smaller farmers. 'We are 6 people in the whole house. The son works in a private company in another city. He does not get anything from us. We have 4.5 acres of land. We do not have bulls, husband and I plough the field by hand. If the government had given us a fair price for our crop, we would not have to plough by hand. If you see, the price of soybean fertilizer is 3 thousand per sack and if we have to sell it in the market, we get 4 thousand rupees. Then how to meet our expenses is the question before us,' she told ANI. She also reiterated the demand to waive off her husband's loan, along with other farmers. Earlier on Wednesday, Congress MLA Nana Patole criticised the government for the increasing suicides of farmers in the state, accusing the government of not being able to control inflation. Patole said, 'The government has accepted that the farmers are committing suicide in cost of everything has increased, whether it's diesel, petrol, seeds, fertilisers or insecticides. The income of farmers is low, and that's why they are committing suicide.' (ANI)
