Tunnel road not possible without users paying toll, says Shivakumar

Bengaluru/New Delhi: Deputy chief minister DK Shivakumar Wednesday said the proposed tunnel road between Hebbal and Silk Board Junction in Bengaluru cannot be implemented without toll collection, insisting commuters would pay if it helped them save time.
"Without a toll, no tunnel road will work," he said during his visit to New Delhi, and justified collecting toll by adding, "Other states have tolls in cities. Even in Bengaluru, tolls are levied on airport road, Bengaluru-Mysuru expressway, and NICE corridor."
The Karnataka cabinet had, in June, approved two major tunnel corridors under the build-own-operate-transfer (BOOT) model, where private players will recover their investment over 30 years through tolls.
Shivakumar, who holds the Bengaluru development portfolio, said global tenders would be floated "in the next two or three days" for the project.

As per a detailed project report (DPR), the tunnel from Esteem Mall in Hebbal to Silk Board Junction will be 16.6km and will reduce travel time from 90 minutes to 45. It includes three entry/exit ramps at Mehkri Circle, Race Course, and Lalbagh. The estimated toll for the full stretch is Rs 330 for cars, with no mention of charges for other vehicles.
Other proposed tolls include Rs 320 for Hebbal-Sarjapur/HSR Layout (16.3km), Rs 250 for Hebbal-Hosur Main Road (12.7km), Rs 180 for Hebbal-Seshadri Road (9km), and Rs 245 for Mehkri Circle-Silk Board (12.5km). The tolls are projected using a 5% annual hike based on the wholesale price index, capped at 40%.
On Union minister HD Kumaraswamy's proposed underground infrastructure, Shivakumar said, "I welcome the suggestion (by Kumaraswamy).
Let anybody take credit (for the tunnel road project). Even if some finances can be arranged, I welcome it. Eventually, we want people to save time and commute faster."
On Tuesday, Shivakumar had met Jal Shakti minister CR Patil to seek Rs 11,123 crore for six irrigation projects and requested 25% funding for the Yettinahole project. He said forest clearance issues were also raised with environment minister Bhupendra Yadav.
On delays in the Rs 5,300 crore for Upper Bhadra, he on Wednesday, "What to do? The Congress is the governing party in the state."
On Goa's 2023 show cause notice over Kalasa-Banduri, Shivakumar said, "Who is Goa to issue notices?" and added Karnataka would support Goa's power line if Goa reciprocated on Kalasa. He also pushed for the Centre's approval for the Mekedatu DPR, saying, "The project benefits Tamil Nadu."

BENGALURU: Following reports of notices issued to small traders by the Commercial Tax Department, the state government clarified on Friday that the action was based on data collected from Unified Payments Interface (UPI) service providers to ensure compliance with Goods and Services Tax (GST) laws. Under the GST Act, in force since July 1, 2017, suppliers with an annual turnover exceeding Rs 40 lakh (for goods) or Rs 20 lakh (for services) are required to register for GST. This turnover includes both taxable and exempt goods and services, although tax is applicable only on taxable items. The department said while essential items like bread are exempt from GST, packaged snacks attract a 5% tax. It said UPI-based transaction data from 2021–22 to 2024–25 showed that many traders had received over Rs 40 lakh via UPI alone, excluding cash and other payment methods, indicating even higher total turnover. Thiruvananthapuram, July 12 (UNI) Bank Employees Federation of India has alleged that the Centre's move to sell shares of State Bank of India (SBI) worth Rs 25,000 crore SBI) is an open attempt to privatize the bank in a phased manner sacrificing national interests. "In 2017, the bank had sold 522 million shares. This reduced the government's stake in the bank to 56.92 percent. Now, with the completion of the targeted share sale, the government's stake will diminish below 55 percent," BEFI vice president Saji Varghese said. "The sale of shares through qualified institutional placement has been reported by national media," he added. "Despite the vacancies of about one lakh employees and officers, the outsourcing of jobs and the deployment of daily wage workers without making them permanent is a prelude to privatization... After the budget presentation, the Union Finance Minister had announced that government would sell shares of public sector banks including SBI. Other public sector banks are also preparing for share sale" he said. The privatization of the country's largest public sector bank, SBI, will have far-reaching consequences. Public sector banks serve as a protective shield for the Indian economy. It is this protective shield that is being undermined through bank privatization, he stated. "As banks come under the control of corporates, services for the common people will get affected and services will be limited to the elite class," he added. The SBI plans to support loan growth, strengthen its balance sheet and meet regulatory requirements. Shah directs to increase capacity of STP for Yamuna to 1500 MGD by 2028

New Delhi, July 11 (UNI) Union Home Minister Amit Shah today chaired a high-level review meeting on Yamuna rejuvenation here today and directed to increase the capacity of Sewage Treatment Plant (STP) for Yamuna to 1500 MGD by 2028. The meeting was attended by Union Ministers Manohar Lal, CR Patil, Delhi Chief Minister Rekha Gupta, Union Home Secretary, Secretaries and senior officials. Addressing the meeting, Shah said that the Delhi Pollution Control Committee (DPCC) should work in action mode to control water pollution. He said that the Delhi government should take continuous and effective steps to stop the increasing pollution from industrial units, a Home Ministry statement said. Shah said that apart from Delhi, chemicals are also coming into the Yamuna River through waste from other states, so all these states should work together to clean the river. The Home Minister emphasised on working on an action mode to improve the Biochemical Oxygen Demand (BOD) in the main drains of Najafgarh and Shahdara. He also stressed on conducting a drone survey of Delhi's two main drains, Najafgarh and Shahdara drains. He said that apart from the efforts being made by the Delhi government to clean the rivers, there is a need to increase the budget of the National Mission for Clean Ganga (NMCG). Shah laid special emphasis on cleaning the Yamuna as well as increasing the capacity of STPs. He directed to increase the STP capacity to 1500 MGD by 2028. He said that all three states, Haryana, Delhi and Uttar Pradesh, should make efforts for Yamuna's rejuvenation and there should be regularity and transparency in testing of the water flowing out of their STPs. Moreover, he also emphasized on third party quality testing of STP outflow. There are many reservoirs in Delhi in which the Delhi government should make arrangements to collect rainwater. Developing these reservoirs will also promote tourism," Shah said. He said that the Delhi government should work in collaboration with the National Dairy Development Board (NDDB) to manage the waste produced by dairies and cow shelters and also stressed on managing the unauthorized dairies in the national capital. Laying special emphasis on increasing the e-flow in Yamuna, Shah said that there is a need to talk to the Uttar Pradesh government on this issue and find a solution so that the flow of Yamuna can be improved at the time of its entry into Delhi. He said that the treated water of Okhla STP should be released downstream of Yamuna which will help in improving the quality of the river water. The Minister said that a detailed survey should be conducted regarding water supply in Delhi, so that it can be ascertained how much water is required to be supplied for catering one and all living in Delhi. Uncontrolled water extraction through borewells is a big problem in Delhi, on which the Delhi Jal Board needs to work by making an action plan.
