Govt issues orders allocating ₹12,600 crore for 'Indira Solar Giri Jal Vikasam' scheme
Chief Minister A. Revanth Reddy will officially inaugurate the scheme on May 18 at Macharam village, Amrabad Mandal, Achampet Constituency.
The scheme is designed to provide solar-powered irrigation to 6 lakh acres over five years for 2.10 lakh tribal farmers holding RoFR titles. Deputy Chief Miniser Bhatti Vikramarka said that the UPA government in 2006 brought the RoFR Act as part of its efforts to uplift the economic and living standards of tribal farmers.
Under the RoFR Act (2006), the Telangana government has recognised forest land ownership rights for 2,30,735 tribal farmers across 6.69 lakh acres and issued corresponding RoFR title deeds.
Although the UPA government introduced the RoFR Act in 2006 and distributed land titles for approximately 6.69 lakh acres in Telangana, no substantial schemes were implemented by previous governments over the past decade to provide irrigation or farming support to tribal farmers. Now, the Congress govenrment is the first in the country to take the step to help tribals cultivate their lands.
The scheme includes not only the provision of solar-powered irrigation but also support for horticultural crops through drip irrigation, supply of necessary plant saplings, and interim income support via intercropping until permanent yields begin.

Chhattisgarh forest dept withdraws community forest rights order after backlash
Raipur: The Chhattisgarh forest department has withdrawn its directive barring other government departments, NGOs, and private entities from undertaking any work related to Community Forest Resource Rights (CFRR), following growing protests across tribal regions of the state. According to the May 15 order, the forest department would oversee the land granted to forest dwellers under FRA provisions, until the central government provided model management plans (Representative photo) 'Forest minister Kedar Kashyap had ordered the advisory's withdrawal. The directive, issued on May 15, had stirred intense opposition from tribal communities and civil society groups, who claimed it undermined their legal rights under the Forest Rights Act (FRA),' an official statement issued by the department on Thursday said. The Forest Rights Act empowers gram sabhas with the authority to conserve and manage community forest resources and to block any activity that could harm wildlife, biodiversity, or the forest ecosystem. According to the May 15 order, the forest department would oversee the land granted to forest dwellers under FRA provisions, until the central government provided model management plans. Principal chief conservator of forests (PCCF) and head of forest force V Sreenivasa Rao, who had signed the directive, cited a 2020 central communication to justify naming the forest department as the nodal agency for CFRR implementation. Protests erupted in Chhattisgarh districts including Nagri, Ambikapur, Kanker, Gaurela, Narayanpur, Gariaband, Pithora, Balod, and Bastar. Demonstrators submitted memorandums, calling the order unconstitutional and contrary to the FRA's spirit. The department has clarified that the May order was an interim measure to ensure only approved CFRR management plans were implemented until formal models were released. It said that referring to the forest department as the 'nodal agency' was a typographical error, which had been corrected through a corrigendum on June 23. However, due to the confusion and unrest that followed, both the original letter and the corrigendum have now been formally withdrawn. The forest department's statement also states that the 'state has distributed 4,78,641 individual titles and 4,349 community forest resource rights titles, covering over 20 lakh hectares—benefiting millions of forest-dwellers.' The department further explained that, in the absence of central guidelines and a model CFRR plan, the May advisory aimed only to harmonise community management plans with the National Working Plan Code (NWPC) 2023. To address the gaps, it has now requested the ministry of tribal affairs and the ministry of environment, forest and climate change to urgently release detailed CFRR model plans, implementation guidelines, and training modules for all stakeholders.

Stability in policies for industries, particularly a focus on attracting investment by encouraging investors, remains the hallmark of Telangana government, Chief Minister A. Revanth Reddy said on Thursday. Be it the Congress regime led by YSR, TDP rule under N. Chandrababu Naidu (in erstwhile Andhra Pradesh) or BRS rule under K. Chandrasekhar Rao, there was always a continuity in industrial investment policy, he said while inaugurating an integrated manufacturing facility of Malabar Gold & Diamonds in Maheswaram, near Hyderabad. Governments change, but the policies' direction remains, he said at the opening of the facility that the Group had announced in 2021 during the BRS regime. Telangana means business, the Chief Minister asserted, seeking to assure investors the government will continue to extend incentives for those setting up projects. Stating Hyderabad, which is a hub for pharmaceutical and information technology industries, will come to be known for gold jewellery manufacturing too with project, he said that the Group had chosen the right place, right State and right city. Mr. Revanth Reddy said that the spotlight will be on Maheswaram for it forms part of the ambitious Bharat Future City project his government is proposing on about 30,000 acres for providing an edge to Hyderabad in its competition with global cities. The government's Telangana Rising vision document, for which multiple agencies, including those from Singapore, have been engaged, will be ready by December, he said. Malabar Group said the new facility is the largest among its 14 manufacturing units across India and the GCC countries. Spanning 3.45 lakh sq. ft on a land parcel of more than four acres, it brings all the critical operations such as design, refining, manufacturing, quality assurance, hallmarking, warehousing and supply chain management under one roof. It will have an annual production capacity of over 4.7 tonnes of gold jewellery and 1.8 lakh carats of diamond jewellery along with an annual gold refining capacity of 78 tonnes. Of the 2,750 skilled artisans to be employed, about 1,600 have been onboarded. The Group will be commissioning the refinery shortly. Chairman M.P. Ahammad and the senior leadership team members said total investment, with gold stocks, on the project is ₹1,000 crore, of which ₹200 crore is on the facility and equipment. About 40% of the workforce of the facility is recruited from local population. Industries and IT Minister D. Sridhar Babu said Malabar Group, which is also into furniture manufacturing, to explore opportunities to set up production facilities for the same in Telangana.

1 2 Patna: The Congress on Thursday accused the Election Commission of attempting to disenfranchise nearly 20% of voters in Bihar under the garb of the ongoing special intensive revision of electoral rolls. Addressing a press conference in Delhi, Bihar Congress president Rajesh Kumar claimed that the EC had made up its mind to deny voting rights to large sections of the population, especially migrant workers who stay outside the state under compulsion but return home during elections to cast their votes.
