The programme will select 150 interns through a transparent process, offering them a monthly stipend of Rs 20,000. The selection process begins with candidates submitting an online application featuring four short-answer questions to gauge their understanding and intent. From these, 300 applicants will be shortlisted for a one-day intensive boot camp. This boot camp will include learning modules and evaluation interactions with public leaders and domain experts, culminating in an essay-writing round.

TIRUPATI: Tamil Nadu anti terrorism squad (ATS) sleuths arrested two absconding terror suspects at Annamayya district in Andhra Pradesh. Acting on specific intelligence, a special team from the Tamil Nadu ATS apprehended Abubacker Siddique and his close aide Mohammed Ali alias Yunus/Mansoor at their hideout at Annamayya district. Both Abubacker Siddique and Mohammed Ali carry a reward of Rs 5 lakh each and have been on the run for close to three decades now. A native of Nagore in Nagapattinam district of Tamil Nadu, Abubacker is a key accused in several high profile terror cases registered in the states of Tamil Nadu, Kerala and Karnataka. Abubacker was involved in the 1995 blast executed at the Hindu Munnani office (RSS affiliate) at Chintadripet, a parcel bomb explosion in Nagore in 1995 in which one Thangam Muthukrishnan was killed. He was also accused in the coordinated bomb blasts targeting police facilities in Tamil Nadu and Kerala in 1999. Abubacker was also accused in the pipe bomb planting attempt during former deputy Prime minister LK Advani's Rath Yatra at Madurai in 2011. Abubacker was also a suspect in the murder of Dr Aravind Reddy at Vellore in 2012 and in the blasts at the BJP local office at Malleswaram in Bengaluru in 2013. New Delhi: The Union Cabinet, chaired by Prime Minister Narendra Mod,i on Tuesday approved the Employment Linked Incentive (ELI) Scheme, with an outlay of Rs 1 lakh crore aimed at creating 3.5 crore additional jobs in the next two years. The scheme will support employment generation, enhance employability and social security across all sectors, with special focus on the manufacturing sector. Under the scheme, while the first-time employees will get one month's wage up to Rs 15,000, the employers will be given incentives for a period of two years for generating additional employment, with extended benefits for another two years in the manufacturing sector. The ELI Scheme was announced in the Union Budget 2024-25 as part of the Prime Minister's package of five schemes to facilitate employment, skilling and other opportunities for 4.1 crore youth with a total budget outlay of Rs 2 lakh crore. With an outlay of Rs 99,446 crore, the ELI Scheme aims to incentivise the creation of more than 3.5 crore jobs in the country over a period of 2 years. Out of these, 1.92 crore beneficiaries will be first timers, entering the workforce. The benefits of the scheme would be applicable to jobs created between August 1, 2025 and July 31, 2027, according to an official statement. The Scheme consists of two parts, with Part A focused on first timers and Part B focused on employers: Targeting first-time employees registered with EPFO, this part will offer a one-month EPF wage up to Rs 15,000 in two instalments. Employees with salaries up to Rs 1 lakh will be eligible. The first instalment will be payable after 6 months of service, and the second instalment will be payable after 12 months of service and completion of a financial literacy programme by the employee. To encourage the habit of saving, a portion of the incentive will be kept in a savings instrument of deposit account for a fixed period and can be withdrawn by the employee at a later date. Part A will benefit around 1.92 crore first-time employees. The Part B support to employers will cover the generation of additional employment in all sectors, with a special focus on the manufacturing sector. The employers will get incentives in respect to employees with salaries up to Rs 1 lakh. The government will incentivise employers, up to Rs 3,000 per month, for two years, for each additional employee with sustained employment for at least six months. For the manufacturing sector, incentives will be extended to the 3rd and 4th years as well. Establishments, which are registered with the EPFO, will be required to hire at least two additional employees (for employers with less than 50 employees) or five additional employees (for employers with 50 or more employees), on a sustained basis for at least six months. The incentive structure will be as under for the EPF wage slab of Rs 10,000 of an additional employee, the employer will get Rs 1,000 as an incentive. For a wage slab of Rs 10,000 to Rs 20,000, the incentive for the employer will be 2,000 per employee while for an employee in a wage slab above Rs 20,000 and up to salary of Rs 1 lakh, the incentive will go up to Rs 3,000. This part is expected to incentivise employers for the creation of additional employment of nearly 2.60 crore persons. All payments to the first-time employees under Part A of the Scheme will be made through the DBT (Direct Benefit Transfer) mode using the Aadhaar Bridge Payment System. Payments to the employers under Part B will be made directly into their PAN-linked accounts, the statement added.

Ahead of the coming Assembly elections, the NDA government in Bihar on Tuesday approved proposals for direct cash support to youths and artists, major outlays for religious and rural development, and reforms across the health, agriculture and infrastructure sectors. In a Cabinet meeting chaired by Chief Minister Nitish Kumar, the 'Mukhya Mantri Pratigya Yojana' was given approval. It is an internship scheme promising a monthly stipend to those in the 18-28 age group, who have completed skill development training or possess educational qualifications ranging from class 12 to postgraduate degrees. Under the scheme, candidates who have passed class 12 will receive Rs 4,000 per month, those who have gone to Industrial Training Institutes (ITIs) or diploma holders will get Rs 5,000, and graduates and postgraduates will receive Rs 6,000. Those interning outside their home district will be entitled to an additional Rs 2,000 per month, while those working outside Bihar will get an extra Rs 5,000. Aimed at 5,000 youths this year and one lakh over five years, the scheme will have an outlay of Rs 685.76 crore, with the financial support to be paid directly into the beneficiaries' bank accounts. The internships will range from three to 12 months, with the additional livelihood support capped at three months. The Cabinet also gave the green light to a Rs 882.87-crore plan for the comprehensive development of Punaura Dham in Sitamarhi, believed to be the birthplace of Sita, aiming to transform it into a major religious tourism hub. Meanwhile, over 40 acres of land was handed over to the tourism department for the development of Simaria ghat in Begusarai. The Cabinet also rolled out the 'Mukhya Mantri Kalakar Pension Yojana', offering a monthly pension of Rs 3,000 to artists aged 50 and above who have a decade of experience in traditional, classical, visual, or performing arts, provided their annual income does not exceed Rs 1.2 lakh. Another scheme, called the 'Mukhya Mantri Guru-Shishya Parampara Yojana', aims to preserve and promote rare and endangered art forms with a two-year training programme. Backed by a Rs 1.11 crore allotment for the current year, it will offer incentives of Rs 15,000 to gurus, Rs 7,500 to musicians, and Rs 3,000 to pupils. The health sector saw several key decisions, including the extension of the 'Mukhya Mantri Chikitsa Sahayta Kosh' — financial aid for medical treatments — to cover elected representatives of Panchayati Raj institutions and Gram Kutchery. Further, 20.60 acres of land was transferred to the Health Department for the construction of a government medical college and hospital at Rampur Kodarkatti in Araria district. Judicial reforms were also on the agenda, with the Cabinet approving the 'Retired Chief Justices and Judges Domestic Help(s) Rule and Other Benefits Rules, 2025'. Retired High Court judges or their spouses will receive Rs 55,000 per month for domestic help or drivers, while retired Chief Justices or those elevated to the Supreme Court will receive Rs 60,000. An additional Rs 15,000 per month will be provided for telephone, internet, secretarial, and security services. On the agricultural front, the Cabinet sanctioned Rs 36.35 crore for the National Mission on Natural Farming for 2025-26, Rs 80.99 crore for agricultural extension under the Fourth Agriculture Road Map, Rs 30.49 crore for the establishment and strengthening of soil health and fertiliser quality labs, and Rs 41.02 crore for agricultural training and outreach. Infrastructure development was bolstered with the approval of Rs 37.07 crore for a 12.8-km road and two major bridges in Motihari under the Sulabh Samparkta Yojana, and Rs 32.48 crore for the integrated management of Gokul Reservoir in Bhojpur, a centrally sponsored scheme with a 60:40 funding split up to 2028-29.
