B-SMILE all set to call tenders for North-South twin tunnels
If everything goes according to plan, the twin tunnel roads will be open to the public by 2029-30 and the toll on these roads is estimated to cost ₹19/km and will be tolled by the companies that invest and build these roads for the next 30 years.
This corridor will be 16.74 km long and is expected to cost ₹17,780 crore. The VGF for this corridor will be ₹9,303 crore. The State Cabinet has already agreed to stand as a guarantor for a loan of ₹19,000 crore towards VGF for North-South and East-West tunnel roads. B-SMILE is in talks with lending agencies including Housing and Urban Development Corporation (HUDCO), a Government of India undertaking, which is also funding the Peripheral Ring Road (PRR).
Work to be split into two packages
With the past experience of PRR estimated to cost ₹27,000 crore not attracting any bidders in multiple global tenders, B-SMILE has decided to split the North-South twin tunnel corridor into two packages of roughly around 8.4 km each - North package from Hebbal to Race Course Road and South package from Race Course Road to Silk Board.
Two companies will bid and start building these tunnels at two ends simultaneously, which will also ensure the tunnels are ready faster. The tender, likely to be called soon after the government's approval, will fix a 50 month (four years two months) deadline for the completion of the project, said B.S. Prahlad, Technical Director, B-SMILE.
Toll estimated at ₹19/km
A commuter will pay toll in two stages and toll collection will be completely automated through number plate recognition software, said Mr. Prahlad. 'As per current estimates, the toll will be around ₹19 per km. Since this will be collected after five years, this is not high, and factoring in inflation, it will be comparable to other tolls elsewhere at that date,' he argued.
Twin Tunnels
The project involves building two unconnected tunnels for each direction of traffic next to each other, each three lanes wide. This essentially means the total length of earth to be tunnelled for the North-South corridor is 33.48 km. Sources said at least eight tunnel boring machines will be deployed simultaneously to speed up work. Each machine is capable of tunnelling 2 km per year, sources said.

Ahead of state polls, cabinet approves Rs 1 lakh crore scheme aimed at creating 3.5 crore jobs
NEW DELHI: The Cabinet Tuesday approved the Rs 1-lakh crore Employment Linked Incentive (ELI) scheme, aimed at generating more than 3.5 crore jobs in the organised sector. Announced in July 2024, the scheme is meant to counter criticism over inadequate jobs being created in the economy at a time when there is a rising number of job seekers in the market. The decision comes ahead of assembly elections in Bihar, West Bengal, Assam, Kerala and Tamil Nadu. I&B minister Ashwini Vaishnaw said the scheme was finalised after detailed deliberation with industry leaders and other stakeholders. The scheme has two elements, one targeted at first-time employees who earn up to Rs 1 lakh a month and are members of the Employees Provident Fund Organisation. The Centre will pay up to Rs 15,000 each to around 1.9 crore employees. Govt hopes these jobs will be created by Aug 2027. ELI to aid newcomers in electronics, auto & semiconductor space The Rs 15,000 payment to first-time employees will be split into two instalments, with the second payment to be made after 12 months directly into their bank accounts. The second part is targeted at encouraging manufacturing companies to hire more. Govt will offer up to Rs 3,000 a month for two years for each additional employee who stays on for six months or more. For the manufacturing sector, the incentives will be extended to the third and fourth year as well. "Establishments which are registered with the EPFO will be required to hire at least two additional employees (for employers with less than 50 employees) or five additional employees (for employers with 50 or more employees) on a sustained basis for at least six months," an official statement said. The scheme may benefit several of the new entrants coming up with new facilities, especially in electronics, semiconductors and the automobiles space. "ELI is a significant step towards boosting employment and formalising India's workforce. ELI scheme opens doors for first-time job seekers, empowering them to contribute meaningfully to India's growth story. It empowers employers to expand their workforce and gives a decisive push to India's labour-intensive sectors," said CII director general Chandrajit Banerjee.

Bihar Cabinet clears internship, artist pension schemes; sanctions ₹882 crore for Punaura Dham
In a key decision aimed at enhancing youth employability and cultural preservation, the Bihar Cabinet on Tuesday (July 1, 2025) approved the Mukhya Mantri Pratigya Yojana, under which financial assistance will be extended to young individuals undertaking internships in various companies. The decision was taken at a meeting of the State Cabinet chaired by Chief Minister Nitish Kumar. The State is bound to go for Assembly elections sometime later this year. Under the scheme, youth aged between 18 and 28 who have completed training under skill development programmes, or hold qualifications such as Class 12, ITI, diploma, graduate, or postgraduate degrees, will be eligible for financial assistance during the course of their internships. Cabinet Secretariat Department's Additional Chief Secretary S. Siddharth said at a post-Cabinet briefing that youth with Class 12 qualifications would receive ₹4,000 per month, while those with ITI or diploma qualifications would be entitled to ₹5,000 per month. Graduates and postgraduates will receive ₹6,000 per month. Additionally, those pursuing internships outside their home districts will receive an extra ₹2,000 per month, while those interning outside Bihar will receive ₹5,000 per month as livelihood assistance. This additional support will be limited to a maximum of three months. The financial support will be credited directly into the beneficiaries' bank accounts. A task force committee, headed by the Development Commissioner and including members from industry bodies such as CII and FICCI, has been formed to oversee implementation. Mr. Siddharth added that 5,000 beneficiaries would be supported in the financial year 2025–26, while the scheme aims to benefit one lakh youth over the next five years starting from 2026–27. Pension scheme for artists In another major decision, the Cabinet approved the Mukhya Mantri Kalakar Pension Yojana under which artists engaged in classical, visual, or performing arts for at least 10 years will be given a monthly pension of ₹3,000. Mr. Siddharth said the scheme seeks to preserve Bihar's rich cultural heritage by providing support to eligible artists aged 50 years or older, with an annual income not exceeding ₹1.2 lakh. An initial outlay of ₹1 crore has been sanctioned for the current fiscal year. ₹882 crore for Punaura Dham The Cabinet also cleared ₹882.87 crore for the integrated development of the Maa Janaki temple at Punaura Dham in Sitamarhi district, believed to be the birthplace of Goddess Sita. The temple complex is to be developed on the lines of the Ram temple in Ayodhya. Of the total sanctioned amount, ₹137 crore will be utilised for developing the old temple and premises, ₹728 crore for tourism-related infrastructure, and ₹16 crore for a decade-long maintenance plan. The Bihar State Tourism Development Corporation will implement the project. Employment rules amended The Cabinet also approved a proposal by the Labour Resources Department to amend the Bihar Factory Rules, 1950, allowing women — excluding pregnant and lactating women — to work in factories classified as hazardous. Mr. Siddharth said the move would help expand employment opportunities for women in the industrial sector. A total of 24 agendas were passed in the cabinet on Tuesday.
