MoE drafting bill to set up unified higher education body: MoS to LS

The Ministry of Education is in the process of drafting a bill for establishing a higher education commission of India (HECI), proposed as a unified higher education regulatory body, the Lok Sabha was informed on Monday.
Union Minister of State for Education Sukanta Majumdar shared the information in a written reply to a question.
"The National Education Policy (NEP) 2020 envisions a 'light but tight' regulatory framework to ensure integrity, transparency and resource efficiency of the educational system through audit and public disclosure while encouraging innovation and out-of-the-box ideas through autonomy, good governance and empowerment," Majumdar said.
"The NEP 2020 further envisions setting up of a Higher Education Commission of India (HECI) as an umbrella body with independent verticals to perform distinct functions of regulation, accreditation, funding and academic standard setting. Considering the above vision of NEP 2020, the ministry is in the process of drafting a HECI bill," he added.
The HECI, which was proposed in the new NEP, looks to replace the University Grants Commission (UGC), the All India Council for Technical Education (AICTE) and the National Council for Teacher Education (NCTE).
While the UGC oversees non-technical higher education, the AICTE oversees technical education and the NCTE is the regulatory body for teachers' education.
The concept of the HECI has been discussed before in the form of a draft bill.
A draft Higher Education Commission of India (Repeal of University Grants Commission Act) Bill, 2018, which seeks to repeal the UGC Act and provides for setting up of the Higher Education Commission of India, was put in the public domain that year for feedback and consultation with stakeholders.
Renewed efforts to make the HECI a reality were then initiated under Dharmendra Pradhan, who took over as Union education minister in July 2021.
Underlining the relevance of a single higher education regulator, the NEP 2020 document says, "the regulatory system is in need of a complete overhaul in order to re-energise the higher education sector and enable it to thrive".

To mark Urban Development Year 2025, Chief Minister Bhupendra Patel inaugurated various projects worth an estimated Rs 73.01 crore in different zones and laid the foundation stone for projects worth around Rs 362.45 crore, in Surat on Saturday. With Surat city acing the Super Swachh League as the cleanest city in India, CM Patel congratulated the sanitation workers. On the occasion, Union Minister for Jal Shakti C R Paatil said, 'Surat city is marching ahead and is a source of inspiration for other cities in the country.' Congratulating the sanitation workers along with officers and employees of the civic body, he appealed to the citizens to continuously maintain the achievements made in the field of cleanliness. The Union minister said, 'Surat has done good work in rainwater harvesting with the people of the community and Rajasthani businessmen playing an important role in Jan Sanchay Jan Bhagidari (JSJB). Under the rainwater harvesting initiative, a total of 32 lakh structures have been constructed across 33 states and 611 districts in India. Under Jal Sanchay Jan Bhagidari-2, which started on June 1 this year, Gujarat stood in first position, while in Jal Sanchay Jan Bhagidari-1, it clinched the 6th position. In the JSJB-1, Banaskantha, which falls within the dark zone and is a dry area, has worked exponentially well. With the help of Banas Dairy Chairman Shanker Chaudhary, over 27,000 structures for Jal Sanchay were made in the district. Farmers paid 50%, and the remaining one was paid by Banas dairy in JSJB-1.' CM Patel has allocated a budget of Rs 50 lakh to the MLAs to accelerate the water conservation campaign launched under the leadership of Prime Minister Narendra Modi, Paatil said. Under this, it is the first city in India to operate 100% electric buses. The participation of every citizen of Gujarat is necessary to develop Surat as a growth hub and become a world-class city.' The programme also included the launch of the logo for the Surat Gender and Inclusion Lab under the Sustainable Urban Mobility — Air Quality, Climate Action, and Accessibility (SUM-ACA) project with GIZ-Germany. Besides, three digital tools – E-Bus Planning and Optimization Tool, E-Bus Scheduling Tool, and Bus Key Performance Indicator Dashboard Tool – were launched. They have been developed in collaboration with GIZ-Germany to make the public transport service of Surat Municipal Corporation (SMC) effective. At the event, two films narrating the development and growth story of Surat were screened. At the event, CM Patel also watched a performance put together by the students of the AI (Artificial Intelligence) Lab at Suman School, which the Surat civic body runs. Besides, he conducted a computerised draw system of 1,494 houses under Pradhan Mantri Awas Yojna at Bhestan, Palanpur and Bhesan, from Sanjiv Kumar Auditorium in Surat.

Chennai: Prime Minister Narendra Modi arrived in Tamil Nadu on Saturday evening for a two-day visit, marking a significant push for infrastructure and development initiatives across the state. After concluding his visit to the Maldives, Prime Minister Modi landed at the Tuticorin Airport at 7:50 p.m. in a special aircraft. He was received at the airport by Tamil Nadu Finance Minister Thangam Thennarasu, Governor R.N. Ravi, and Union Ministers L. Murugan and Ram Mohan Naidu, among others. Soon after his arrival, the Prime Minister inaugurated the newly developed terminal building of Tuticorin Airport, constructed at a cost of Rs 452 crore. Later, he laid the foundation stone and inaugurated multiple development projects across Tamil Nadu, with a cumulative value of Rs 4,900 crore. These projects span key sectors including energy, transport, and logistics. Chidambaranar Port in Tuticorin, costing Rs 285 crore, doubling of the Nagercoil City-Junction-Kanyakumari railway line and railway projects worth Rs 1,030 crore. The visit highlights the Centre's focus on boosting connectivity, energy infrastructure, and economic development in southern Tamil Nadu. The Prime Minister is scheduled to participate in further events on Sunday, including the millennium celebration of the maritime expedition of the Chola emperor, Rajendra Chola I, at Gangaikonda Cholapuram.

Former Union Minister and newly appointed Congress Legislature Party (CLP) leader in the Gujarat Assembly, Dr Tushar Chaudhary, has lodged a complaint of defamation and under Atrocity Act against the editor of a news channel and an anchor of another on Friday evening. Chaudhary has alleged that the journalists had defamed him and his father, former Chief Minister of Gujarat, the late Amarsinh Chaudhary. The complaint against Jagdish Mehta, group editor of Rajkot-based Headlines News channel, and Gopi Ghanghar, anchor of Ahmedabad-based Nirbhay News channel, was registered in Tapi district. The complaint was registered under Section 356 (Defamation) of the Bharatiya Nyaya Sanhita (BNS) and various sections of Scheduled Castes and Scheduled Tribes (Prevention of Atrocities) Act, 1989. In the FIR, the Congress MLA from Khedbrahma has alleged that in a show aired on July 22 on Nirbhay News, Ghanghar made an objectionable statement against him. He said Mehta consented to the statements, which were 'defamatory for him and the entire tribal community'. He said in the FIR, 'A live news debate video came to my personal assistant's mobile phone on July 22' where the statements were made. Talking to The Indian Express, Chaudhary said, 'My father and I got elected from the ST reserved seat, and we are also leaders of the tribal community. Both the accused had uttered statements defaming me, my father and my entire community, and we will not let this go.' Speaking to The Indian Express, Ghanghar said, 'Chaudhary has lodged a complaint against me and Mehta, and we are also looking into ways to respond to it legally. Till now, I have not received any call from Tapi police.' Deputy Superintendent of Police, SC/ST cell, Tapi district, Nikita Shiroya said, 'We have registered an offence against both the accused. We will first gather the original video footage of the debate so that we can determine the topic of discussion, the statements made, and the context in which they were made. Currently, we are at the stage of collecting evidence, and if necessary, we will again contact the complainant and take his statement. We are also looking for both the accused and will see what they have to say.'
