SC grants anticipatory bail to ex-IAS officer Puja Khedkar in fraud case

The Supreme Court on Wednesday granted anticipatory bail to former Indian Administrative Service (IAS) probationer Puja Khedkar, who is facing allegations of fraudulently securing civil services eligibility by misusing reservation quotas. The Bench, comprising Justices BV Nagarathna and Satish Chandra Sharma, observed that the nature of the offence did not warrant custodial interrogation.
'What is the grave crime she has committed? She is not a drug lord or a terrorist. She has not committed 302 (murder). She is not an NDPS offender. You should have a system or software. You complete the investigation. She has lost everything and will not get a job anywhere,' the Bench said orally.
The apex court, while directing Khedkar to cooperate fully with the ongoing investigation, said this was a fit case where the Delhi High Court 'ought to have granted bail to the petitioner'. The High Court had earlier denied her anticipatory bail and lifted the interim protection granted to her.
Delhi Police and UPSC oppose Puja Khedkar's bail citing serious fraud
Khedkar, who was previously serving in the Indian Revenue Service and posted with the Sports Authority of India, is accused of securing selection to the IAS by misusing the OBC and Persons with Benchmark Disabilities (PwBD) categories. According to the investigation, she had used multiple certificates citing different disabilities — ranging from mental illness and low vision to locomotor impairment — across applications.
Multiple identities, quota misuse under scrutiny in Puja Khedkar case
One of the contentious points in the case involves Khedkar's use of different names during the application process — Khedkar Puja Deeliprao and Puja Manorama Dilip Khedkar — raising suspicions about manipulation of exam attempts. Authorities allege that the name changes were used strategically to bypass the limit on the number of allowed attempts for the exam.
News reports showed that she used varying reservation claims: initially using the OBC and PwBD (low vision) categories for her IRS post, and later presenting a fresh OBC certificate along with a new PwBD (multiple disabilities) status to qualify for the IAS.
Controversial probation tenure and OBC probe
Khedkar first came under the spotlight during her probationary posting in Pune, which drew public criticism and allegations of misuse of power. The Maharashtra government subsequently transferred her to Washim. The state's OBC Welfare Minister later ordered a probe into her claim of belonging to the OBC non-creamy layer.
Following these developments, the UPSC cancelled her provisional candidature and permanently debarred her from appearing in any future exams conducted by the commission. The central government also formally discharged her from the IAS under Rule 12 of the IAS (Probation) Rules.
Top court's earlier warning on non-cooperation
In an earlier hearing, the Supreme Court had directed Khedkar to appear before the Delhi Police for questioning on May 2, warning that while she would not be arrested, 'drastic' action would be taken in case of non-cooperation.
In March, the court had also clarified that Khedkar could not claim additional exam attempts under different disability or category statuses, effectively ruling out her plea to be treated as both an 'able candidate' and a 'disabled candidate' at different times.

A second order followed in April, setting a deadline of June 19. With the latest extension, TikTok now has until September to reach a deal. In a statement released the same day, TikTok expressed appreciation for the administration's approach. Representative Image LUDHIANA: Ludhiana police on Saturday morning arrested a person for allegedly raping a minor student after offering her a lift in his Innova car and giving her a cold drink laced with an intoxicant substance. The accused, aged 38 years, is a zamindar (landowner) and lived in the neighbourhood of the victim's family. The girl's mother told the cops that her daughter is 17 years old and is studying in class 12 in a govt school in a village under Jamalpur police station jurisdiction. She alleged that when her daughter did not return home on Friday, she went out to look for her and saw that she was lying unconscious in the back street of a govt school. The complainant asked her daughter about the reason for her state. Her daughter told her that she was walking to school in the morning when the accused, who lives in the neighbourhood, came in his Innova car. She added that, as per her daughter, the accused made her sit in the car on the pretext of dropping her at school. The victim's mother told the cops that instead of taking her daughter to school, the accused took her to another place. There, the miscreant mixed some narcotic substance in her cold drink and offered her the same. She alleged that after drinking it, her daughter became unconscious and the accused raped her. The complainant said that the accused then fled from the spot in his car after threatening her daughter before throwing her on the back side of the govt school. She later informed the police about the matter.\ On being informed, cops from Jamalpur police station reached the spot and started a probe into the matter. Police later booked the accused under section 64 of BNS (rape) and sections of the Protection of Children from Sexual Offences Act. SHO Jamalpur police station, Inspector Balwinder Kaur, said that after registering the case, police arrested the accused from the area on Saturday morning. She added that the accused is married and has two children, including a officials said that the accused would keep a bad eye on the girl while the family lived on rent at another place and later shifted to the current location because of that. They added that the victim sat in the car of the accused as he was an acquaintance of the family. New Delhi: In a significant breakthrough, the Crime Branch of Delhi Police has arrested a proclaimed offender and a key member of the dreaded Jitender Gogi gang from North Goa. The accused, identified as Mohit alias Panchhi, was wanted in several serious criminal cases, including the audacious 2016 attack on a Delhi Police escort team in Bahadurgarh to free gangster Jitender Gogi from custody. "This brazen attack not only endangered police personnel but also demonstrated the gang's organized and violent methods. A criminal case related to this incident was duly registered at Sadar Police Station, Bahadurgarh", the Delhi Police said in a statement. Acting on specific intelligence inputs, a team led by Inspector Rampal of the Crime Branch's Northern Range (NDR) tracked Mohit to Martyr Circle, North Goa, and apprehended him on July 4. According to police, the accused had been frequently changing his location and using mobile phones away from his hideouts to dodge surveillance. Mohit had earlier been arrested in 2018 in connection with a case registered under the Maharashtra Control of Organised Crime Act (MCOCA). In February 2025, he was granted a four-day interim bail to attend his sister's wedding. However, he deliberately failed to surrender and was subsequently declared a proclaimed offender by the court. "Since then, he had been evading arrest and was hiding in various locations in South India, particularly in Mumbai, Goa, and Karnataka", said Aditya Gauta, DCP Crime Branch. The arrest follows weeks of technical surveillance and human intelligence gathering. "During initial interrogation, the accused disclosed his identity as Mohit alias Panchi, a resident of Village Panchhi Jatan, Ganaur, Sonipat, Haryana. He admitted that he had been declared a Proclaimed Offender in FIR No. 252/18 under Sections 3 & 4 of MCOCA, Alipur, Delhi (being investigated by Special Cell), after intentionally failing to surrender before the Hon'ble Court", the Delhi Police said. The Gogi gang has been involved in multiple high-profile criminal activities across Delhi and Haryana and has been under the scanner of both Delhi Police and central agencies in recent years.
