TN to give four per cent reservation in promotions for staff with benchmark disabilities
CHENNAI: The state government has issued a Government Order (GO) providing 4% reservation in promotions for Persons with Benchmark Disabilities (PwBDs), along with instructions for its implementation. The move follows recommendations by a high-level committee that scrutinised a report submitted by a sub-committee formed to examine the matter. The committee was constituted in accordance with section 34 of the Rights of Persons with Disabilities (RPwD) Act, which states that the government can provide instructions on reservations in promotions from time to time. According to the GO, the reservation will apply only to posts identified by the government in establishments where the cadre strength exceeds five, and where the posts fall within pay level 25. It will also apply to recruitment by transfer from a lower pay scale to a higher pay scale. The 4% quota will be equally distributed among four categories of disabilities – persons with blindness and low vision, persons who are deaf and hard of hearing, persons with locomotor disabilities (including cerebral palsy, leprosy cured, dwarfism, acid attack victims and muscular dystrophy), and persons with autism, intellectual disability, specific learning disability, mental illness and multiple disabilities including deaf-blindness – with each group receiving 1% reservation. The Welfare of Differently Abled Persons Department, in consultation with other departments, will identify eligible posts for the reservation in line with the RPwD Act and notify them. The GO also allows for exemptions in certain cases. As per section 34 of the Act, if the head of a department considers that the nature of work in an establishment is not suitable for PwBDs, they may seek exemption by submitting a detailed representation to the government.

SC grants anticipatory bail to ex-IAS officer Puja Khedkar in fraud case
The Supreme Court on Wednesday granted anticipatory bail to former Indian Administrative Service (IAS) probationer Puja Khedkar, who is facing allegations of fraudulently securing civil services eligibility by misusing reservation quotas. The Bench, comprising Justices BV Nagarathna and Satish Chandra Sharma, observed that the nature of the offence did not warrant custodial interrogation. 'What is the grave crime she has committed? She is not a drug lord or a terrorist. She has not committed 302 (murder). She is not an NDPS offender. You should have a system or software. You complete the investigation. She has lost everything and will not get a job anywhere,' the Bench said orally. The apex court, while directing Khedkar to cooperate fully with the ongoing investigation, said this was a fit case where the Delhi High Court 'ought to have granted bail to the petitioner'. The High Court had earlier denied her anticipatory bail and lifted the interim protection granted to her. Delhi Police and UPSC oppose Puja Khedkar's bail citing serious fraud Khedkar, who was previously serving in the Indian Revenue Service and posted with the Sports Authority of India, is accused of securing selection to the IAS by misusing the OBC and Persons with Benchmark Disabilities (PwBD) categories. According to the investigation, she had used multiple certificates citing different disabilities — ranging from mental illness and low vision to locomotor impairment — across applications. Multiple identities, quota misuse under scrutiny in Puja Khedkar case One of the contentious points in the case involves Khedkar's use of different names during the application process — Khedkar Puja Deeliprao and Puja Manorama Dilip Khedkar — raising suspicions about manipulation of exam attempts. Authorities allege that the name changes were used strategically to bypass the limit on the number of allowed attempts for the exam. News reports showed that she used varying reservation claims: initially using the OBC and PwBD (low vision) categories for her IRS post, and later presenting a fresh OBC certificate along with a new PwBD (multiple disabilities) status to qualify for the IAS. Controversial probation tenure and OBC probe Khedkar first came under the spotlight during her probationary posting in Pune, which drew public criticism and allegations of misuse of power. The Maharashtra government subsequently transferred her to Washim. The state's OBC Welfare Minister later ordered a probe into her claim of belonging to the OBC non-creamy layer. Following these developments, the UPSC cancelled her provisional candidature and permanently debarred her from appearing in any future exams conducted by the commission. The central government also formally discharged her from the IAS under Rule 12 of the IAS (Probation) Rules. Top court's earlier warning on non-cooperation In an earlier hearing, the Supreme Court had directed Khedkar to appear before the Delhi Police for questioning on May 2, warning that while she would not be arrested, 'drastic' action would be taken in case of non-cooperation. In March, the court had also clarified that Khedkar could not claim additional exam attempts under different disability or category statuses, effectively ruling out her plea to be treated as both an 'able candidate' and a 'disabled candidate' at different times. ‘Not drug lord or terrorist': SC grants anticipatory bail to ex-IAS probationer Puja Khedkar
The Supreme Court on Wednesday granted anticipatory bail to former IAS probationer Puja Khedkar, who faces allegations of cheating by fraudulently claiming reservation benefits under the Other Backward Classes (OBC) and Persons with Benchmark Disabilities (PwBD) quotas in the 2022 civil services examination. The Supreme Court bench, comprising Justices B V Nagarathna and Satish Chandra Sharma, directed Puja Khedkar to fully cooperate with the ongoing investigation. The Supreme Court observed that the offences alleged were not of a grave nature such as murder or terrorism, emphasising that the investigation should be completed promptly. "What is the grave crime she has committed? She is not a drug lord or a terrorist. She has not committed 302 (murder). She is not an NDPS offender. You should have a system or a software. You complete the investigation. She has lost everything and will not get a job anywhere," the bench observed. "Bearing in mind the facts and circumstances of the case, this is a fit case where the Delhi High Court ought to have granted bail to the petitioner," the bench noted. It noted that Puja Khedkar had already suffered significant consequences, including dismissal from the Indian Administrative Service and cancellation of her candidature by the UPSC, and that she would find it difficult to secure employment elsewhere. Puja Khedkar had challenged the Delhi High Court's refusal to grant her anticipatory bail, which had cited a prima facie case of fraud and the potential impact on the investigation if bail were granted. The Delhi High Court had described the case as a serious instance of manipulation against a constitutional body and society at large. The allegations against Puja Khedkar include submitting multiple fake certificates to the UPSC, using different names and identities to exceed the permissible number of attempts at the examination, and misrepresenting her disability status. The UPSC lodged a criminal complaint and barred her from future exams, while the Delhi Police filed an FIR and are investigating possible wider conspiracies involving fake documents in the civil services recruitment process. Despite opposition from the Delhi Police, who argued that Puja Khedkar was not cooperating and that the charges were serious, the Supreme Court held that custodial interrogation was unnecessary and granted bail on conditions including cooperation with the probe and not tampering with evidence or witnesses
