As plaster chunks fall at Noida-built flats, close calls & maintenance question

Although no one was injured, it was the second such incident in the society built just 16 years ago in six months. On Jan 23, a chunk of plaster fell on the car of Pradeep Saxena, a resident of Block L, shattering its roof, window and shield. On July 15, the wall plaster came off the building in Block 16.
Over the last few months, there have been several similar incidents where residents narrowly escaped injury due to plaster falls, causing widespread fear within the community.
Despite numerous complaints, both written and oral, addressed to the Authority, residents claim no action has been taken. The society RWA said anyone could have been injured and demands accountability, along with immediate and permanent repairs from the civic body.
Narottam Sharma, RWA president of Sector 99 LIG Flats, said, "Noida Authority is taking this issue very casually. Approximately 70 flats' leases have already been cancelled, and they are now under the charge of the authority.
These flats are locked and in a dilapidated condition. So, they are responsible for any injury or accident caused by these plaster falls from their flats." He demanded immediate inspections of all blocks within 48 hours and the prompt removal of any dangling plaster.
The sentiment was echoed by Mohinder Singh, RWA general secretary of Sector 40, who criticised the authority for its lack of oversight. "They appear to be in sleep mode.

There is an urgent need to improve working conditions and accountability from the top down." Although the majority of owners have renovated the Janta flats of F block with additional construction, Singh said that they have outlived their age and are not safe for living.
"Noida Authority should build multi-storeyed flats with open spaces so that owners can live safely with modern amenities," said Singh.
There were several incidents of plaster collapse in older complexes located in sectors 99, 40, 71, 105, and 119, as well.
DGM (Noida Authority) Vijay Rawal told TOI that as per the lease deed, the flat owners have to rectify these types of issues. "Once the authority hands over the building or a flat, its maintenance becomes the responsibility of the residents or AOA or concerned RWA after one year of handover. Just like any other builder apartments, any flats made by the authority are under authority supervision for only one year post-handover.
After that, the maintenance, repair, and upkeep of all such buildings or flats is the responsibility of the concerned area RWA residents or AOA," said Rawal.
Meanwhile, Noida Authority introduced a redevelopment policy for old residential buildings, offering homeowners larger apartments with at least a 15% increase in carpet area and free new flats, alongside temporary housing or rent during reconstruction on June 14. This policy is applicable to buildings that are over 30 years old or those declared structurally unsafe. Redevelopment requires consent from 70% of leasehold residents.

55% of DU students opt for fourth year under FYUP
NEW DELHI: Delhi University's (DU) new academic session began on Friday, which welcomed both first-year students and those advancing into the fourth year under the four-year undergraduate programme (FYUP), which is being implemented in full for the first time. While orientation programmes were held across various colleges to guide freshers, over 55% of eligible students opted to continue into the newly introduced fourth year. According to DU Vice-Chancellor Yogesh Singh, 31,004 of the approximately 71,000 students eligible for the fourth year have opted out, indicating that more than half of eligible students have chosen to pursue the optional final year under FYUP. 'We have made all possible arrangements for teaching and learning for the new students as well as those entering the fourth year for the first time,' said VC Singh. He addedd, 'I want to assure our students that no one should be worried about anything.' This year, Delhi University is offering 71,624 undergraduate seats across 79 programmes in 69 colleges. However, with the introduction of the four-year undergraduate programme, both students and faculty seem to be grappling with confusion. Speaking to freshers on their first day, many expressed concerns about a lack of clarity regarding the new structure, syllabus and academic roadmap. 'We've only been told that what used to be a three-year programme is now a four-year programme. We haven't been given any explanation on how it works or what the changes are,' said one fresher. Some students remain optimistic about the change. 'If I complete a four-year bachelor's here, I can directly pursue a PhD, which is great,' said another student. They pointed out that many international universities prefer applicants with a four-year undergraduate degree, potentially enhancing global academic prospects. However, postgraduate students, particularly those in the sciences, have expressed reservations. Physics honours students raised concerns about the inadequate lab facilities at DU, which they feel hinder their research. 'The lab instruments are really old, rusty, and not research-friendly. DU needs serious upgrades before taking on the added responsibility of four-year undergraduates,' said Kriti Sharma, a fresher.

Form submission of NOU's MCA course extended till Aug 8
Patna: The last date for online submission of applications for admission to the MCA (master of computer applications) course in Nalanda Open University (NOU) has been extended till Aug 8, said its registrar Avay Kumar Singh on Friday. Singh said though the last date for submission of applications for admission to this job-oriented course ended on July 30, it was extended till Aug 8 on the demands of some students who could not apply in time due to delayed publication of their examination results. NOU vice-chancellor Ravindra Kumar said the entrance test for admission to the MCA course would be held on Aug 12 at B N College, Patna. The entrance test will be held from 2pm to 4pm and the candidates will have to reach the examination centre by 1pm on Aug 12. The annual fee for this two-year course is Rs 20,000 for boys and Rs 15,000 for girls. Students who have passed BA, BSc, BCom or BCA examinations and have studied mathematics at intermediate or graduation stage can apply for admission to this course, said course coordinator A N Pandey.

Lt Gen Pushpendra Singh, alumnus of La Martiniere & university of Lucknow, appointed vice chief of army staff
LUCKNOW: Lieutenant General Pushpendra Singh, a distinguished alumnus of La Martiniere College and the University of Lucknow, has been appointed Vice Chief of the Army Staff, effective July 31. Prior to this role, he served as Director General Operational Logistics & Strategic Movement at Army Headquarters. Commissioned into the elite 4th Battalion of The Parachute Regiment (Special Forces) in December 1987, Lt Gen Singh's academic journey began at La Martiniere College, Lucknow, followed by higher studies at the University of Lucknow and the Indian Military Academy, Dehradun. On Friday, La Martiniere College celebrated General's achievement, sharing on social media: 'Lt Gen Pushpendra Pal Singh, ISC batch of 1983, has his name etched in the College Memorial Hall on the Roll of Honour.'
