Kepa, who spent the 2023/24 campaign at Real Madrid, has signed a three-year deal, the PA news agency understands. The fee is reported to be around £5million, with the transfer subject to the completion of regulatory processes.
'I'm really, really happy to be here, really excited and looking forward to what is coming,' Kepa told Arsenal's website.
'The ambition that is shown in this club, when I talk with Mikel (Arteta) and (goalkeeping coach) Inaki (Cana), how much they show me their desire to win, I think we are so close to winning and, hopefully, altogether, we can achieve it.'
Kepa became the world's most expensive goalkeeper when he joined Chelsea from Athletic Bilbao in a £71m deal during the summer of 2018, going on to win the Europa League and Champions League with the Blues as well as the 2023 UEFA Nations League with Spain.
Gunners boss Mikel Arteta is confident Kepa will provide plenty of competition for his compatriot Raya.
'He is a player we know, having come up against him many times in recent seasons,' Arteta said. 'He brings a wealth of experience, which his team-mates will benefit from, and he has a real hunger to win.

We thank Kepa for his efforts during his time at Stamford Bridge and wish him well in the future.

'Kepa works hard and will elevate our levels. I know he will fit in perfectly, already knowing some of his team-mates, and we are really excited about his future with us.'
Chelsea posted on X: 'We thank Kepa for his efforts during his time at Stamford Bridge and wish him well in the future.'
Arsenal also appear to be closing in on deals for Brentford midfielder Christian Norgaard and Real Sociedad's Martin Zubimendi.
The Gunners are in need of midfield reinforcements, with Thomas Partey having become a free agent after his contract expired and Jorginho also leaving the club earlier this month to join Brazilian club Flamengo.

I'm feeling really good – Sophie Ingle relishing Euros dream after knee injury
Former national team captain Ingle suffered ACL damage in a Chelsea pre-season friendly in September and has not played since. Ingle has taken a full part at Wales training in Switzerland, but it remains to be seen whether the 141-times capped midfielder will make the starting line-up for their Euros opener against the Netherlands on Saturday. Sophie Ingle, centre, during a Wales training session at the Sportanlage Guttingersreuti, Lauligstrasse in Switzerland (Nick Potts/PA) Speaking before the Lucerne clash, Ingle told Sky Sports: 'I've probably got a stronger knee than before, which is the crazy thing. 'That's already hard to process in your mind. It's definitely mentally (tougher) than physically. 'Can I do it? Can I get back to the level I was at?' 'You go through all those stages, but I'm very laid back and had full confidence in my medical team. That fully helps and it's paid off now I'm here. 'A lot of the girls have said to me over the last few days they can't believe I've been out nine months and look basically the same as before. 'I'm just pushing every single day and, whatever role I'm needed, I'll be there for the team. I'm feeling really good, which is the main thing.' Ingle revealed how a Christmas card from the Football Association provided extra motivation for her to make Rhian Wilkinson's 23-strong squad in Switzerland. She said: 'The FAW sent out a Christmas card of our photo when we qualified, the whole team, and there were a few words inside. 'So I put it up on my kitchen shelf. Every time I was in the kitchen that evening I'd look up, and that was just always my focus to get back for this tournament. 'Once the girls qualified in December, that was then my aim, to do everything I could to be in with a chance of getting selected. 'Then, once I got selected it was such a special feeling that all that hard work and those lonely days on your own in the gym kind of paid off.' Ingle is currently without a club after her second spell at Chelsea ended in May following seven trophy-filled years in west London. But the 33-year-old remains a standard-bearer for Welsh football, leading the national team 83 times between 2015 and 2024. Ingle said: 'I think us qualifying for the Euros helped my recovery, to have an aim in place. 'I always had the mentality that if I don't make it, at least I've tried and I've done everything that I can. 'They always say on average, it's nine to 12 months (to recover from an ACL injury), but it all depends on your body, how your surgery went, what actually was wrong with your knee.'

Former Arsenal star baffled by incoming signing: 'It doesn't make sense'
Former Arsenal defender William Gallas cannot get his head round why the Gunners are signing Christian Norgaard and have let Thomas Partey leave. The Brentford captain is yet to complete his move to the Emirates, but it is expected that the Denmark international will do so in the near future. A fee of £10m has reportedly been agreed and the 31-year-old is set to move across London, swapping the Bees for the Gunners. It comes as Thomas Partey leaves Arsenal this summer at the end of his contract, with the Ghana departing after making 167 appearances for the club. Partey was a regular in the first team last season, making 52 appearances in all competitions and scoring four goals. Wake up to find news on your club in your inbox every morning with Metro's Football Newsletter. Sign up to our newsletter and then select your team in the link we'll send you so we can get football news tailored to you. Gallas is confused as to why his former club would let the Ghanaian leave on a free and pay to bring in the Dane. However, the Frenchman may well have answered his own question as Arsenal are also expected to confirm the signing of Martin Zubimendi, which would have pushed Partey down the pecking order. That may well have made his wages seem too expensive and encouraged the player to find more starting opportunities elsewhere. 'I just don't understand why Arsenal are signing Christian Norgaard and are letting Thomas Partey go,' Gallas told Prime Casino. 'Okay, Partey is 32 and Norgaard is 31, but why spend the money on a player when you already have someone like Partey in the club? 'With Zubimendi arriving, Partey would likely have been his back-up, and perhaps he wanted to play more or perhaps Arsenal didn't think he was worth the contract that they wanted, but for me, it doesn't make sense to then let him leave and spend £10m on a replacement that is a year younger. 'I think it would have made more sense to keep Partey or sign a youngster, not go like for like with a new player that will have no sell-on value.' In reality, Norgaard isn't really coming in as a replacement for Partey, but more to replace Jorginho, who has left for Flamengo. The Dane is unlikely to start too many matches, unless there are injury problems, with Zubimendi coming in to replace Partey and partner Declan Rice in central midfield. Appearances: 122Goals: 11Assists: 12Yellow cards: 30 Red cards: 1 Both arrivals are still not confirmed though, with Brentford's director of football saying earlier this week that Norgaard's move is likely, but not completed. 'Arsenal approached us in the last two weeks about Christian – we've spoken regularly with Andrea Berta,' Phil Giles told Sky Sports on Monday. More Trending 'As it stands, I think it's more likely to happen than not. 'But we have to go through the full process, tick all the boxes, and we'll see at the end of it.' Kepa Arrizabalaga was announced as Arsenal's first summer signing on Monday, with Norgaard and Zubimendi expected to follow him by the end of the week. Zubimendi will be a much more expensive signing than the £5m Kepa and £10m Norgaard, with his deal setting Arsenal back more than £50m. Liverpool's new goalie coach was so bad he was branded club's worst-ever keeper
Xavi Valero has returned to Liverpool as head goalkeeper coach after spells with Inter Milan, Real Madrid and West Ham, but his playing days weren't quite as prosperous A goalkeeping coach branded as Wrexham 's worst-ever keeper has rejoined Premier League champions Liverpool. Xavi Valero has returned to Anfield as the Reds' new head of goalkeeper coaching after a seven-year spell at West Ham. The Spaniard has carved out an impressive coaching career after first joining Liverpool under Rafael Benitez in 2007. The 52-year-old later followed his compatriot to Inter Milan, Chelsea, Napoli and Real Madrid, before later linking up with the Hammers in the summer of 2018. However, Valero's playing career was less distinguished after it began with Spanish teams like Castellon and Lagrones in the late-1990s and early-2000s. Following spells in the Spanish Segunda Division and Segunda Division B, he arrived on British shores in January 2005. Valero's move to Wrexham happened after the club's first-choice goalkeeper suffered a thigh injury, leaving them without a senior shot-stopper. Denis Smith was Wrexham's manager at the time and made the decision to sign Valero on a one-month deal, despite previously only having seen video footage of him. His stint with the Red Dragons was both short and disastrous as he, conceded nine goals in three appearances in League One, dropping several howlers along the way. Valero was hooked off by Smith at half-time during his final game against Chesterfield after the keeper's teammates told the manager they weren't comfortable playing with him. Former Wrexham coach Kevin Russell previously revealed he had major reservations about the signing before it was even agreed. Talking to the Fearless in Devotion podcast, he said: "We got a video sent through of him. We were watching it with Denis, and there was a big crowd. Denis said, 'He looks alright, I think I might sign him.' I said, 'That might not even be him. I'm not comfortable signing him like that.' "We played Chesterfield away, and it's got be the worst f***ing 45 minutes I've ever had in terms of a goalkeeping experience. Denis goes, 'I'm f***ing taking him off.' I said, 'Take him off? I wanted to get him off after the first ten minutes.' Russell added: "I say that, but what a coaching career that boy has had. He must not work on catching the f***ing football." Valero's return to Liverpool follows the departure of Fabian Otte and Claudio Taffarel from the Reds' goalkeeping department. His arrival was announced alongside that of Giovanni van Bronckhorst, who takes the position of Arne Slot's assistant coach after it was vacated when John Heitinga took over as the new Ajax boss this summer. In contrast to his playing days, Valero's talents as a coach are clear to see and not just isolated to assisting goalkeepers. He was once praised by former Liverpool striker Fernando Torres for helping to improve his finishing. Speaking in 2008, Torres said: "We've a Spanish goalkeeping coach and he has been a genius at telling me every week exactly what kind of task lies in front of me in the following match. Nobody has ever worked with me like this before. It's outstanding. "Basically, I know days before the next game exactly the best way to finish a chance against the keeper I'm about to face. Xavi Valero tells me precisely what each keeper tends to do – stay big, go down early, if they have a preferred side they try to push you to. It's vital information. I've refined the way I take chances as a result." Join our new WhatsApp community and receive your daily dose of Mirror Football content.
