Assam CM orders ‘shoot-at-sight' after beef incident sparks communal tension in Dhubri

Guwahati: Assam Chief minister Himanta Biswa Sarma on Saturday said that 38 people have been arrested in connection with a beef incident in Dhubri.
The chief minister visited Dhubri on Friday and reviewed the law-and-order situation of the district.
The government has brought Senior Superintendent of Police, Hailakandi Leena Doley as the Senior Superintendent of Police Dhubri.
The Dhubri town in Assam witnessed tension since last one week after a prohibited meat and a severed cow head was recovered from a Hanuman temple in the town.
The Chief Minister visited the town and assessed the on-the ground situation holding a high-level meeting in Dhubri with DGP Harmeet Singh, Additional Chief Secretary Ajay Tiwari, and other senior officials of the state administration.
Sarma also visited the temple site and interacted with members of the temple committee and local residents. He also inspected the temple and its surrounding areas and took stock of the deployment of security personnel.
He also assured government assistance for the development of the temple. He also emphasized the need to identify those responsible for orchestrating the unrest.
The Chief Minister firmly stated that no individual or group would be allowed to weaponize the incident involving the prohibited meat to create social discord. Following the outcome of the meeting, the Chief Minister ordered the deployment of the Rapid Action Force (RAF) along with additional security forces in Dhubri to help normalize the situation.
Dhubri district in Assam witnessing law and order issue post Bakrid celebration, Sarma said he has asked the police to shoot at sight the criminal elements. The town has repeatedly witnessed recovery of beef near a temple.
He said that the government has issued shoot at sight orders in Dhubri.
"The law-and-order situation was a little challenging here for the last one week. After the Eid ul Zuha, somebody kept a severed head of a cow in Hanuman temple. Peace committees are formed involving Hindus and Muslims. However, it was repeated the next day again," he said while adding that there were also cases of stone pelting at night, he said.
Sarma had said, 'From next time onwards I will come to Dhubri before Eid and camp for at least 10 days. Police will shoot at the sight of criminal elements."
The chief minister further added that a Bangladesh backed organization Nobin Bangla has also done postering in Dhubri demanding inclusion of Dhubri district in Bangladesh.
He said that these postering indicates that a communal force backed by Bangladesh is active in Dhubri and they are working to destabilize Dhubri.
On June 9, the Dhubri district administration-imposed prohibition under BNSS 2023 in Dhubri town following the likelihood of breach of peace and public tranquillity in areas falling under Dhubri police station due to communal tension.
The area witnessed tension following recovery of banned meat including a severed cow head from the premises of a Hanuman temple in the town's Ward no 3.

GUWAHATI A students' body in Nagaland has warned against the possible inward movement of 'alleged illegal immigrants' evicted from government land in Assam. More than 50,000 people, mostly Bengali-speaking Muslims, have been evicted from reserve forests, wetlands, grazing lands, wastelands, etc., in northeastern and western Assam since June. Resistance to these drives claimed the life of one person in the Goalpara district a few days ago. On Monday (July 21, 2025), the Western Sümi Students' Union (WSSU) expressed deep concern over the ongoing eviction drive in Assam. Its president, Ikato Khulu, and general secretary, Vitoka N. Rochill, issued a statement, saying such drives are threatening areas inhabited by Nagas along the border with Assam. 'It is alarming that such activities are beginning to infringe upon Nagaland's territory, posing a direct threat to the rightful ownership of our land and the safety and security of its residents. These border communities have lived peacefully for generations and have acted as de facto custodians of our State's boundary,' they said. Risk of conflict 'It is pertinent to mention that the alleged illegal immigrants reside near Naga-inhabited areas along the Assam-Nagaland border. This situation further heightens the risks of conflict, displacement, and demographic pressure on our vulnerable border communities,' they said. The WSSU asked the Nagaland government to immediately deploy security forces 'to deter unauthorised actions by external authorities' and ensure 'swift and effective protection of our people.' It also sought steps to prevent a potential influx of illegal immigrants. 'The large-scale evictions, push-backs, and expedited deportations currently underway in Assam will likely trigger displacement-driven movement into Nagaland,' the union stated, resenting the 'slow and inadequate' response of the Nagaland administration to the threat. Dismantle SoO camps In neighbouring Manipur, another Naga organisation has asked the Centre to immediately dismantle camps for Kuki extremist outfits located 'in or around Naga ancestral territories' in the State. These groups had signed the Suspension of Operations (SoO) agreement with the Centre in 2008. In a memorandum to Prime Minister Narendra Modi, the Foothills Naga Coordination Committee accused the SoO groups of repeatedly violating the terms of the agreement. The committee cited a long list of alleged crimes and violent acts committed by these groups between 2023 and 2025, including extortion, assaults, kidnappings, and the burning of villages. The committee said the SoO agreement 'has become a sanctuary for armed criminals rather than a tool for peace. 'The continued presence and reported relocation of SoO camps into Naga areas represent a direct threat to communal harmony, constitutional order, and national security,' it stated in the memorandum. The committee warned that any attempt to impose such camps in Naga areas would be seen as an act of aggression.

The BJP Telangana unit has said that Congress leader Rahul Gandhi denying appointment to Chief Minister A. Revanth Reddy is an 'insult' to the people of Telangana. The government has to amend section 285 of the Panchayat Raj Act to include the BC quota,' he said. It is not fair on the part of the State government to blame the Centre without having a clear idea on how to go about implementing the BCs quota in the forthcoming local body elections, he maintained and said that even if the quota is inserted into the Ninth Schedule, it can still come under the judicial review as was made clear in the 1973 Kesavanand Bharati case by the SC.

Leader of Opposition in the West Bengal Assembly, Suvendu Adhikari, said on Monday (July 21, 2025) that he would 'make Mamata Banerjee the former Chief Minister of the State' in the Assembly elections of 2026. 'Trinamool has challenged us by declaring that they will win more seats in 2026. I am also challenging them — I defeated you in Nandigram in 2021; I will make you the former Chief Minister in 2026,' Mr. Adhikari said, directing his remark at West Bengal Chief Minister Mamata Banerjee. The BJP MLA staged a protest march to Uttarkanya, the branch secretariat of the West Bengal Government in Siliguri, on Monday, the same day that Trinamool supremo Ms. Banerjee spelled out the party's political line at the party's 33rd Martyrs' Day event in Dharmatala, Central Kolkata. At the Trinamool rally at Dharmatala, Ms. Banerjee brought on stage Uttam Kumar Brajabashi, the 55-year-old Rajbanshi farmer from Coochbehar, who had received an NRC notice from the Assam Foreigners Tribunal. 'The Chief Minister claims she has given everyone employment in this State. Then why are there 60 lakh migrant workers from West Bengal? Why are 2 crore 15 lakh people unemployed? Why is there no industry? She has no answers,' Mr. Adhikari said at the rally. He also announced that he will visit Cooch Behar on August 4. BJP here to stay Meanwhile, the recently appointed State president of the BJP, Samik Bhattacharya, said on Monday that the Chief Minister will 'not see India or the Central government be free of the BJP in her lifetime.' 'The Trinamool is attacking the Bengali language. They are attacking Rabindranath Tagore, Vande Mataram, and the works of Bankim Chandra Chatterjee. They are trying to erase the history of West Bengal,' Mr. Bhattacharya claimed. At Kharagpur in West Bengal's Paschim Medinipur, former BJP MLA Dilip Ghosh organised a separate party programme 'to pay tribute to our martyred party workers who lost their lives to political violence.' The Trinamool Congress has been observing Martyrs' Day in Central Kolkata on July 21 with a massive rally for over two decades to pay tribute to 13 people killed in police firing during an agitation by the West Bengal Youth Congress on 21 July 1993. 'I believe this is Trinamool's final Martyrs' Day programme. Next year, Trinamool itself will get martyred. They will not be able to observe this day next year,' Mr. Ghosh said.
