Ahead of Bihar polls, CM Nitish Kumar hikes social security pension to Rs 1,100
The enhanced pension will benefit more than 1.09 crore persons in the state, said the chief minister, adding that the amount would be credited to the bank accounts of all beneficiaries by the 10th of each month.
'The elderly are a precious part of society and ensuring their dignified living is our top priority,' Kumar added. 'The state government will continue to make efforts in this direction.'
Assembly elections in Bihar are expected to take place in October or November.

Having fallen short of the majority mark in the 2024 Lok Sabha elections, the BJP formed the government at the Centre with the help of the Janata Dal (United), among other members of its National Democratic Alliance. The Chirag Paswan-led faction of the Bihar-based Lok Janshakti Party is also part of the NDA government at the Centre.
The chief minister's announcement on Saturday comes months after Opposition leader Tejashwi Yadav in March pledged to raise the monthly pension to Rs 1,500 under the Mai-Bahin Samman Yojna, The Hindu reported.
The Rashtriya Janata Dal leader had also promised to provide gas cylinders at Rs 500 and offer 200 units of free electricity if voted to power.

In a first, UNSC report names TRF as group behind Pahalgam terror attack
In a diplomatic win for India, The Resistance Front (TRF), a proxy of Pakistan-based terror group Lashkar-e-Taiba (LeT), has found mention for the first time in a United Nations Security Council (UNSC) report for its role in the Pahalgam terror attack on April 22 in which terrorists killed 26 people. It is also the first time that TRF has been mentioned in any UN document. This also marks the first mention of the LeT and any other Pakistan-based terror group in the report since 2019. Days after the Pahalgam terror attack, Pakistan had blocked India's efforts to get the UNSC to name TRF in its condemnation of the attack. Government sources said the latest report of the UNSC Analytical Support and Sanctions Monitoring Team demonstrates India's strong counter-terrorism credentials and their recognition by countries worldwide. It is also a reflection of close cooperation between India and like-minded countries in the UNSC, the sources said. The inclusion of TRF in the Monitoring Team report, despite Pakistan's efforts for its removal, highlights Islamabad's undeniable involvement in fomenting terrorism in Jammu and Kashmir (J&K), and also attests to India's credibility in the UN on the counter-terrorism front, the sources said. 'It highlights Pakistan's obstructive approach to counter-terrorism efforts, recognition of the international community of the continuing threat posed by Pakistan-based terror groups and their proxies, and the key exporter of terrorism to the world,' one of the sources said. The development is particularly notable as all decisions of the 1267 Sanctions Committee, including Monitoring Team reports, are adopted by consensus by the members of the Security Council. The UNSC's 1267 Sanctions Committee is tasked to implement sanctions against terrorists, terror groups, and entities. The government sources said the Ministry of External Affairs (MEA) has undertaken comprehensive and coordinated efforts, and provided detailed inputs on TRF and other Pakistan-sponsored terror proxies to the UNSC Monitoring Team since December 2023. In 2024, on two occasions, the MEA had provided inputs to the Monitoring Team on the activities of TRF and its linkages to the LeT. An MEA-led inter-ministerial delegation briefed the Monitoring Team and other senior UN officials in New York in May 2024, and also shared a dossier on TRF, the sources said. The inter-ministerial delegation had held separate briefings for like-minded countries in the Security Council and other major UN member states. Resident Missions in New Delhi and Indian Missions in key capitals ensured sustained follow-up, backed by parliamentary delegations raising TRF's role in interactions abroad, the sources added. They pointed out that Pakistani foreign minister Muhammad Ishaq Dar had earlier boasted in the Pakistan National Assembly about forcing the removal of references to TRF in the UNSC press statement condemning the Pahalgam attack. 'Now, the mention of TRF in the Monitoring Team Report is evidence how the world views Pakistan's lies and deceitful narrative,' the sources said. Pakistan's strategy of plausible deniability — that is using seemingly secular and modern names like The Resistance Front and People Against Fascist Front for its jihadi proxies to divert attention from LeT and Jaish-e-Mohammed (JeM) and give an indigenous appearance to its terrorist activities in J&K — now stands punctured, the government sources said. The Monitoring Team report quoted one unnamed member state as saying that the April 22 terror attack in J&K could not have happened without the support of the LeT and that there was a relationship between the 'LeT and The Resistance Front'. 'On April 22, five terrorists attacked a tourist spot in Pahalgam in Jammu and Kashmir. Twenty-six civilians were killed. The attack was claimed that same day by The Resistance Front (TRF), who in parallel published a photograph of the attack site. The claim of responsibility was repeated the following day. On April 26, however, TRF retracted their claim. There was no further communication from TRF, and no other group claimed responsibility,' the report said. "Regional relations remain fragile. There is a risk that terrorist groups may exploit these regional tensions. One member state said the attack could not have happened without LeT's support, and that there was a relationship between LeT and TRF," the report said. "Another member state said the attack was carried out by TRF, which was synonymous with LeT. One member state rejected these views and said that LeT was defunct," it said. The member state which claimed that LeT was defunct largely appears to be Pakistan, the sources pointed out.

Haryana chief minister announces 100 sq yd plot for 1 lakh poor families
Kurukshetra, Jul 30 (PTI) Haryana Chief Minister Nayab Singh Saini on Wednesday said that one lakh families categorized under 'Antyodaya', who do not possess land, will soon be allotted a 100 square yard plot each. 'Following this milestone, the next phase will commence with the selection of an additional 1 lakh beneficiaries," he said. The chief minister was speaking at a programme in some villages of Ladwa constituency, an official statement said. The chief minister had earlier said that the state government will provide plots to the underprivileged families, fulfilling its commitment to ensure 'a roof over every head". Saini has in the past targeted the previous Congress government, alleging they only made hollow promises of giving 100-square yard plots to the poor. They neither handed over possession nor provided registry papers, Saini had said. Meanwhile, the chief minister said starting from August 15, government hospitals in 10 districts that have been upgraded with modern facilities and equipment on the lines of private hospitals will begin offering treatment for all types of diseases. This initiative aims to provide the people of the state with high-quality healthcare services at affordable rates, he said. During the visit, the chief minister listened to public grievances and directed officials on the spot to address them promptly. He announced Rs 55.41 lakh for a clean drinking water pipeline in village Dagali, Rs 52.64 lakh for village Beed Kalwa, and Rs 27.15 lakh for village Dhanani. At Deeg, he laid the foundation stone for a primary health centre to be constructed at a cost of over Rs 6.38 crore. Additionally, the chief minister announced Rs 21 lakh for development works in each of the four villages and assured that all demand letters submitted by the respective sarpanches would be forwarded to the concerned departments for necessary action. Saini said that farmers in Kurukshetra district cultivate sunflowers on a large scale. Keeping this in view, the government has decided to establish a sunflower oil mill in Shahbad. Additionally, land has been identified in Rewari for setting up a mustard oil mill, he said. These two mills will help ensure that farmers receive fair prices for their sunflower and mustard crops, he said. He further said that Haryana is the first state in the country where all crops are being procured at Minimum Support Price (MSP). 'Moreover, under the Bhavantar Bharpai Yojana, farmers are compensated when they receive lower market prices for vegetables and other crops," he said. The chief minister said that families with an annual income of less than Rs 1.80 lakh are being provided cooking gas cylinders at a subsidised rate of Rs 500 per cylinder. Around 18 lakh families across the state are currently benefiting from this scheme, he said. Similarly, under the Ayushman Bharat Yojana, free medical treatment up to Rs 5 lakh is being provided to eligible citizens. For senior citizens above 70 years of age, the treatment coverage has been extended up to Rs 10 lakh. The state government has released Rs 6 crore for this scheme. He further added that kidney patients are now receiving free dialysis services in government hospitals. Kerala HC orders dedicated authority, management plan to save Ashtamudi lake
Kochi, Jul 30 (PTI) The Kerala High Court has directed the state government to set up a dedicated authority and prepare a specific management plan to protect the ecologically fragile Ashtamudi Lake, warning that the wetland is under serious threat from pollution, encroachment, and unregulated activities. A division bench of Chief Justice Nitin Jamdar and Justice Basant Balaji disposed of a Public Interest Litigation (PIL) that highlighted the deteriorating condition of Ashtamudi Lake, a Ramsar Site of international importance. The court noted that despite the Wetlands (Conservation and Management) Rules, 2017 mandating such measures, as of today, therefore, Ashtamudi lacks both a dedicated unit and a specific management plan. The absence of these two crucial components has resulted in haphazard and disjointed efforts, leading to the resultant situation. The bench stressed that the first and foremost requirement for conserving the lake is 'that a dedicated multi-member unit has to be constituted" and that 'an integrated management plan for Ashtamudi which will be implemented by this Unit" must be prepared. The court observed that without the plan in place, steps taken for the conservation of Ashtamudi Lake could only be ad hoc and haphazard. The plan has to identify and address the specific ecological and hydrological conditions of the site, assess threats, propose conservation and restoration actions, and include timelines, budgets, and performance indicators, it said. The court also noted that pollution from sewage, biomedical waste, and solid waste, along with mangrove destruction caused by encroachment, were major threats to the lake. In 2023, the National Green Tribunal (NGT) had imposed a Rs 10 crore penalty on the government for failing to protect the lake. In its final order, the bench issued several binding directions, including the constitution of the Ashtamudi Wetland Management Unit within two months, 'by issuing an official notification in that regard." The first meeting of the Unit is to be held within two months of notification to finalise procedures. Other directions include the preparation of a Standard Operating Procedure to govern the Unit's functioning, including co-ordination among stakeholders. The state was directed to provide 'necessary office infrastructure, support staff, and funding" for the Unit. The court said the Unit must have its own website or dedicated web page with public access, including the management plan, its composition, and a feedback mechanism for citizens. It further stated that the Integrated Management Plan for Ashtamudi must be finalised within six months, in line with regulations, and that an interim management plan must be prepared until the final plan is ready. All government departments and agencies were directed to extend 'full co-operation" to the Unit. The court also emphasised the need for public participation, directing that the website should have a 'digital feedback mechanism (web/social media) for the general public to bring to its notice the matters of concern by enabling them to upload/share audio-visual material." The petition was accordingly disposed of, with liberty to the Secretary of the Ashtamudi Wetland Management Unit to approach the court again if further directions are needed.
