
Discounted monthly parking in KL

KUALA Lumpur City Hall (DBKL) is running a trial for its monthly parking pass, specially designed for mixed-development areas, in Kuchai Entrepreneurs Park.
Seputeh People's Representative Council Zone 6 chairman Alvin T. Ariaratnam told StarMetro that residents were being offered a parking pass priced at RM70, which was a substantial discount compared to the original RM140 pass designated for suburban areas with activities.
'However, holders can only use the RM70 pass within Kuchai Entrepreneurs Park,' he said, adding that the trial project started on June 24.
DBKL executive director (management) Nor Azlina Mohd Saad told StarMetro earlier that the price was agreed by both City Hall and Seputeh MP's office.
She also said the trial would run for at least two weeks and a post-mortem would be conducted after the trial period.
'If the trial is successful, we will expand the initiative to other areas in Kuala Lumpur,' she said during a town hall session for DBKL's 2026 budget at Institut Latihan DBKL.
She added that each residential unit could apply for only one pass.
Kuchai Entrepreneurs Park is a mixed development area, parts of which have commercial units on the lower floors and residential units on the upper floors.
In StarMetro's March 4 article 'Residents decry frequent summonses in Kuchai Entrepreneurs Park', residents were unhappy with DBKL issuing them parking summonses up to three times a day for parking outside the shophouses where they live.
Kuchai Entrepreneurs Park Residents' Association advisor Banie Chin was reported as saying that the over 3,500 residents should be allowed to enjoy some parking fee exemptions.
He had suggested that DBKL provided stickers for residents' vehicles so that enforcement personnel could refrain from issuing them summonses.
'DBKL could also consider establishing designated parking spots for residents.
'If this is not feasible, DBKL could consider reducing the rates for hourly parking and monthly parking pass,' he said.
Currently, the hourly parking rate in Kuchai Entrepreneurs Park is RM1 per hour.

ECERDC hits RM6.4bil investments in first half of 2025
KUALA LUMPUR: The East Coast Economic Region Development Council (ECERDC) has achieved RM6.4 billion in realised investments in the first six months of 2025. In a statement, ECERDC said these realised investments are part of a broader pipeline of RM10.4 billion in committed investments, enabling ECERDC to exceed its annual investment target of RM10 billion for 2025. According to the council, the strong performance is expected to create 2,844 job opportunities across the region. It said the manufacturing sector is the main contributor, accounting for 59 per cent of total investments. Pahang led with realised investments worth RM4 billion, followed by Terengganu with RM1.3 billion and Kelantan with RM1.1 billion, while Johor saw investments in agriculture amounting to RM13.3 million from the development of a biocompost facility in Mersing. Key realised investments in the first six months of 2025 include a RM1 billion integrated oil refinery plant, a RM950 million tourism development, and a RM667 million facility to produce maleic anhydride in Pahang. In Kelantan, an RM1 billion 84-megawatt mini hydroelectric plant is being developed, while Terengganu secured an RM638 million investment for the processing of pulverised quartz. Prime Minister Datuk Seri Anwar Ibrahim said ECERDC continues to play a vital role in accelerating inclusive growth across the east coast region. "The investments secured signal that ECER remains a high-potential growth corridor for Malaysia. "These efforts are aligned with our national commitment to balanced regional development, ensuring that all Malaysians benefit from economic progress," he said after chairing the first ECER Council Meeting for 2025 in Putrajaya today. In tandem with its investment success, ECERDC said it is completing eight strategic and impactful projects in 2025, in line with the strategic thrusts outlined under the ECER Development Plan. Under the development plan, to enhance food security, ECERDC said it has completed the Goat Milk Collection Centres in Ketereh and Pasir Puteh, Kelantan (April 2025) and is undertaking the final stages of the Jemaluang Dairy Valley in Johor to strengthen the region's agro-based value chains. Supporting the development of new tourism destinations, the council said several projects are on track for delivery, including the Cherating Turtle Information and Conservation Centre in Pahang (April 2025), the Kuala Terengganu City Centre (KTCC) Promenade Phase 1, the Pulau Pemanggil Jetty in Mersing, and upgrading works on the access road to Johor's Endau Rompin National Park from Kahang to Sungai Emas. This includes the construction of the Palekbang–Kota Bharu Bridge, a catalytic project aimed at improving cross-river connectivity and unlocking economic opportunities in Kelantan, which began earlier this year and is progressing well. Under the high-value manufacturing and hard-to-abate thrust, ECERDC said it is strengthening the industrial ecosystem through the expansion of Kerteh Biopolymer Park (KBP) in Terengganu, supporting industries such as biopolymer, petrochemical, and advanced materials. It said the Phase 4A Package 1 was completed in 2024, while the SME Complex Phase 1B is nearing completion by mid-2025, and Phase 4A Package 2 is currently underway. ECERDC said the project is expected to attract RM4.4 billion in investments by 2029. In enhancing regional connectivity, the Kuala Terengganu Airport Road (Package 2) is under development to improve access and support the region's tourism and logistics ecosystems. ECERDC chief executive officer Datuk Baidzawi Che Mat said these strategic developments are laying the foundation for sustainable economic growth across ECER. "By strengthening key industrial ecosystems, improving accessibility, and supporting community-focused initiatives, we are enhancing the region's appeal to investors while delivering meaningful improvements to local communities," it added.

UNHCR: Allowing refugees to work formally may ease labour market gaps
KUALA LUMPUR: Including refugees in formal work may be the solution to addressing the gaps in Malaysia's labour market. United Nations High Commissioner for Refugees (UNHCR) representative Louise Aubin said that allowing refugees to work formally will also support Malaysia's goals of eradicating forced labour. "Currently, refugees in Malaysia have no legal status in the country, and have no access to legal and regulated work. "They, therefore, seek wage-earning opportunities in the informal sector to make ends meet, where work is often irregular and exploitative in nature. "Common conditions encountered by refugees include low or non-payment of wages, unsafe working conditions as well as unfair dismissals due to the lack of contractual arrangements," she told the New Straits Times. She explained that enabling refugees to work formally would subsequently improve the protection of refugees against exploitation and abuse. She said that 69 per cent of refugees registered with UNHCR were of working age and able to contribute to the workforce. "A report by think tank IDEAS, suggests that if refugees were given the right to work, they could contribute over RM3 billion to annual gross domestic product by 2024 through higher spending, contribute RM50 million in tax annually by 2024, and help create over 4,000 jobs for Malaysians," she said. She added that UNHCR has had positive discussions with Putrajaya to facilitate access to employment for refugees and reiterated its commitment to support the government with any proposed guidelines to legal work and having further discussion with the relevant ministries and agencies. However, human rights and social justice NGO North South Initiative executive director Adrian Pereira said refugees in Malaysia could seek employment if there was a government directive. Nonetheless, there is a grey area in the framework's standard operating procedures and the rights that refugees have at work. "So, without clarity, this is going to put refugees and asylum seekers not just in forced labor conditions but also putting employers at risk by being fined or punished by the enforcement agencies that have no clue or are unaware of the directive," he said. Pereira added that the numerous raids and fines against refugees and their employers did more harm than good due to lack of clarity over the directive. "If the government does not regulate this, human traffickers, organised crime syndicates, and greedy employers will continue to exploit them," he said, adding that there have been cases of refugees being paid 40 per cent of the legislated minimum wage of RM1,700 per month. He said that refugees may also fall into the black labour market due to lack of regulations. "We can see over the years certain sectors have bloomed due to exploitation. An example is the massage or the leisure industry and restaurants. "It's good that they are giving refugees the right to work but at what cost? Are they free from forced labour, modern day slavery? It's time to have a clear legal framework for refugees," he said. Last week, the Malaysian Employers Federation (MEF) called on the government to allow refugees to work formally in a structured and safeguarded framework for economic and social benefits. Earlier this year, Federal Territories Minister Dr Zaliha Mustafa said the government was working on details to allow refugees registered with the United Nations High Commissioner for Refugees (UNHCR) to work legally in Malaysia.
