Eviction battle leaves this Texas landlord barred from rental home — and headed towards bankruptcy

What happens when your tenants are driving you to financial ruin, but you can't kick them out during an ongoing eviction battle?
That's the problem faced by property owner Akosua Danquah in Iowa Colony, Texas. Her tenants have stopped paying rent and call the police when she tries to check on her home. Though she's trying to get them evicted, the process is time-consuming — and it's driving her toward bankruptcy.

'I can't even come to my home,' Danquah told KHOU-11 News. 'This is the most disheartening thing you can imagine.'
Danquah decided to rent out her home after accepting a job out of state. In January, her tenants stopped paying rent — and haven't paid since — so she gave them a notice of eviction. But after going to her local justice of the peace court to file the eviction, she was told she'd have to wait 30 days.
Now, her tenants have stopped all communication with her, and when she tries to check on her home, they call the police.
In the meantime, Danquah has had to stay with family and friends since she can't afford to pay both her mortgage and her rent out of state without the rental income from her tenants.
She now wishes she had done a background check on the tenants.
'Whenever you take shortcuts when leasing a property, you're taking chances,' Troy Cothran, treasurer for the Houston Association of Realtors, told KHOU-11 News.
'My recommendation is don't take any shortcuts when leasing because it's a business decision that you're doing.'
In the meantime, Danquah has an eviction hearing this month.

If you're looking to rent out your property, start by screening potential tenants. That could include a credit check, background check and/or income verification. You can also ask for references from their employer and previous landlord. If they refuse to do so, that may be a red flag.
Make sure you have a lease agreement that clearly outlines the amount due each month and what will happen if tenants don't pay their rent on time (including grace periods and late fees). You may want to consult with a real estate lawyer to help you navigate landlord-tenant laws in your state.
You can also ask for a security deposit (due when the tenant signs the lease), which is typically equal to one or two month's rent. Most states allow landlords to use the security deposit (or a portion of it) to cover unpaid rent, but the rules differ from state to state. This should be outlined in the lease.
If the tenant is late with their rent, reach out with a late rent notice. States have different rules around grace periods. In Texas, for example, landlords aren't required to provide tenants with a grace period (unless they agree to do so in the lease).
If the tenant still doesn't pay, you could follow up with a pay-or-quit notice in which you outline a specific time to pay the overdue rent — or move out. (Make sure you understand local and state laws around eviction procedures.)
If the tenant still fails to comply, you can file for eviction with your local court. If the eviction is successful, you may be able to sue for outstanding rent and associated costs.
While landlord insurance isn't mandatory, it can help to cover financial losses if your tenant doesn't pay their rent. However, if you have a mortgage on the property, you may be required by your lender to take out a landlord insurance policy.

Travelers connecting from the United Kingdom through American Airlines' main hub in Dallas will now have a much smoother travel experience. American is piloting a one-stop security program that lets connecting passengers clear customs at the gate and not need to have their bags re-screened before proceeding to a domestic flight in Dallas. "One Stop Security is one of the most forward-thinking enhancements we can bring to international travel – and importantly, to our customers – as it delivers a level of convenience and time-savings that's never been available before to customers connecting from international flights," David Seymour, American's Chief Operating Officer, said in a statement. "With this game-changing program and thanks to our federal partners at (Customs and Border Protection) and (the Transportation Security Administration), along with (Dallas Fort Worth) Airport, our customers will spend significantly less time worrying about an onerous connection process and more time enjoying their travel journey,' he said. The airline expects the program to reduce connection times for eligible passengers by more than half. For now, the program is only a pilot available to passengers departing London Heathrow and connecting to domestic American Airlines flights at DFW, but the airline said it "plans to explore opportunities to expand OSS to additional flights and U.S. airports in the future." American Airlines announced a similar program at London's Heathrow Airport in February, where passengers departing DFW and connecting onto international (non-U.K.) flights to avoid going through security re-screening in London.

Famed Filipino Food Cart Baon Kainan Is Transforming Into a Restaurant

is a freelance food and drink writer in Portland, Oregon. She's worked in food media since 2018, with a particular focus on small businesses that have been largely left out of mainstream media. When Ethan and Geri Leung moved from Seattle to Portland to open Baon Kainan in 2021, their Filipino food cart was an instant success. It earned Eater Portland's Best New Cart Award that year thanks to its playful comfort food dishes like kare kare fries. Now, after four years and a few location moves, the Leungs will close the food cart on July 25 and open a restaurant on September 3 at the Lovely Rita space in The Hoxton hotel in Old Town. This will be a six-month residency for now, with the possibility of extension. Along with the move, Baon Kainan, whose name refers to food packed for a trip or for school or work, is getting a new concept and a new name: Pamana, which means legacy in Tagalog. 'Pamana always stuck, because at the end of the day, what we do is for our family and what we learned from them, and that's how we keep a lot of our stories and our culture alive,' says Geri. 'And I think that's what we were doing at Baon — and now we get to do it on a more expanded level.' Geri draws inspiration from her family's tattered green binder, which includes recipes from her adoptive dad's mother who lived in South Carolina and her mother's first forays into cooking so-called American food. She also takes ideas from her childhood growing up in a military family in Italy. Ethan, meanwhile, will draw from his mother's recipe journals and his mixed Filipino-Chinese heritage. Pamana will initially be open for brunch only. Some dishes will be revamped from Baon Kainan's existing brunch menu, like bistek and eggs. Rather than the braised beef served on the cart and packed into paper boxes, they'll cook whole steaks to temperature — an homage to one of Ethan's favorite dishes that his mom would make for him. Other dishes draw from memories of cooking together as a family. The tortang talong, or eggplant omelet, is an unconventional take on the classic dish, served extra-crispy in a twist that Ethan's mom and Geri devised together one day in the kitchen. The cart's popular chewy ube bibingka dessert will be revamped into pancakes, offering that same bouncy texture in pancake form accompanied by a drizzle of creme anglaise. One of the couple's favorite childhood snacks, turon — hot, crispy banana lumpia — is the inspiration for French toast topped with saba bananas and jackfruit. Molly J. Smith Baon Kainan was known for its collaborative spirit, working with other food carts and hosting a Filipino-inspired breakfast sandwich pop-up, Balong, which has since opened its own brick-and-mortar shop. Pamana will keep its collaborative culture going by serving Balong's pan de sal with garlic butter or coffee butter. They'll also use Balong's pan de sal for breakfast sandwiches stuffed with longanisa, and make pan de sal fried chicken sandwiches with gravy for dipping — a tribute to Filipino fast food chain Jollibee, which holds a particularly special place in Geri's heart. 'Jollibee has been a way for me to connect with my family in the Philippines, because I actually didn't get to meet my Filipino side until I was in my mid-20s,' says Geri. 'But the one thing that me and my cousins and my godsons and my goddaughters could actually connect on was we both love Jollibee.' Lovely Rita will continue to operate its coffee program to accompany Pamana's food. Brunch will be dine-in only to start, served on the hotel's main floor — but eventually, food will be available for take-out and even room service. After settling into brunch service, the restaurant will eventually begin offering dinner, likely in the fall. The Leungs are quiet about dinner menu details for now, but word is that the cart's pancit will make a return. In the meantime, the Leungs are excited to build community in their Old Town location. 'We have our friends at Deadstock Coffee, Goodies Snack Shop, Barnes and Morgan, all doing amazing things — we want to be in a place where we can uplift each other, too,' says Ethan. With Pamana, they'll be adding a new brick-and-mortar to the city's Filipino food scene, which has seen massive growth this year. 'We're taking up space in the Hoxton, Sunrice is opening their spot on Williams, Balong opened up in Fubonn, we got a Jollibee out in Hillsboro,' says Ethan. Did Big Tech just outfox the China hawks?

One of the most dizzying pivots in American policy toward China happened just last week, when two chipmakers — Nvidia and AMD — said that Donald Trump's White House had effectively given its blessing to let them sell high-end artificial intelligence chips to China. Just in April, the White House had banned sales of Nvidia's H20 and AMD's MI308 chips to China. Recent administrations spent years trying to contain China's ambitions in tech — and particularly in AI. My colleague Gabby Miller called it 'policy whiplash' in her Morning Tech newsletter on Thursday. China hawks in Congress are up in arms, worried that the H20 compute power could enable the country to develop state-of-the-art AI models. Republican Rep. John Moolenaar (R-Mich), chair of the House China Committee, sent a letter to Commerce Secretary Howard Lutnick on Friday insisting on a briefing about the decision. Democratic ranking member Raja Krishnamoorthi said the move would 'hand our foreign adversaries our most advanced technologies.' (In fairness, these are not the most advanced technologies — Nvidia's highest-end AI chips are still illegal to export to China.) What's really going on here? Is this just Trump being strategically unpredictable in the middle of a stuck trade negotiation with China? Or is he taking the industry's side against the national-security community? Possibly either. Or both. But to longtime observers, this is also an attempt to take another position in a years-long argument: If countries are going to develop AI, the thinking goes, it's far better to have it built on American tech. Proponents of the H20 exports contend that they further national security by keeping the world dependent on the U.S.'s AI hardware, as well as fortifying its market power. During a CNBC interview on July 15, Lutnick argued that Nvidia's sales get China's developers 'addicted to the American technology stack.' This is also the argument Nvidia CEO Jensen Huang has been making, according to the New York Times. Nvidia told DFD in a statement, 'America wins when the world builds on the U.S. technology stack. The Government made the best decision for America, promoting U.S. technology leadership, economic growth, and national security.' AMD did not respond to an inquiry. Patrick Moorhead, a former VP at AMD, said a strong market position is important to keeping Chinese competitors at bay. 'Any dollar that's not going to Nvidia is going to Huawei,' he told DFD. Part of the policy tension is simply over risk tolerance, Moorhead said. The national-security community — especially military and defense officials — typically 'just want to take all risk off the table,' he said. Businesses, of course, thrive on a measure of risk — especially when they see big gains at stake. This was clearly in evidence when Trump brokered deals to send tens of thousands of high-end chips to Gulf countries in May, over objections that it would open the door to chip smuggling. 'The White House seems to be prioritizing the economic gains [...] and they have a philosophy about why that won't create challenges on the national security side,' said Michael Horowitz, a deputy assistant secretary of defense under Biden who had concerns that the exports could be harmful in the long term. 'Given the way that China aggressively harvests American technology to improve its military, there are reasons to be nervous.' A White House official told DFD on background that the administration sees its application process for selling chips like H20, which Biden did not restrict, as creating a middle path that promotes the industry while addressing serious national security concerns. In the classic Washington game of 'who's winning,' it looks like this round goes to the chipmakers over the hawks. AI and chip companies have been 'been pretty good at convincing the president to take some measure of risk,' said Moorehead. Nvidia CEO Jensen Huang seems to have masterminded this particular about-face. He's been in regular contact with White House allies to protest against export controls, and reportedly convinced Trump to change course on Nvidia's chip sales to China in early July. National security wonks aren't so sure this will work to keep China dependent on America's tech stack. China has been investing more than any other geographic region on building up domestic manufacturing capabilities since 2023. 'Even if China has access to U.S. chips and architectures, they're strategically aware enough to know that they shouldn't rely on a competitor for a technology this vital,' Janet Egan, a senior fellow at the Center for a New American Security, told DFD. 'At the end of the day, Chinese firms are going to be actively trying to create alternative ecosystems regardless,' she said. The industry's initial victories on export controls aren't set in stone. Since Trump set the H20 restrictions in the first place, only to revoke them, he could easily pull another 180 in the future. In fact, national security concerns are reportedly holding up UAE chip deals. Plus, the industry-hawk dichotomy can be a bit reductive when it comes to this debate. Chris Miller, a Tufts University historian who wrote the book 'Chip War,' told DFD that chip exports can help or hurt different parts of the tech industry — Anthropic notably called for strong controls on advanced microchips in April. 'Obviously chip companies, at least in the short run, benefit from selling more chips, but then AI companies in the U.S. probably lose out by having stronger Chinese competitors,' he said. In a storyline as complex as chips, China and AI, perhaps it's more accurate to look at Big Tech as a collection of different industries, whose interests don't always align. On the question of the new H20 exports, Miller said: 'It depends on which industry you're talking about — you get different answers.' China-linked hackers breach Sharepoint China-backed groups hacked Microsoft's SharePoint service, the American tech giant said Tuesday, as POLITICO's John Sakellariadis and Dana Nickel report. They add the U.S. has yet to name a culprit. The hack hit some 100 targets, which began to notice the security breach last week. Microsoft named three groups based in China — Linen Typhoon, Violet Typhoon and Storm-2603 — as being responsible for the hack. It added that Linen Typhoon and Violet Typhoon are Chinese state actors. Internet researchers told POLITICO that the cyberattack exploited a SharePoint flaw to remotely access servers belonging to dozens of organizations around the world. Microsoft said in a statement that it was 'coordinating closely with [the Cybersecurity and Infrastructure Security Agency], [Department of Defense] Cyber Defense Command, and key cybersecurity partners around the world throughout our response.' The company's threat intelligence team also recommended that SharePoint customers install its latest security updates and antivirus programs. A U.S. official told POLITICO that government investigators suspect the hackers were able to infiltrate four to five federal agencies. Officials told John and Dana they had not yet determined how or whether China was involved in the attack. The Chinese embassy in Washington did not respond to POLITICO's inquiries. Congress wants answers on Senate Democrats are pressing the Trump administration on the development of an AI chatbot known as for federal employees. POLITICO's Morning Tech team obtained a letter that 15 Senate Democrats sent to the Department of Government Efficiency initiative and the General Services Administration inquiring about The letter, helmed by Sen. Brian Schatz (D-Hawaii), requests information on the application's use cases, data privacy safeguards and protections against bias. 'Poorly planned AI deployments can risk disrupting workflows and fostering distrust, especially when workers are not adequately trained or consulted,' the letter reads. The outlet 404 Media was the first to report on the government's efforts in June.
