Delhi Chief Minister Flags Irregularities In Widow Pension And Disability Aid

Delhi Chief Minister Rekha Gupta on Monday ordered a full review of the city's welfare schemes, citing "serious irregularities" in widow pensions and disability support handed out under the previous Aam Aadmi Party administration.
Chairing a crucial meeting at the Delhi Secretariat, Chief Minister Gupta said government aid meant for the most vulnerable was being misused and promised corrective action.
"Many women who were not eligible were granted pensions unchecked. Our government will not allow such malpractice," Chief Minister Gupta told senior officials from the Department of Social Welfare and the Department for the Welfare of Scheduled Castes and Scheduled Tribes. "Those who truly need help will get it. But those found ineligible will be removed from the list."
The remarks come amid rising concerns over transparency in the city's social safety net. The Chief Minister accused the former AAP government of "cheating the underprivileged" and turning a blind eye to lapses that allowed benefits to flow to ineligible individuals.
A key reform discussed during the meeting was the rollout of digital ID cards for persons with disabilities (PwDs) to tighten beneficiary records. Officials were also directed to address long delays in issuing disability certificates and streamline coordination between departments.
Among the schemes under review is the Financial Assistance for Senior Citizens programme, which pays Rs 2,000 - Rs 2,500 a month to over four lakh beneficiaries, mainly from scheduled caste (SC) and scheduled tribe (ST) and low-income groups. The PwD scheme, covering roughly 1.34 lakh individuals, also faces scrutiny over outdated records and inconsistencies in documentation.
The Delhi Family Benefit Scheme (DFBS), which offers one-time assistance of Rs 20,000 to families who lose their main earning member, has supported around 1,100 dependants to date. SMILE, a scheme aimed at rehabilitating individuals involved in begging, offers shelter, medical help, counselling, skills training, and livelihood support.
Ms Gupta said the government's role goes beyond direct cash aid. "Welfare is not just about handing out money, it also means rehabilitation, education, and livelihood support," she said. The Chief Minister has directed the departments to prioritise data accuracy, digitisation, and faster grievance redressal mechanisms.
Officials now have two weeks to submit updated beneficiary lists, with field audits expected to follow. With budgets stretched and public scrutiny rising, the administration faces a key question- can it clean up the system and get support to those who truly need it?

'Within its 10-KM radius lies, Anna Nagar, Perambur, Puzhal, Sengundram, Villivakkam, Parrys, Kolathur, Egmore, Ayanavaram, Chepauk, Purasaiwalkam and Chetpet - these areas will also be affected by pollution from the waste to energy plant. This plant would release 28 times more dioxins, three times more nitrous oxide, 14 times more mercury, 6 times more sulphur dioxide and two and a half times more CO2 when compared to Thermal Power station,' he said. Dr. Anbumani added, 'The plan is anti-people. Even developed nations such as United States and other European countries have stopped operating these plants.'

A Delhi court Monday ordered the framing of charges against Aam Aadmi Party's Okhla MLA Amanatullah Khan and 10 others in relation to the Delhi Waqf Board corruption case. The case pertains to alleged irregularities committed during Khan's tenure as chairman of the Board between 2016 and 2021. Special Judge Dig Vinay Singh of Rouse Avenue Court said in his order, 'In the present case, the accused individuals demonstrated a mutual understanding regarding illegal appointments of A-2 to A-11, for which public servants would be liable for criminal misconduct, an offence evident from their conduct as discussed above. This strongly suggests that a criminal conspiracy existed prima facie.' The court ordered that charges be framed against the accused persons under sections of the Prevention of Corruption Act and criminal conspiracy. 'In this case, the facts presented strongly indicate that A-1 to A-11 were actively involved in the conspiracy to first appoint A-2 and subsequently A-3 to A-11,' the judge added. According to the CBI, Khan had illegally appointed members to the board, causing a loss to the exchequer. It was argued by the agency that he himself was appointed as chairperson on March 12, 2016, illegally without placing the matter before the L-G. In conspiracy with Mahboob Alam (A-2), the CBI claimed that Khan got 9 others appointed illegally as well. Alam was appointed as the CEO by 'bypassing standard procedures and legal requirements, against the rules and norms', the CBI claimed. As per the agency, Alam and Khan collided and appointed 9 others to various positions on the Waqf Board 'against all rules and norms'. Many of the accused persons appointed were either relatives of Khan or known to him, claimed the CBI. 'Regarding accused… their respective roles, as outlined earlier, clearly indicate their involvement in a conspiracy to appoint A-2 and A-3. Their actions in manipulating the interview process demonstrate a conspiracy with individuals A-4 to A-11 to secure appointments unlawfully,' the court said. 'The fact that A-4 to A-11 obtained appointments despite many of them not submitting applications within the stipulated timeframe, failing to specify the post they applied for, receiving interview calls without formal notifications… along with their acquaintance and relationships to A-1, suggests a collusion between them,' it added.

Under the Gig Workers Scheme, delivery workers are already receiving medical benefits and insurance coverage. Similarly, cess collected on cinema tickets is being directed to assist workers in the film industry under the Cini Bill Scheme. Traditional artists like drama performers and puppeteers will also be included in welfare vehicle drivers and cleaners will soon be covered under a new insurance scheme funded through cess collected via transport bills. Lad cited alarming statistics, stating that the state witnesses approximately 1.6 lakh deaths annually among transport workers due to accidents, which he said impacts the country's GDP by nearly 3%. He urged officials to identify accident-prone black spots in all districts and discuss them in KDP (Karnataka Development Programme) meetings for immediate an effort to promote social equity, vehicle owners hiring workers from the Scheduled Castes and the Scheduled Tribes will receive an incentive of Rs 7,000 per worker for two years. The minister also highlighted the successful implementation of the state's five guarantee schemes. 'Under the Ghruha Laxmi Scheme, women are receiving Rs 2,000 per month, and over 500 crore free bus rides have been availed by women beneficiaries under the Shakti Scheme,' he said. He further noted that the Public Works Department is currently executing infrastructure projects worth Rs 22,000 crore, including roads and Public Works Minister and Belagavi District In-Charge Minister Satish Jarkiholi, who was also present, emphasised the government's commitment to introducing innovative programmes for public welfare. He called for the establishment of schools for construction workers' children in every district, with assured reservations to promote their & Child Welfare Minister Laxmi Hebbalkar stressed the need for fair implementation. 'Only eligible workers should benefit from the Labour Department schemes, and unauthorised labour cards must be cancelled,' she said. She urged department officials to raise awareness among unorganised workers about available welfare Asif Sait also spoke.
