Fuel ban for overage vehicles deferred in Delhi until November 1

Citing 'technological' and 'cross-border fuelling' concerns, the Commission for Air Quality Management (CAQM) on Tuesday deferred the implementation of its direction to deny fuel to end-of-life (EoL) vehicles in Delhi. The enforcement of the ban will now begin from November 1, said officials.
According to sources at the CAQM, the ban will be enforced in the Capital along with five high vehicle density districts of Faridabad, Ghaziabad, Gurgaon, Gautam Buddha Nagar, and Sonipat.
The CAQM's decision came after a review meeting was held earlier in the day. The decision follows a written request from Delhi Environment Minister Manjinder Singh Sirsa, who flagged 'critical operational and infrastructural challenges' in rolling out the measures outlined in Direction No. 89, issued on April 23.

As per the latest decision, the CAQM will enforce the ban in the rest of the NCR on April 1, 2026, sticking to its initial date. Earlier in his letter, Sirsa pointed to widespread glitches in the ANPR systems, including faulty sensors, poor camera placement, and failure to detect vehicles lacking High Security Registration Plates (HSRP).
He also flagged the lack of system integration with vehicle databases in neighbouring states, warning of fuel tourism and a potential illegal cross-border market. Sirsa said that 'immediate implementation… may be premature and potentially counter-productive'.
The move to enforce a fuel ban on end-of-life vehicles (EoLVs) in Delhi stems from long-standing orders of the Supreme Court and National Green Tribunal (NGT), which bar 10-year-old diesel and 15-year-old petrol vehicles from plying in the city.

IANS The Supreme Court has given a clear verdict on November 26, 2024, that only Hindus, Buddhists and Sikhs can get the benefit of reservation for Scheduled Castes (SC), and other religions are not eligible. In line with this, Chief Minister Devendra Fadnavis informed the Legislative Council on Thursday that the certificates of Scheduled Castes obtained after conversion will be cancelled. Maharashtra Chief Minister Devendra Fadnavis on Thursday said if a person belonging a religion other than Hinduism, Buddhism and Sikhism has obtained a Scheduled Caste certificate fraudulently, it will be will be taken against such a person if he or she has secured reservation benefits such as government jobs. If such a person has won an election using a fraudulently obtained SC certificate, their election will be declared null and void, Fadnavis said in the legislative council. Replying to a 'calling attention' motion, he also said the state government intends to bring in strong provisions to deal with cases of religious conversion through coercion and cheating. Amit Gorkhe (BJP) had claimed that freedom of religion was being misused by "crypto Christians", and some people benefit from reservations under the SC category while professing other religions. 'Crypto Christians' was an apparent reference to people who discreetly follow Christianity while belonging to a different religion on paper. On the face of it, they belong to an SC community and get reservation benefits like government jobs, he had said. Fadnavis said on November 26, 2024, the Supreme Court gave a verdict in which it made it clear that the Scheduled Castes category reservation can be availed only by Hindus, Buddhists and Sikhs, and not by those belonging to other religions."If anyone from religions other than Hinduism, Buddhism and Sikhism has availed an SC certificate or reservation, their validity certificates and caste certificates will be cancelled with due procedure. If anyone has availed benefits like government jobs, action will be taken against them," he said."Recovery (of monetary benefits) will be recommended from those who have availed benefits using fraudulently obtained caste certificates," he leader Chitra Wagh said there have been cases where women were duped into marriage by hiding the husband's cited a case in Sangli where a woman married into a family which secretly professed Christianity. The woman suffered torture and was forced to change her religion, leading to her death while she was seven months pregnant, Wagh said.A person can follow any religion and convert another person with consent, but law does not permit the use of force, cheating or enticement for conversion, the chief minister said."Complaints of coercion or inducement for conversion will lead to investigation and action against the concerned organisation," Fadnavis state government had formed a panel headed by the Director General of Police (DGP) for giving recommendations to deal with such cases, and it has submitted its report, he government will study it and bring in new (legal) provisions so that conversions do not happen by force or cheating, he said."Action can be taken under the Bharatiya Nyaya Sanhita (BNS) in such cases. But a panel was formed to suggest strict provisions. The state government has the intentions of bringing in strong provisions to deal with such cases, and we will take a decision on this soon," he said. On Monday, Pankaj Bhoyar, Minister of State for Home, had said the state will bring an anti-conversion law in the winter session of the legislature, and it will be more stringent than similar legislations in other states. Pravin Darekar (BJP) claimed a secret campaign to lure people into converting was being carried out in poor localities and slums. Fadnavis acknowledged that such things take place in slums. He, however, said the government has no intention to ban religious conversions that take place consensually.

The Supreme Court Thursday held that a tribal woman would be entitled to an equal share in ancestral property. The SC observed that denying a female heir right in the property unless otherwise prescribed in law only exacerbates gender division and discrimination, which the law should weed out. In the absence of a specific law governing intestate succession among Scheduled Tribes, Justices Sanjay Karol and Joymalya Bagchi invoked the principle of 'justice, equity and good conscience', extending the provisions of the Central Provinces Laws Act, 1875 to the case and set aside the July 1, 2022 judgement of the Chhattisgarh HC, which had upheld the lower court order denying her the inheritance rights. The appellants, who approached the SC challenging the HC order, were legal heirs of one Dhaiya, a woman from a Scheduled Tribe. Their mother was one of the six children — five sons and one daughter, of Bhajju alias Bhanjan Gond. They sought partition of a property belonging to their maternal grandfather, stating that their mother is entitled to an equal share in the scheduled property. The court noted that the parties not being covered by any other inheritance law, the 1875 Act would apply. Though an argument was raised that the 1875 Act has been repealed in 2018. the bench pointed out that it has a clause which protects transactions before the repeal date. 'So, the right having been accrued in favour of the appellant-plaintiffs' mother upon the death of her father, which was approximately 30 years before the filing of the plaint became crystallised and would not be affected by the fact that the Act was no longer in the statute book,' Justice Karol said writing for the Bench.

TNN Ludhiana: College teachers and librarians converged outside SCD Government College and Government College for Girls to protest against the recent Supreme Court decision to annul the recruitment of 1,158 assistant professors and librarians. The protest was held under the banner of 1,158 Assistant Professors and Librarians Front. According to the protesters, the recruitment process, initiated in 2021, was conducted in accordance with University Grants Commission (UGC) norms. Candidates were selected on merit after clearing a written examination. For the first time in over 25 years, appointments in Punjab's government colleges were made transparently and across all subjects, without any allegations of corruption or favouritism. The protesting educators emphasised that this recruitment brought new energy to the state's higher education institutions. Government colleges, which had long suffered from faculty shortages, began to regain student trust and saw increased enrolment offering an affordable and reliable alternative to the exploitative practices of private institutions. The protesters urged the state government to file a review petition before the Supreme Court and pursue available legal avenues to protect the future of the recruited educators and ensure stability in the public education system. Members of the Front stressed that their movement was aimed at defending the integrity and continuity of Punjab's higher education. "This is a fight for justice, for our students, and for the education system. We will continue our struggle through all democratic means," one of the teachers outside SCD Government College said. Expressing anguish and fear about their future, they said that the decision had led to uncertainty about their employment and cast a shadow on the future of higher education in Punjab. "All the selected candidates in this recruitment are highly qualified, and the recruitment was carried out in a completely transparent manner, based strictly on merit," Harjot Singh, one of the protesting members said. They urged the government not to relieve those already serving in government colleges and pursue the case of the 1,158 assistant professors and librarians at the highest level in Supreme Court. The teachers expressed dismay at the chief minister's failure to issue a statement in the matter. Jaspreet Sivian, one of the conveners of the front, said that the CM must immediately intervene and issue a statement about alternatives and legal measures the government was taking to safeguard their jobs. "We did our part. We cleared competitive exams, fulfilled all eligibility norms, and were appointed after due legal process. Now that the fault lies with administrative lapses, the government must tell us what alternative plans they have to protect our future. How will they shield us from losing everything?," another teacher said. The teachers announced that a state-level protest would be held outside the CM's residence in Sangrur on Friday and they would intensify the stir if the government did not announce any steps to protect their jobs.
