
Karol Bagh fire: HC seeks govt., MCD responses
Two men were killed after a fire broke out at Vishal Mega Mart in central Delhi's Karol Bagh area. The court has directed the authorities to file their responses within four weeks. The matter will be heard next on September 24.
The plea, filed through advocate Rudra Vikram Singh, alleges negligence on the part of Vishal Mega Mart's management, Delhi Police, the fire department, and the MCD, which it claims led to the incident.
It flagged serious lapses in the enforcement of fire safety norms and questions how licences and No Objection Certificates (NOCs) were granted to commercial establishments operating in densely populated areas without meeting mandatory safety standards.
The petition also seeks an investigation into the role of the MCD, fire services, and police officials for failing to ensure compliance with fire safety protocols.
It also calls for an assessment of whether Vishal Mega Mart and nearby commercial establishments possessed valid NOCs and to identify those operating illegally.
The plea seeks immediate closure of unlicensed shopping centres, restaurants, coaching institutes, and other such entities in Karol Bagh and surrounding areas until a status report is submitted.

Delhi HC grants bail to alleged gangster citing violation of right to speedy trial
New Delhi: Where there is a "manifest and continuing violation" of the right to a speedy trial, constitutional courts are not only empowered but duty-bound to intervene, Delhi High Court has said, granting bail to an alleged gangster behind bars for eight years in an MCOCA case. "The right to a speedy trial, now firmly entrenched in our constitutional jurisprudence under Article 21 of the Constitution of India, is not an abstract or illusory safeguard. It is a vital facet of the right to personal liberty and cannot be whittled down merely because the case arises under a special statute such as MCOCA," Justice Sanjeev Narula noted in an order earlier this week. HC was hearing the bail plea of one Naresh alias Pahelwan, who sought relief citing prolonged jail time and undue delay in the conclusion of the trial. He also invoked the principle of parity with co-accused who have already been granted bail. However, the prosecution opposed bail, stressing that Pahelwan is an active gang member of a crime syndicate and played a direct role in multiple offences, including murder, kidnapping for ransom, robberies, and extending threats to extort, and criminal intimidation. On the police citing MCOCA as a ground to claim he is not eligible for bail, HC said when trials under special laws are unduly delayed, they must yield to the constitutional promise of liberty. "The more rigorous the provisions of the legislation, the more expeditious the adjudication must be... although Section 21(4) of MCOCA imposes stringent conditions for the grant of bail, these provisions must be balanced with the fundamental right to personal liberty of the accused," it underlined.

Best way to create terror is to disrupt Parliament: Delhi HC on 2023 breach case
The Delhi High Court on Thursday said that disrupting the Parliament is the best way to create terror in India while hearing a bail petition filed by the accused in the 2023 Parliament security breach case. (PIB file photo) A bench of justices Vivek Chaudhary and Shalinder Kaur made the remarks after Manoranjan D's counsel submitted that their act of opening smoke canisters inside the Parliament while raising slogans did not amount to terrorist act since the smoke was not obnoxious and their intention was to only highlight unemployment and not create terror. However, the bench said, 'The best way to create terror in India is to disrupt the Parliament. You disrupted the Parliament.' Sharma and Manoranjan had jumped into the Lok Sabha chamber from the visitors' gallery, while Azad and Shinde protested outside. The four accused were immediately apprehended on December 13, 2023, while Kumawat and Jha surrendered before the police on December 14 and both were handed over to the special cell. The intrusion was planned to attract the attention of Prime Minister Narendra Modi on issues such as inflation and poverty. It coincided with the anniversary of the 2001 terrorist attack on Parliament and sparked questions about laxity in security. The police had charged the accused under the provisions of Unlawful Activities (Prevention) Act and Indian Penal Code (IPC). The two had approached the high court against the trial court's order refusing to release them on bail. While Manoranjan had approached the court last year, Sagar approached the court on Thursday. Manoranjan in his plea had argued that the allegations against him were vague, no culpability could be attributed to him and Delhi Police wrongly invoked UAPA charges, since the offences under the same have not been made out in the present case. Sagar asserted that he was entitled to be released on bail on parity with the two co accused– Neelam Azad and Mahesh Kumawat, who were granted bail by the high court on July 2. The high court, while granting bail to Azad and Kumawat had deprecated their choice of place of protest, the bench had said that their protest was not a terrorist act. The court had said that their demonstrations were symbolic, in the nature of propagation of ideological messages and did not give a colour of substantial threat or terrorist intent. During the hearing on Thursday, the court also shot down the duo's contention of seeking bail on parity, noting that the two who were out on bail had protested outside the Parliament, while they were inside. 'You were inside the Parliament. There is no parity. You have to come on merits,' the bench said. The court, while asking Delhi police's lawyers– additional public prosecutor Ritesh Kumar Bahri and advocate Divya Yadav to file their response in Sharma's bail plea, fixed October 8 as the next date of hearing.

MCD's dengue crackdown: Mosquito larvae found in 50 govt offices, CBSE HQ among violators
NEW DELHI: The Public Health Department of the Municipal Corporation of Delhi (MCD) on Wednesday conducted a special inspection drive targeting mosquito breeding in 266 government offices around the ITO area. Officials found mosquito larvae at 50 locations, which were destroyed on the spot. During the campaign, 5,139 containers were checked, and Aedes mosquito breeding was detected in 110, said officials. Following the inspection, the MCD issued 44 notices and initiated 34 prosecutions. Prosecutions were launched against several government buildings including ESI Building (ITO), CBSE Headquarters (DDU Marg), Sanskrit Bharti Bhawan, CR Building (ITO), Vikas Bhawan, and ITPO. Notices were served to Hindi Bhawan, Lok Kalyan Samiti, Rouse Avenue District Court, Prasar Bharati, PWD Building, AGCR, and Dayal Singh Library. Delhi Mayor Raja Iqbal Singh urged all government offices to appoint nodal officers responsible for ensuring no stagnant water is left in containers, flower pots, junkyards, or uncovered water tanks. The drive comes days after Chief Minister Rekha Gupta instructed officials to intensify anti-dengue measures. Chairing a review meeting last week, she said the next two months would be critical and directed that fogging operations, which usually begin in September, start immediately.
