The trough of Tropical Storm Bising will bring cloudy skies with scattered rains and thunderstorms to Batanes and the Babuyan Islands, PAGASA said in its early Saturday morning forecast.
At 3 a.m., Bising, which is expected to reenter the Philippine Area of Responsibility, was spotted 480 kilometers west of Basco, Batanes, with maximum sustained winds of 75 km/h and gustiness of up to 90 km/h.
It was moving westward slowly.
The rest of the country will see cloudy skies and rains due to the Southwest Monsoon (Habagat).
Northern Luzon will experience moderate to strong winds and moderate to strong coastal waters, while the rest of the country will have light to moderate to slight to moderate coastal waters.

The Department of Social Welfare and Development (DSWD) said Sunday that it has P3 billion in standby funds and a prepositioned relief stockpile ready for calamities nationwide this year. She added that over three million family food packs are prepositioned in DSWD warehouses across the country, as well as in local government units (LGUs) and private organizations' warehouses. In a separate dzBB interview, the Office of Civil Defense reported over 3,700 families from the Ilocos Region (Region I), Cordillera Administrative Region (CAR), and Cagayan Valley (Region II) have been affected so far by Bising (international name: Danas). Dumlao said DSWD has provided aid to the affected residents, particularly in Benguet and Ilocos Sur. On Friday, Bising exited the PAR. It developed into a severe tropical storm on Saturday night and reached typhoon category on Sunday. PAGASA said Danas may re-enter the Philippine Area of Responsibility (PAR) by this evening or early Monday morning. Tropical cyclone Danas, formerly named Bising, developed into a typhoon on Sunday and may re-enter the Philippine Area of Responsibility (PAR) in the evening, according to PAGASA. According to its 11 a.m. tropical cyclone advisory, the state weather bureau said Danas will continue to move northeastward over the next 36 hours. 'It may re-enter the northwestern boundary of PAR tonight or early tomorrow morning (7 July), and is expected to exit immediately thereafter,' PAGASA said. Danas' center was estimated at 10 a.m. to be located at 385 kilometers west northwest of Itbayat, Batanes. The typhoon has maximum sustained winds of 120 kilometers per hour near the center and gustiness of up to 150 km/h, and heading north northeastward at 10 km/h. From its center, strong to typhoon-force winds are extending outwards up to 330 km. 'DANAS is forecast to steadily intensify over the next 24 hours,' the state weather bureau said. 'A weakening trend is expected over the East China Sea due to unfavorable conditions. It may weaken into a remnant low by Thursday (10 July) as it interacts with the landmass of China,' it added. Gale warning Meanwhile, a gale warning was hoisted on Sunday morning over the northern seaboard of Northern Luzon. Up to very rough seas with waves reaching as much as 4.5 meters tall are expected in the seaboard of Batanes and the western seaboard of Babuyan Islands. 'Sea travel is risky for all types of tonnage of vessels. All mariners must remain in port or, if underway, seek shelter or safe harbor or soon as possible until winds and wave subside,' PAGASA said. Up to rough seas with waves reaching 3.5 meters tall are expected in the western seaboard of Ilocos Norte. 'Mariners of small seacrafts, including all types of motorbancas, are advised not to venture out to sea under these conditions, especially if inexperienced or operating ill-equipped vessels,' the state weather bureau said. Up to moderate seas with waves reaching 2.5 meters tall are expected in the northwestern seaboard of Ilocos Sur and the remaining seaboards of Ilocos Norte, and up to 2.0 meters in the western seaboards of La Union, Pangasinan, and Zambales, and the remaining seaboard of Ilocos Sur. 'Mariners of motorbancas and similarly-sized vessels are advised to take precautionary measures while venturing out to sea and, if possible, avoid navigation under these conditions,' PAGASA said. Families affected At least 3,773 families have been affected so far by Bising (international name: Danas), the Office of the Civil Defense (OCD) said Sunday. In an interview on Super Radyo dzBB, OCD officer-in-charge Bernardo Rafaelito Alejandro IV said the affected families are equivalent to 13,006 individuals from the Ilocos Region (Region I), Cordillera Administrative Region (CAR), and Cagayan Valley (Region II). However, Alejandro noted that the number may increase since the latest data is an initial report from the OCD's field offices. He added that there have been no reported casualties so far. Flooding has been reported in Regions I and II, and CAR, but it is currently subsiding. There were also five reported impassable road sections, but Alejandro said clearing operations are ongoing. Bethany Bayer via Dave Llavanes Jr NEW YORK - A Filipina residing in Texas was shocked to wake up to flooding in their home in San Angelo, Texas on Friday as their area barely gets any rain. 'At around 4 a.m., my husband and I suddenly woke up to the sound of running water,' Bethany Bayer told GMA Integrated News. 'At first, we thought our dog might have spilled something, but when we got out of bed, my husband immediately said, 'There's water on the floor.' When we turned on the lights, we were shocked — our entire house was flooding," she added. Unable to open their front or back doors due to the strong current, Bethany, her husband, and their child were forced to climb out of a window to escape. 'We were basically trapped,' she said. 'We wanted to check what was happening in the neighborhood, and when we got outside, the water was still rising.' Bethany said the sudden downpour was highly unusual for San Angelo, a city not known for heavy rains. 'What's crazy is that this is not normal,' she explained. 'We're in San Angelo, and we barely get rain. People here usually pray for rain because we need it. My husband grew up here, and he said he's never seen anything like this. No floods — this is a first.' She also showed the water marks left behind in their home and described the widespread damage seen throughout their neighborhood. Drone footage shared by local resident Patrick Keely showed homes completely submerged, while one house near the Guadalupe River was seen being swept away by the raging current — with occupants reportedly still inside. Flash floods hit central Texas early Friday, with Kerr County identified as the epicenter of the flooding, according to authorities. At least 43 died and dozens were still missing, authorities said Saturday. Fifteen of the fatalities were children. Members of the Filipino community in San Angelo and surrounding counties were among those affected. The severe flooding began around 1:00 a.m. on Friday, catching residents off guard as torrential rains suddenly inundated homes and neighborhoods. 'Helicopters have been deployed, and a lot of local residents volunteered to help find the victims,' Bethany said. 'I saw in one local news report that some people staying in trailers were caught off guard while sleeping. They were warned to get out, but unfortunately, not everyone made it.' Local authorities and emergency responders continued to search for the missing, with many residents stepping in to assist.
