Manipur: Security forces recover 328 weapons in major crackdown across valley districts

Imphal: Joint teams of Manipur Police, Central Armed Police Forces (CAPF), the Army, and Assam Rifles have recovered a massive cache of 328 firearms, including SLR and Insas rifles, along with explosives and warlike stores during coordinated searches across five valley districts, according to local police officials.
ADGP Manipur Police, Lhari Dorjee Lhatoo, said that the intelligence-led raids, conducted on the intervening night of June 13-14, mark a major breakthrough in efforts to curb violence and restore stability in the strife-torn state.
"In the intervening night of 13-14 June, search operations were launched in the outskirts of 5 valley districts by joint teams of Manipur Police, CAPF, Army and Assam Rifles. Explosives and other warlike stores were recovered by the joint teams. 151 SLR rifles, 65 Insas rifles, 73 rifles of other kinds, five carbine guns, 2 MP-5 guns and other warlike stores were recovered," Lhatoo said in a press conference here.
"The total guns and rifles recovered are 328 in number. These intelligence-based operations mark a major achievement for the Manipur Police and the security forces in their continued efforts to restore normalcy, maintain public order, and ensure the safety and security of citizens and their properties," he added.
Earlier this week, the Indian Army and Assam Rifles, under the aegis of Spear Corps, launched intelligence-based operations in the hill and valley districts, namely Kangpokpi, Thoubal, Kakching, Tengnoupal, Bishnupur, Jiribam, Imphal East and Imphal West between May 26 and June 5 in coordination with Manipur Police, CRPF, BSF, and ITBP, according to a press release.

The operations resulted in apprehension of 23 cadres from the hill and valley-based groups and recovery of 40 weapons, nine Improvised Explosive Devices (IED), grenades, ammunition and war-like stores.
Acting on specific intelligence inputs of movement of cadres and presence of IEDs in the general area of Chadong, Imphal East district, the Indian Army, using specialised resources like Explosive Detection Dog, launched an operation on 27 May and recovered 05 IEDs connected in tandem, with a total of 35 kg of explosives.
Meanwhile, in another operation, a team of the Indian Army discovered a concealed hideout nearby, from where two 12-bore rifles, explosives, ammunition and war-like stores were recovered.
Acting on specific intelligence regarding the presence of arms and warlike stores in the general area Khuangmun in Churachandpur District, a search operation was launched by the Indian Army and Manipur Police on June 1 and recovered two IEDs, seven weapons comprising leading to the recovery of a .303 rifle, four single-barrel rifles, three improvised mortars (Pompi), two IEDs, ammunition and other warlike stores.

1 2 3 4 5 6 Imphal: Nagas commemorated the 37th anniversary of the Operation Bluebird at the Maram Union Secretariat Complex in Tahamzan (Senapati), Manipur, on Wednesday. They marked the event as the dark day of July 9, 1987, when the Indian Army's counter-insurgency operation turned into what many regard as one of the worst cases of human rights violations in northeast. The event was organised by the Naga Peoples Movement for Human Rights (NPMHR) and hosted by the Paomei Naha Union (PNU) with attendance from key Naga organisations, including the United Naga Council (UNC), Naga Students' Federation (NSF), Naga Women Union (NWU), Naga Peoples Organisation (NPO), ANSAM and other apex Naga tribal bodies, and well-wishers from across Naga districts. Many speakers revisited the trauma of the incident, describing how in the early morning of July 9, 1987, Assam Rifles personnel descended upon Oinam village and over 30 surrounding villages, following the attack by the National Socialist Council of Nagaland (NSCN-IM) on an Assam Rifles outpost that resulted in the killing of nine soldiers and looting of arms. To recover the weapons, Operation Bluebird was unleashed and an unprecedented reign of terror followed. According to testimonies shared, 27 civilians were killed, three women raped, five sexually molested, two women forced to give birth in public view, 340 villagers were tortured, 96 arbitrarily arrested and detained for weeks, 125 houses burned, 172 dismantled, 10 churches desecrated and 6 schools destroyed. NPMHR secretary general Neingulo Krome described the operation as 'a calculated and systemic assault on the civilian population'. "This brutality gave birth to the NPMHR as a cry for justice and a stand for the dignity of the Naga people," Krome said and reminded the gathering that Operation Bluebird was not just an isolated military crackdown but a historical wound that continues to fester. The operation, carried out under the draconian provisions of the Armed Forces (Special Powers) Act ( AFSPA ), has since become a case study in extrajudicial killings, torture and impunity.

The Delhi High Court on July 1 ordered the Indian Army to reconsider a retired Major General, who was denied a promotion due to a reproof given for the loss of classified and operational information from his laptop, for the rank of Lieutenant General. A division bench of Justice Navin Chawla and Justice Shalinder Kaur has directed that Maj Gen H Dharmarajan, who retired on January 31, 2024, will be reconsidered for the notional promotion to the rank of Lt General. 'In case the Petitioner, who has now retired, is found fit to be promoted to the rank of Lieutenant General, the Respondents are directed to grant him notional promotion and rank, and the consequential benefits that is, re-fixation of his pay for the purpose of pension on the basis of notional seniority albeit without any arrears of wages,' the bench said in the order. The bench has found in its order that the Army Special Selection Board (SSB), which considered the officer for promotion to the rank of Lt General, erred in taking into account the Reproof which was administered to him and that it was not supposed to refer to or be influenced by it. 'The Reproof, not being recordable, was not to be placed before the SSB. The Selection Board should have considered only the material placed before it and not called for the record of Reproof, which was otherwise not to be placed before it as per the policy. The denial of promotion on the ground of Reproof alone, is unjustified and arbitrary,' the bench observed. Maj Gen Dharamarajan was commissioned into the 3 Engineer Regiment on December 20, 1986. He assumed command of the 25 Infantry Division in J&K in December 2018 as the General Officer Commanding (GOC). He was due to be considered for promotion to Lt Gen in June 2020. The officer received a show-cause notice on July 25, 2019, alleging a violation of the Cyber Security Policy and resultant cyber breach from his official laptop, leading to the loss of classified data. The show-cause notice stated that the Major General failed to comply with instructions issued by the Directorate General of Military Operations, and allowed the official laptop installed in his office to continue functioning on the Windows operating system instead of the Bharat Operating System Solutions (BOSS). It further stated that on February 21, 2019, he opened an unsolicited phishing email, 'EoMA Post Republic Day Gallantry Awards 2019,' received on his personal email from a dubious email identity, resulting in malware being installed on his laptop, and leading to the loss of classified and operational information. The Competent Authority, while considering the reply of the General, held him blameworthy for some minor procedural issues, and having dropped all the serious allegations, consequently, counselled him in the form of 'Reproof' in a letter dated September 17, 2019. The HC observed that a Reproof is a warning, which is not to be recorded in the service documents of the concerned Officer. 'We may also note that Reproof and Censure are disciplinary measures, used to address minor misconduct or shortcomings in the service of personnel. They are a way of communicating disapproval or areas of improvement by the Competent Authority to the delinquent officer. The intent of Reproof is clear that it is issued for an action of a mild nature, minor negligence or a bona fide mistake, that no other inquiry seems necessary. Thus, it does not reflect in the Service dossier of an Officer,' the HC said in its order. The HC further stated that from perusal of the original record of the SSB proceedings, it is evident that the petitioner's merit was downgraded primarily as the Board Members proceeded to go behind the cause or reason for which the Reproof was awarded, while considering the overall profile of the petitioner for empanelment to the rank of Lieutenant General. 'Though the Selection Board has a discretion in judging the relative merit of the Officers brought before it for considering them for promotion, at the same time, such discretion is not unguided nor can it be exercised arbitrarily, against the stated policy directives, or whimsically. Unfortunately, present is one such case where the Selection Boards, repeatedly, relying upon Reproof, which it had no business to even know of, non-empanelled the Petitioner, thereby vitiating the selection process,' the bench said. The HC has also stated that its orders will not entitle the petitioner to seek reinstatement in service or actual pay post his retirement. The judgment entitles him only to the rank and consequential refixation of his pension.

Imphal, July 9 (UNI) In a series of operations conducted across Manipur, security forces arrested ten individuals including four militants yesterday, in connection with criminal activities including physical assault, extortion, and involvement with banned outfits. Manipur Police official today said in one operation, Manipur Police apprehended six individuals associated with the group Arambai Tengol for their alleged involvement in the assault of police personnel during a bandh in Bishnupur district on June 9, 2025. The accused were taken into custody from different locations in Imphal West and Bishnupur districts. In a separate operation, one active member of the proscribed outfit Kangleipak Communist Party (People's War Group) [KCP(PWG)] was arrested from the Kekrupat, North AOC area. The individual was reportedly involved in threatening and extorting money from the public, brick kiln operators, and government employees. A mobile phone and a small amount of cash were seized during the arrest. Another KCP(PWG) cadre was arrested from Moirang Okshongbung in Bishnupur district. Authorities stated that the individual had extorted significant sums from educational institutions in Thoubal district. Seized items included a mobile phone and an Aadhaar card. As part of intelligence-led combing and cordon-and-search operations to crack down on extortion rackets, Manipur Police arrested two more KCP(PWG) operatives from the Utlou area of Bishnupur district. The duo was allegedly raising funds for the banned outfit through extortion in the Nambol area. Among the arrested was a self-styled section commander believed to be leading more than 15 cadres. Police confirmed that efforts are ongoing to track and detain the remaining members of the network. Security forces reiterated their commitment to maintaining law and order and continue to monitor and respond to threats posed by insurgent and criminal groups in the region. UNI NS AAB GNK 0840
