
Delhi extends EV policy till November as revised draft awaits clearance
Transport minister Pankaj Singh said the draft is being overhauled and is likely to take at least four months before it is finalised. 'We have extended the existing policy till November 15 for now and may extend it further if necessary,' he said. 'We are consulting experts and exploring all feasible options to ensure the public benefits from a cleaner, more sustainable transport system. We're already seeing a rise in EV registrations and growing public interest.'
The current EV policy—first introduced in 2020 and lapsed in August 2023—has been extended several times since. It currently offers a purchase incentive of 25% (up to ₹5,500) for e-cycles, ₹30,000 for e-rickshaws and e-carts, and ₹5,000 per kWh of battery capacity (capped at ₹30,000) for two-wheelers. Light electric commercial vehicles are also eligible for a subsidy of ₹30,000.
According to officials familiar with the matter, a revised draft has been prepared and discussed with chief minister Rekha Gupta and the transport minister. However, additional changes have been suggested and the draft will undergo another round of revisions. Once updated, it will be opened for public feedback for a minimum of 15 days before being presented to the cabinet for final approval.
'The final version will require clearance from both the cabinet and the lieutenant governor. This process is likely to take a few months,' a senior transport department official said.
The cabinet had earlier discussed the draft on April 15 but held off on approving proposals that included the phasing out of CNG auto-rickshaws and fossil fuel-based two-wheelers within two years. The draft policy envisions 100% electric vehicle adoption in the Capital over the next three years.
Key proposals in the draft include a complete ban on registration of petrol, diesel, and CNG two-wheelers after August 15, 2026, and replacing all CNG-powered auto-rickshaws with electric ones by August 2025.
The revised policy is expected to retain the subsidy cap for more affordable EVs. 'As proposed earlier, EVs priced below ₹25 lakh will be eligible for subsidies, while costlier models will have to pay applicable taxes. The idea is to nudge manufacturers toward producing affordable EVs,' said Singh.
Transport department officials said that another point that may be retained from the first draft is that households with two cars will have to mandatorily buy an EV if they plan on buying a third car.
Officials added that the policy will also continue to offer incentives for setting up charging infrastructure and battery swapping stations, alongside subsidies and tax exemptions for EV purchases.

These will include 16 Superchargers and 15 Destination Chargers for EV users, according to its official statement. Tesla on Tuesday launched its first 'Experience Centre' in Mumbai, where it also introduced its popular electric SUV, the Model Y, to Indian customers. In an official statement, the company said it plans to build a full EV ecosystem in India. This will include showrooms, service centres, delivery hubs, charging points, logistics facilities, and office spaces across the country. In Mumbai, Tesla has already announced four major charging stations in important locations like Lower Parel, Bandra-Kurla Complex (BKC), Navi Mumbai, and Thane.

Forces stop 100 IDPs in Manipur from returning home over security
Imphal: Security forces on Wednesday stopped nearly 100 internally displaced people (IDP) in Manipur from returning to their villages in Dolaithabi in Imphal East district as a precautionary measure to prevent any untoward incident, police said. "Since Dolaithabi lies in a sensitive fringe zone and had witnessed several attacks from neighbouring hill areas of Kangpokpi district when ethnic violence broke out in May 2023, the IDPs were stopped near Pukhao Tezpur, around 2.5 km from Dolaithabi, to prevent any untoward incident," a senior police officer said. As per sources, adequate security measures have been put in place, and one company of women CRPF personnel has also been deployed. The overall law and order situation is being closely monitored by senior officers to ensure continued stability, he said. Tesla swerves into India's EV bylane
The first Tesla showroom in India opened in Mumbai on Tuesday, pushing the world's most valued auto company into a niche market in India. Much hoo-ha has followed since people have gone to window-shop at the Bandra Kurla Complex storefront. The fact is, Tesla is testing the market after talks with GoI over lowering import duties stalled. Additional production in India may not be possible, with the EV-maker facing glut in its plants worldwide. So, Tesla will be competing for the high-end Indian market against luxury carmakers. The mass market for EVs is protected by Indian auto firms that have made inroads into electric mobility. Chinese EV makers, which are piling pressure on Tesla in a bruising price war, are gaining presence testing is critical for Tesla, whose cars come bundled with bespoke battery charging infra. India also represents a difficult market for autonomous vehicles, on which Elon Musk is placing a big bet. Prospects of a favourable tax dispensation to test Tesla's products in India brightened with Musk's proximity to Donald Trump. But they now are ex-es who didn't part well at all. India is working on a trade deal with the US that should improve market access for US companies. Some degree of customisation is required to get iconic brands to set up production in the country. Tesla could find itself in a better place in India down the road.
