Linked policymakers and business leaders to explore green opportunities and low-carbon transition of the BRI
Sustainable development and low-carbon transition have become a global topic of concern, receiving significant attention from both the business and financial sectors. The Forum invited local and overseas political and business leaders, experts and academics to share their experiences and insights. In the Morning Forum – Seizing Green Finance Opportunities in the Low-Carbon Transition of the Belt and Road Initiative and the Greater Bay Area, the special guest speakers included Dr Zhang Jianyu, Chief Development Officer of BRI International Green Development Coalition; Mr Riyadi Suparno, Executive Director of Tenggara Strategics (speaker from Indonesia); Mr Ronnie Tham, Partner at Treo Capital (speaker from Malaysia); and Mr Leo Horn-Phathanothai, Founder and CEO, Just Transitions Incubator (JUTI) (speaker from Thailand).
'We took the lead in launching the Green Finance Certification Scheme in 2018 to help enable Hong Kong to leverage its strengths as a Belt and Road investment and financing platform to attract international capital and boost Belt and Road development. Moreover, we have forged a cooperative relationship with BRI International Green Development Coalition, which is jointly initiated by Ministry of Ecology and Environment of our country and international organisations. We aim to promote exchanges and mutual recognition of carbon standards with BRI countries, strengthen capacity-building training, and foster closer green cooperation,' said Ir C. S. In the Afternoon Forum – Implementing Sustainable Development and Climate Financial Disclosure, the special guest speakers included Representative of Beijing Municipal Finance Bureau; Ms Janey Lai, Chief Executive Officer, The Accounting and Financial Reporting Council; Mr Leng Bing, Member of the International Sustainability Standards Board (ISSB); Prof Liu Yifang, Director, Sustainable Standards Research Center, Central University of Finance and Economics, Professor and PhD Supervisor of School of Economics.
Climate Impact GPS Campaign: supporting the Government's roadmap on climate disclosure
HKQAA announced on the event that it took the lead in launching the HKQAA Climate Impact GPS Campaign earlier this year in support of the sustainability disclosure policies of our country and the HKSAR Government. This initiative aims to engage organisations, including the banking sector and the listed companies, in building capacity to address climate-related risks and opportunities so as to well prepare required climate-related financial disclosures by offering industry-based technical guidance, workshops and software tools, including the scope 3 greenhouse gas emissions calculation tool.
The Campaign is open to organisations at no cost, and nearly 90 participating organisations that joined the Pilot Program were recognised on a presentation ceremony in the Afternoon Session. Participating organisations of the Pilot Program gain prior access to preview relevant industry-based technical guidance, as well as participate in workshops and use the tools.
In terms of promoting professional talent development, HKQAA is honoured to be invited to cooperate with the Beijing Municipal Finance Bureau on a sustainability information disclosure pilot and training project, helping the country steadily advance the development of its sustainability disclosure standards system. Moreover, a memorandum of understanding was signed at the Forum by Mr P C Chan, Chief Executive Officer of HKQAA, and Prof Karen Cheung, Director of Hong Kong Institute of Education for Sustainable Development. This memorandum aims to jointly promote the establishment and optimisation of sustainable development talent standards in Hong Kong, enhance talent cultivation and the upgrading of sustainable development skills, effectively drive industry-wide sustainable development, and foster Hong Kong and the entire Greater Bay Area as an international centre for sustainable development talent.

Introducing the Effectiveness and Potential Application of Structural Data Disclosure Model for Sustainability Disclosure
HKQAA introduced a brand-new structural data disclosure model in 2024, named the 'Nexus Data Model'. With the meaning of nexus, the objective of the data model is to link material sustainability issues and to connect all stakeholders together. This model is already applied to HKQAA ESG Connect Program, Hong Kong Registration and will be used for other engagement, disclosure or assessment services in the future application.
As the evaluation project leader of this data disclosure model, Professor Zhang Lin, School of Energy and Environment of the City University of Hong Kong, shared on the Afternoon Forum the team's finding based on data obtained from the HKQAA ESG Connect Program. The results confirmed that the data model effectively encourages businesses to adopt ESG initiatives and disclose progress on ESG, Carbon Action, Climate Response, and CBAM Ready, while strengthening stakeholder connections. Ultimately, it fosters a sustainable ESG Ecosystem, driving long-term ESG development.
Establishing strategic partnership to promote high-quality development in the GBA
On the Forum, under the witness of Mr P C Chan, Chief Executive Officer of HKQAA, and Mr Gao Guosheng, Member of the Party Leadership Group of the Guangdong Provincial Administration for Market Regulation, Secretary of the Party Committee and Secretary General of the Guangdong Intellectual Property Administration, a memorandum of understanding was signed by Mr K T Ting, HKQAA's Chief Operating Officer, and Mr Lu Yongchi, Chief Operation Officer of The Guangdong-Hong Kong-Macao Greater Bay Area Certification Promotion Centre. Co-hosting green industry themed forum with the People's Government of Nanping

Launched a silver-friendly registration scheme to support the Government's silver economy policy
The presentation ceremony of the Hong Kong Green and Sustainability Contribution Awards 2025 was held on the event. The Awards aim to encourage companies to incorporate sustainable practices into their management decisions and daily operations, and recognise their efforts and contributions. Organisations and venues from Hong Kong, Mainland China and overseas were honoured.
This year, 'Promote High-Quality Elderly Living', 'Promote Silver-friendly Community' and 'Promote Halai-friendly Community' categories were newly added to the Awards. HKQAA has been launching various certification and registration schemes in line with government policy directions to continuously enhance the professionalism and recognition of the industry. To support the Working Group on Promoting Silver Economy led by the Deputy Chief Secretary for Administration, HKQAA has introduced the HKQAA Hong Kong Registration – Silver-friendly Series. This series aims to guide enterprises in tapping into the silver market through three main aspects – venues, products and services, while also creating a better living environment for the elderly. (AP pic) WASHINGTON : The Trump administration is more concerned with the quality of trade agreements than their timing, US treasury secretary Scott Bessent said on Monday ahead of an Aug 1 deadline for countries to secure trade deals or face steep tariffs. 'We're not going to rush for the sake of doing deals,' Bessent told CNBC. Asked whether the deadline could be extended for countries engaged in productive talks with Washington, Bessent said US President Donald Trump would decide. 'We'll see what the president wants to do. But again, if we somehow boomerang back to the Aug 1 tariff, I would think that a higher tariff level will put more pressure on those countries to come with better agreements,' he said. Trump has upended the global economy with a trade war that has targeted most US trading partners, but his administration has fallen far short of its plan to clinch deals with dozens of countries. Negotiations with India, the European Union, Japan, and others have proven more trying than expected. White House press secretary Karoline Leavitt told reporters Trump could discuss trade when he meets with Philippine President Ferdinand Marcos Jr at the White House on Tuesday. She said the Trump administration remained engaged with countries around the world and could announce more trade deals or send more letters notifying countries of the tariff rate they faced before August 1, but gave no details. Leavitt's comments came as European Union diplomats said they were exploring a broader set of possible counter-measures against the U.S., given fading prospects for an acceptable trade agreement with Washington. An increasing number of EU members, including Germany, are now considering using 'anti-coercion' measures that would let the bloc target US services or curb access to public tenders in the absence of a deal, diplomats said. 'The negotiations over the level of tariffs are currently very intense,' German Chancellor Friedrich Merz told a press conference. 'The Americans are quite clearly not willing to agree to a symmetrical tariff arrangement.' US-China talks soon On China, Bessent said there would be 'talks in the very near future.' 'I think trade is in a good place, and I think, now we can start talking about other things. The Chinese, unfortunately … are very large purchasers of sanctioned Iranian oil, sanctioned Russian oil,' he said. 'We could also discuss the elephant in the room, which is this great rebalancing that the Chinese need to do.' US officials have long complained about China's overcapacity in various manufacturing sectors, including steel. Bessent told CNBC he would encourage Europe to follow the US if it implements secondary tariffs on Russia. The treasury chief, who returned from a visit to Japan on Sunday, said the administration was less concerned with the Asian country's domestic politics than with getting the best deal for Americans. Japan's chief tariff negotiator Ryosei Akazawa departed for trade talks in Washington on Monday morning, his eighth visit in three months, after the ruling coalition of Japanese Premier Shigeru Ishiba suffered a bruising defeat in upper house elections shaped in part by voter frustration over US tariffs. Indian trade negotiators returned to New Delhi after almost a week of talks in Washington, but officials were losing hope of signing an interim trade deal before the August 1 deadline, government sources said.

Sabah Blue Economy on track to yield RM3.25bil annually from marine harvests

KOTA KINABALU: The Sabah Blue Economy is estimated to yield 491,000 tonnes of marine harvests such as fish and prawns annually, with a value of RM3.25 billion, said Chief Minister Datuk Seri Hajiji Noor. He said marine harvesting is one of 14 components of the Blue Economy that can be explored, such as renewable ocean energy, blue carbon, tourism, maritime transport, and marine biotechnology, among others. "There is more to Blue Economy than just deep-sea harvesting," he said in a speech read by Sabah Finance Minister Datuk Seri Masidi Manjun at the International Business Review (IBR) ASEAN Awards here yesterday. Also present was IBR Asia Group founder, director and chief executive officer Datuk Beatrice Nirmala. The chief minister also said that one of the most exciting aspects of ocean energy is the Ocean Thermal Energy Conversion (OTEC), which harnesses energy from the oceans. "OTEC power plants are currently being planned to span across 500km of coastline and, in time, to be able to generate 20,000MW of green energy, an unprecedented scale globally. This is not only a gamechanger for the country, it is a gamechanger for the region," he said. Hajiji said the Blue Economy Industrial Park has been established in Kudat as part of three new industrial parks approved by the state government, along with Kota Belud and Beaufort, all strategically located to grow investment opportunities. On the investment front, Hajiji said Sabah had recorded RM17.41 billion from 73 companies in overall approved foreign and domestic investments in the manufacturing sector since September 2020, with 52 companies already setting up businesses in the state with a total investment of RM7.8 billion, creating 3,636 jobs. Between 2022 and 2024, Sabah received new investment proposals worth an additional RM42.3 billion, which will create 32,996 jobs, he added. The chief minister highlighted that Sabah had sealed the Commercial Collaborative Agreement with Petronas, allowing the state to have more participation in the oil and gas industry. This includes 50 per cent equity from the Samarang oil and gas field, 25 per cent equity from Samur, and a 25 per cent equity in the US$3.1 billion (US$1=RM4.24) floating liquefied natural gas (ZLNG) investment in Sipitang. To support the growing investments, the state government has launched the Sabah Energy Roadmap and Master Plan 2040. This initiative aims to generate 700MW within the next 1 to 2 years. Additionally, the government has allocated RM679.85 million in 2024 to address immediate water shortages. Long-term plans also include the completion of the Ulu Padas hydropower. Meanwhile, nine winners were announced at the event, namely Institut Jantung Negara for corporate excellence in the healthcare sector, Clean Kinetics Pte Ltd for corporate excellence in the renewable energy sector, Millenium Minerals Ltd for corporate excellence in the mining industry, Sabah Port Sdn Bhd for corporate excellence in the logistics sector, AiRTS Pte Ltd for innovative technology in the artificial intelligence sector, Alpine Integrated Solution Sdn Bhd for corporate excellence in the event management sector, and Education Malaysia Global Services for corporate excellence in the education sector. Negeri Sembilan was named Most Progressive State in Malaysia in 2024, while Sabah was recognised as the Most Outstanding State in Malaysia for 2024.
