PNP to deploy 12,000 cops for Marcos' 4th SONA
PNP spokesperson Police Brigadier General Jean Fajarda made the statement during a press briefing right after a command conference led by PNP chief Police General Nicolas Torre III.
'Mga more or less 12,000 ang ide-deploy po for SONA. Kasama po dyan yung made-deploy within the vicinity of the House of Representatives (HOR),' Fajardo said.
(More or less 12,000 will be deployed for SONA. That includes those deployed within the vicinity of the House of Representatives (HOR).)
'Tomorrow, magkakaroon ng (we will have a) coordinating conference together with the Office of the Sergeant-at-Arms ng HOR to iron out some of the security protocols that will be observed within and outside of the HOR,' she added.
Fajardo said Torre directed PNP personnel to conduct an "honest-to-goodness" threat assessment for the event that will be held at the Batasang Pambansa Complex in Quezon City.
"If there is a need to adjust po yung mga nakasanayan na nating security template at magbibigay po sila ng updated threat estimates as to including po yung possible number ng magko-conduct po ng activities particularly yung mga rallies both for pro- and anti- (administration),' Fajardo said.
(If there is a need to adjust our usual security templates, they will provide updated threat estimates including the possible number of people who will conduct activities, particularly rallies, both for pro and anti-administration.)
According to Palace Press Officer Undersecretary Atty. Claire Castro, Marcos is already preparing for his fourth SONA.
He is set to provide a better report on his projects and accomplishments, Castro said.
Asked earlier if the police organization will make adjustments to its preparations considering that there is an ongoing impeachment issue of Vice President Sara Duterte, Torre said it depends on the estimate from the intelligence they receive.
The Vice President will not be attending Marcos' fourth SONA, House Secretary General Reginald Velasco earlier said.
Velasco said more than 200 guests have confirmed their attendance to the event. — RF, GMA Integrated News

44% of Pinoys believe Senate ‘deliberately' delaying VP Sara impeachment — SWS survey
A majority of Filipinos believe the Senate is 'deliberately' delaying the start of Vice President Sara Duterte's impeachment trial, according to the latest Social Weather Stations (SWS) survey. The non-commissioned survey showed that of 1,200 Filipino adults, 44% believe the upper chamber is delaying Duterte's impeachment proceedings. Meanwhile, 25% do not believe the Senate is delaying the impeachment trial, while 22% are undecided and 9% have no knowledge about the issue. 'The percentage of those who were undecided was highest in Mindanao (25%), followed by Balance Luzon (22%), the Visayas (21%), and Metro Manila (17%),' the SWS survey said. It also noted that most people who have insufficient knowledge about the issue were in the Visayas, with 13%. On the other hand, Metro Manila recorded the highest percentage of people aware of Duterte's impeachment, with 68%. The survey also reported that the majority of Filipinos disagree with the filing of the fourth impeachment complaint against Duterte, obtaining 42% of the sampling. Those who agree comprise 32% while 18% said they were undecided and 7% said they do not know enough on the issue. The opposition was highest in Mindanao, with a net agreement score of -52, followed by the Visayas, with a net score of -18. Metro Manila garnered the highest agreement score of +12. 'In all areas, the percentage of those who were undecided ranged from 16% to 18%, while those who did not have enough knowledge about the matter ranged from 5% to 8%,' SWS said. The non-commissioned survey was conducted through face-to-face interviews from June 25-29, 2025. It has sampling error margins of ±3% for national percentages and ±6% each for Metro Manila, Balance Luzon, the Visayas, and Mindanao. Senate impeachment court spokesperson Regie Tongol earlier said the Senate is not holding off Duterte's impeachment. 'Claims of foot-dragging are baseless as actions speak louder than words,' Tongol said. Duterte has entered a 'not guilty' plea in the verified impeachment complaint filed against her by the House of Representatives. The Vice President's impeachment complaint includes issues surrounding the use of confidential funds, unexplained wealth, and alleged involvement in extrajudicial killings in Davao City. The complaint also includes her 'assassination' remarks against President Ferdinand Marcos Jr., First Lady Liza Araneta-Marcos and Speaker Martin Romualdez. Meanwhile, the House under the 20th Congress has yet to submit the second certification concerning its willingness to prosecute. This came after the Senate sitting as an impeachment court voted to return to the House of Representatives the articles of impeachment against Duterte without dismissing or terminating them. Even before the impeachment court convened, senator-judge Ronald 'Bato' Dela Rosa, an ally of the Duterte family moved for the dismissal of the impeachment complaint against the Vice President. — RF, GMA Integrated News

Stop politicking? Sara Duterte tells Marcos: Look in the mirror
Vice President Sara Duterte said that it should be President Ferdinand 'Bongbong' Marcos Jr. who should stop politicking and serve the nation. Earlier in a recent vlog, Marcos told newly elected government officials who just assumed office that the elections are over so they should now focus their attention on public service. 'Tapos na po ang bahagi ng politika. Serbisyo (publiko) na ang haharapin ninyo ngayon. Marami-rami tayong trabahong pagtutulungan sa lokal at sa national government, at malaking ang bahagi ang LGU sa paghahatid namin ng serbisyo sa (taumbayan).' (The political phase is over. You will now face public service. The local and national governments have a lot of work to do together, and the LGUs play a big part in our delivery of service to the people.) In an interview in The Hague, Duterte said in response: 'Siguro tumingin siya sa salamin, 'no, 'pag sinasabi niya 'yung i-stop na ang pamumulitika. Kasi sila 'yung namumulitika. (Maybe he should look in the mirror when he's saying that, because they are the ones politicking. All we do is answer.) 'Wala naman kaming ginagawang atake, ang sa amin lahat ay pagsagot at depensa. So sila ang tumigil at sila 'yung nasa administration. (We are not attacking, all we do is answer and defend. So they should be the ones who should stop because they are in the administration. They should be the ones focusing on providing service for the people.) GMA News Online sought a comment from Malacañang and will update this story once it responds. SONA Duterte also reiterated that she will not be attending the fourth State of the Nation Address (SONA) of Marcos on July 28. The Vice President is currently in The Netherlands to visit her father, former president Rodrigo Duterte, in The Hague where he is currently detained over charges of crimes against humanity. 'Dito lang kami sa Hague sa duration ng duty ko. So…July 5 hanggang July 23 ang sa akin and then darating sa susunod si Honeylet,' she said, referring to Duterte's common-law wife Honeylet Avanceña. (We are only here in The Hague for the duration of my duty. I'm here from July 5 to July 23, and then Honeylet will come next.) — RSJ, GMA Integrated News

Zubiri calls VP Sara impeachment a witch hunt; House prosecutors slam ‘insult'
Senator Juan Miguel Zubiri on Tuesday described the looming impeachment trial of Vice President Sara Duterte as a "witch hunt," which in turn drew a sharp rebuke from House prosecutors. 'I think that it is a witch hunt because they want to remove her from public service; para 'yung iba makaupo [so that others may take her place]. (And some people will lose a rival in the 2028 election.) Still, Zubiri said, the Senate impeachment court will have to do what is right. 'I'll set my bias aside because we have to follow the process. There is a process under the Constitution. It cannot be changed. If we violate that, then we violate our oath of office when we say that we will defend and protect the Constitution of the Republic of the Philippines. We have to do what is right here,' he said. Article 11 Section 4 of the Constitution states that, 'In case the verified complaint or resolution of impeachment is filed by at least one-third of all the Members of the House, the same shall constitute the Articles of Impeachment, and trial by the Senate shall forthwith proceed.' The House of Representatives impeached Duterte on February 5, with over 200 lawmakers—more than the one-third required—endorsing the complaint. The Vice President was accused of betrayal of public trust, culpable violation of the constitution, graft and corruption, and other high crimes over alleged misuse of P612.5 million worth of confidential funds and for threatening to kill President Ferdinand "Bongbong" Marcos, Jr., his wife Liza and his Speaker Martin Romualdez of Leyte. The trial, after delays, is expected to start after the 20th Congress opens session on July 28. 'Insult to the House' At least two House prosecutors, Iloilo Representative Lorenz Defensor of Iloilo and ML party-list Representative Leila de Lima, pushed back against Zubiri's remark. 'It's very unbecoming of a senator-judge in an impeachment trial to say that the impeachment complaint and the trial is a witch hunt. Those words should not come from a Senator-judge who is expected to receive the evidence with impartiality and to treat the impeachment as a constitutional process,' Defensor told reporters. 'Sana hindi na maulit yun [I hope that does not happen again]. Maybe let's limit our statements to how the process should go about during the trial, and not on the substance, Let's wait for the evidence and let's wait for their decision instead of calling it a witch hunt,' he said. Defensor stressed that the impeachment is a constitutional process that must be adhered to, not an action taken whenever a person sees fit. 'This is a constitutional process which must proceed to find justice not for the complainants, but for the Filipinos. If it's an acquittal, we should accept it. If it's a conviction, we should accept it. But they [senators] should receive the evidence first,' he said. De Lima, for her part, said Zubiri's comment is unfair, given the gravity of the allegations against the Vice President. 'It's really unfortunate. It's an insult to the House as the initiator of the impeachment process, and an insult to the various groups that filed those first three impeachment complaints,' she said. "That's so unfair because as far as the House is concerned, may batayan [there is a foundation]. Kaya nga in-impeach, pinirmahan ng more than one-third of the members of the House of Representatives,' de Lima added. (That is why more than one-third of all members of the House signed off on this.) De Lima said senator-judges should avoid making public their biases on the impeachment. "Ibig sabihin ng witch hunt, walang batayan, para lang mang-harass, para lang i-persecute ka. Yun ang ibig sabihin ng witch hunt, which is far from the very characteristics of this impeachment trial. So sana they avoid mga ganyan mga comments which exhibit their personal biases with respect to the impeachment issues," de Lima said. (In a witch hunt there is no basis, and is only to harass and persecute. That is what a witch hunt means, which is far from the very characteristics of this impeachment trial. So I wish they would avoid these kinds of comments, which exhibit their personal biases with respect to the impeachment issues.) "Witch hunt is out of the question here. You talk about witch hunt kung walang basahan [if there is no basis]. Pwede yun siguro dun sa mga ginawa nila sa akin [You can use it to describe what they did to me]. The past administration, kinusuhan na po ng mga [they charged me with] trumped-up bogus charges, yung witch hunt kangaroo hearing," she added. The legislator also criticized Zubiri's pronouncement that despite his biases, he still wants the impeachment trial to continue because they have to follow what is stated in the Constitution. "Parang pro forma na lang. Yun ang parang pinaka-sense noong kanyang sinasabi. Kailangan sundin ang konstitusyon pero pro forma na lang yan. I mean, 'yun ang interpretation ko sa mga sinabi niya. It's really unfortunate. It's an insult to the House as the initiator of the impeachment process. Also an insult to the various groups that filed those first three impeachment complaints bago nag-adopt diretso yung [before the fourth was adopted by] more than one-third of the members of the House," de Lima stressed. (It sounds as if they're doing it pro forma. That's the sense from what he's saying. The Constitution must be followed but only as a matter of form. I mean, that's how I interpret what he said.) She also added that Duterte should take this opportunity to clear her name. "At hindi ba dapat i-welcome ito ni VP Sara? Kasi ngayon ang pagkakataon na ihayag niya yung kanyang mga depensa, i-explain niya yung mga akusasyon laban sa kanya. At hindi ba pag wala namang kasalanan, dapat hindi matakot? Akala ko ba, because she's been saying about, she said before about the bloodbath pero bakit gusto niyang ipa-dismiss yung impeachment case," de Lima said. (And shouldn't VP Sara welcome this? this is her opportunity to put forward her defense against the allegations against her. And isn't it, 'If you've done nothing wrong, you have nothing to fear?' And she talked about the bloodbath so why does she want the impeachment case dismissed.) — BM, GMA Integrated News
