Patna gets its first double-decker flyover: How this will help ease traffic

Indian Express11-06-2025
Bihar Chief Minister Nitish Kumar Wednesday afternoon inaugurated state's first double-decker flyover in Patna, a Rs 422-crore infrastructure project aimed at easing congestion along the capital's bustling Ashok Rajpath corridor.
The 2.2-km flyover, stretching from Kargil Chowk near Gandhi Maidan to Science College, is said to be the city's first two-lane, direction-based double-decker elevated corridor, completed in just over three years by the Bihar Rajya Pul Nirman Nigam Limited, with construction beginning January 15, 2022.
The flyover – together with ongoing metro and rail projects in the city — is being seen as a step towards 'making Patna's transport system future-ready', with officials saying it will function as an alternative route for vehicles entering from Gandhi Setu and Krishna Ghat.
The unveiling comes ahead of the assembly elections in Bihar.
The project was completed on May 31, 2025 and features two tiers with 8.5-metre-wide one-way carriageways. The upper deck, measuring 2,175.50 metres, runs from Kargil Chowk to Science College, while the lower deck, spanning 1,449.30 metres, connects Patna College Main Gate to Gandhi Maidan, allowing vehicles to move in opposite directions on each level.
Officials said that 'uniqueness' of the Patna double decker flyover lies in its design of two separate decks with each handling one-way traffic.
This design is expected to streamline traffic flow for commuters, students, and patients around key areas like NIT, PMCH, Science College, and Patna University. The flyover integrates with the city's emerging metro network and the JP Ganga Path, with ramps linking both decks and a lift pit for the upcoming University metro station already in progress. It further enhances connectivity to Gayghat, Patna City, and Kachchi Dargah, serving as an alternative route for vehicles entering from Gandhi Setu and Krishna Ghat.
Bihar Road Construction Minister Nitin Nabin said: 'This will significantly smooth traffic on one of Patna's busiest stretches, benefiting thousands of daily commuters'.
Officials said plans also include a connection to a proposed multi-level parking facility at the Patna Medical College and Hospital (PMCH).
Another double-decker structure in Bihar announced before the Patna flyover is likely to open soon in Chhapra. It was said to be Bihar's first such project of its kind, with Chief Minister Nitish Kumar laying the foundation stone on July 11, 2018, years before the Patna Ashok Rajpath flyover's foundation was set in December 2021. However, the Chhapra initiative, initially targeted for completion by June 2022, has lagged behind due to land acquisition hurdles.
In a tweet on X, Chief Minister Nitish Kumar said: 'With the construction of this state-of-the-art flyover, the traffic problems on Ashok Rajpath will be completely resolved, and Patna's traffic system will become much smoother. Patients and their families going to Patna Medical College and Hospital will find commuting much more convenient. This flyover will give a new direction to Patna's urban landscape and connectivity'.

Vijayawada: The Anti-Corruption Bureau (ACB) special court here on Tuesday extended the judicial remand of 11 accused in the Andhra Pradesh liquor scam case up to August 1. The accused include Kessireddy Rajashekar Reddy, former IT adviser to former chief minister Y S Jagan Mohan Reddy; K Dhanunjaya Reddy, secretary in the CMO; Krishna Mohan Reddy, officer on special duty (OSD) to then CM; director of Bharati Cements Balaji Govindappa; former MLA Chevireddy Bhaskar Reddy; Rajashekar Reddy's personal assistant Dilip Kumar, Chanikya and Sajjala Sridhar Reddy. Nine accused were brought from the district jail in Vijayawada, while the remaining two were brought from Guntur jail. After the court extended their custody, they were sent back to jail. The court extended judicial custody till August 1 so that all 12 accused arrested in the case so far can be produced together on completion of their remand term. YSRCP MP P V Midhun Reddy was arrested in the case on July 19. The court had sent him to judicial custody till August 1. He is currently lodged in Rajahmundry Central Jail. The alleged scam had occurred during YSRCP rule between 2019 and 2024. After TDP-led NDA came to power last year, a case was registered at CID Police Station in Mangalagiri under sections 409, 420, 120 (B), r/w 34 and 37 of IPC and section 7, 7A, 8, 12, 13 (1), (b), 13 (2) of Prevention of Corruption Act 1988. The Crime Investigation Department (CID) initially conducted an investigation following a complaint by an official of the Excise Department. Later, the government constituted SIT, headed by NTR District Commissioner of Police SV Rajashekhar Babu, to probe the case. The SIT found large-scale irregularities and fund misappropriation in the liquor policy implemented during 2019-24. Investigators reportedly uncovered a kickback network involving nearly Rs 3,500 crore siphoned off over five years. There are allegations that the YSRCP leaders encouraged a new liquor policy, floated new brands, and received kickbacks from the distillery companies, causing huge losses to the government.

Residents in several areas root for fixation of inundation woes

Hyderabad: Each monsoon season brings immense hardship to Hyderabad residents, particularly those in low-lying areas, as heavy downpours consistently lead to widespread inundation. Following recent flood-like situations, exasperated locals are once again demanding a permanent solution to the perennial flooding issue. During the latest heavy rains, numerous localities experienced flooded roads and stranded vehicles. Affected areas included Tolichowki, Shaikpet, Yousufguda, colonies in Nagole, Uppal, Begumpet, and even affluent areas like Banjara Hills and Jubilee Hills. Parts of the Old City, such as Bahadurpura, Chandrayangutta, Malakpet, Nawab Sahab Kunta, Talabkatta, and Yakutpura, were also severely hit. Residents expressed profound disappointment, noting that their areas were still inundated despite crores of Rs having been spent on various civic projects. 'Though the GHMC took various civic works by spending crores of rupees, the rain has flooded the various colonies in Tolichowki. The GHMC is facing criticism for their failure,' stated Asif Hussain Sohail, a resident of Surya Nagar Colony in Tolichowki. Residents and activists allege that monsoon preparedness works are still ongoing, even after the arrival of the monsoon season. They claim this year's disruptions are a direct consequence of these pending projects. Following the recent rains, videos circulated widely on social media platforms, showing high-speed water flows and even bikes being washed away in several Old City and other areas. Mohammed Ahmed, vice-president of the TDP Minority Cell, highlighted, 'Over 70 per cent of the monsoon works are incomplete and are still going on in ongoing incessant rains in various areas in the southern part of the city.' The heavy rains have caused significant personal loss for some. Talha Bin Amoodi, a physically challenged resident of Jahanuma, lost household items due to water inundation. 'When I approached the area representative regarding the water inundation, he asked me to vacate the house, as this decades-old issue will not be solved,' Amoodi recounted. Similarly, S Ganesh, a resident of Moosarambagh, observed, 'Though the works in various colonies were completed, still the residents are witnessing water inundation. In half an hour of rain, the colony was inundated, and we residents are in fear of rains and inundation during the monsoon season.' Activists further allege that civic authorities are failing to act despite multiple complaints, attributing the problem to faulty engineering works undertaken by the civic department. 'The engineering wing of GHMC has failed to rectify the problem even after several crores of works were done to prevent flooding. The government must take serious action against the officials and hold an enquiry by the vigilance department,' Ahmed urged.

Bhupesh Baghel's son sent to judicial custody till August 4 in liquor scam

Chaitanya Baghel, son of former Chhattisgarh Chief Minister Bhupesh Baghel, was sent to judicial custody till August 4 by a special PMLA court in Raipur on Tuesday in connection with the alleged multi-crore liquor scam. He was produced before the court following the completion of his five-day custodial remand with the Enforcement Directorate (ED). Advocate Saurabh Pandey, representing the ED, said, "Chaitanya Baghel's custodial remand was ending today, so he was presented in front of the court today. As of now, he has been sent to judicial custody till August 4. In this money laundering case, if evidence is found against anyone else, they are summoned." Chaitanya's counsel, Advocate Faizal Rizvi, opposed the ED's request for judicial custody, alleging procedural lapses and suppression of facts by the agency. "His 5-day custodial remand ended today. ED has demanded 14-day judicial custody. We have raised an objection to have said that ED has suppressed documents and has presented false things in their have said that ED has made the arrest without letting us (Chaitanya Baghel) speak. This shows that the ED's action is biased and one-sided," Rizvi told reporters outside the court. Chaitanya was brought to the court under tight security. Former CM Bhupesh Baghel and Punjab Congress President Amarinder Singh Raja Warring were present during the hearing. The ED sought 14 days of judicial custody, citing Chaitanya's alleged involvement in financial irregularities and the investment of illicit funds. Outside the court, Chhattisgarh BJP chief Kiran Singh Deo defended the ED's action and dismissed allegations of political vendetta. "If his son has been found involved in some scams that have occurred over the past few years, then the investigative agencies will naturally perform their duty. If you want to commit scams and then want no one to raise objections against it, then that's not possible... Instead of politicising this issue, they should reflect on their actions that led to this," Deo said. Deputy Chief Minister Arun Sao also criticised the Congress party's state-wide economic blockade protesting the arrest, calling it a total failure. "Congress party's economic blockade turned out to be a total flop. People of the state, trade organisations, labour organisations and everyone opposed it. Nobody supported the economic blockade," Sao said. Referring to the ED's findings, Sao added, "ED has very clearly said that he invested Rs 16.70 Crores in his real estate company and was involved in a discrepancy of Rs 1000 Crores. Do not try to hide behind Adani when it comes to a corruption case. They did this economic blockade against the son's arrest. He has serious allegations by ED against him." Chaitanya Baghel was arrested by the ED on July 18. The arrest followed a raid in March, during which the agency recovered Rs 30 lakh in cash from the residences of Bhupesh and Chaitanya Baghel. The search operation, spanning 14 locations across Chhattisgarh, was part of an investigation into alleged irregularities in the state's liquor trade, including suspected illegal commissions and money laundering. According to the ED, Chaitanya Baghel is a recipient of "proceeds of crime" in the alleged liquor scam, where around Rs 2,161 crore was siphoned off through various schemes.
