UNICEF calls for climate-resilient schools in PH

UNICEF Philippines is calling on the government to prioritize the development of climate-resilient schools in the country as students return to school during the rainy season.
UNICEF made the appeal ahead of the country's submission of its Nationally Determined Contributions (NDC 3.0) — the Philippines' updated climate action plan under the Paris Agreement — to be presented at the upcoming COP30 United Nations Climate Change Conference in Belém, Brazil.
The organization urges the government to ensure the new NDCs are 'child-sensitive,' with concrete commitments to protect children's right to continuous, quality education amid worsening climate threats.
'The climate crisis is not just changing the planet, it is changing children,' said Behzad Noubary, UNICEF Philippines Representative Ad Interim.
"Climate-related class disruptions deprive them of opportunities to develop the necessary foundational and socioemotional skills to thrive in the future,' added Noubary.
The World Risk Index has ranked the Philippines as the country with the highest disaster risk for three years in a row. Meanwhile, a UNICEF study places the Philippines as the second most climate-vulnerable country for children in East Asia and the Pacific.
According to the Second Congressional Commission on Education (EDCOM II), students in disaster-prone areas lose up to a month's worth of school days each year due to weather-related disruptions.
The same report found that the Department of Education (DepEd) incurs nearly ?18 billion in annual losses due to damage from natural hazards. Floods, typhoons, and earthquakes routinely damage classrooms, destroy learning materials, and restrict student access, especially in remote areas where transport infrastructure is also compromised.
Climate goals
UNICEF stressed that schools can play a vital role in both climate adaptation and mitigation.
'Children cannot afford to wait. If we want to secure their future, we must act now. We need to transform climate goals into reality for children,' Noubary emphasized.
UNICEF is already working with school communities across the country to develop resilience through training, resources, and localized emergency preparedness protocols. It is also promoting inclusive and participatory climate action in schools, empowering students to advocate for their own rights and for the protection of their learning environments.
The organization is also pushing for climate investments that allow schools to better anticipate, absorb, and adapt to disasters — whether through stronger buildings, remote learning solutions, or climate education.
'We have a responsibility to ensure that every child — no matter where they live — can go to school safely, learn without interruption, and prepare for a future shaped by the climate crisis,' Noubary said.
As the government finalizes its climate roadmap for the next decade, UNICEF's message is clear: quality education must not be a casualty of the climate emergency. Ensuring that children learn in safe, inclusive, and resilient environments is not just an environmental goal — it is a moral and developmental imperative.

The core budget is funded by government contributions. The deal includes an increase in China's contribution, reflecting the country's economic growth. China, the world's second-biggest economy, would cover 20% of the new budget, up from 15% previously. Only the United States, the world's biggest economy, was allocated a bigger share, of 22%. However, President Donald Trump quit the U.N. Paris climate agreement and halted international climate funding. Bloomberg Philanthropies has pledged to cover the U.S. contribution to the UNFCCC budget. The U.S. did not attend the U.N. climate talks this week in Bonn, Germany where the budget was approved. UN climate chief Simon Stiell welcomed the increase as "a clear signal that governments continue to see U.N.-convened climate cooperation as essential, even in difficult times." The UNFCCC runs annual climate negotiations among countries and helps implement deals that are made - including the 2015 Paris Agreement, which commits nearly all nations to limit global warming. The body has faced a severe budget shortfall in recent years, as major donors including China and the U.S. had not paid on time, prompting the body to cut costs including by cancelling some events. The UNFCC's running costs and headcount - its core budget funded 181 staff in 2025 - are smaller than some other U.N. bodies facing sharp funding cuts, such as the U.N. trade and development agency's roughly 400 staff. The Department of Education (DepEd) is looking to hire more new teachers after the Department of Budget Management approved 20,000 new teaching positions for School Year 2025 to 2026. In a press statement, the agency said the move was aligned with President Ferdinand 'Bongbong' Marcos Jr.'s directive to strengthen the country's education system by ensuring that every learner has access to a qualified teacher. The positions—Teacher I, Special Needs Education Teacher (SNET), and Special Science Teacher I—will be distributed to all regions based on school directories, enrollment data, and validated teacher shortages. The biggest allocations are headed to Region IV-A with 2,655 items, followed by Region III with 2,152 and Region VII with 1,774. To ensure faster deployment, Notices of Organization, Staffing, and Classification Action (NOSCAs) are now being sent directly by DBM Regional Offices to Schools Division Offices (SDOs) for Kindergarten, Elementary, and Senior High School positions, and to Implementing Units (IUs) for Junior High School positions. President Ferdinand 'Bongbong' Marcos Jr. on Tuesday underscored that his administration has been addressing the drug problem in a "peaceful manner," saying that its good results are becoming evident. Marcos said the 'new concept' of solving drugs is working, noting that 'we are beginning to see the good effects of the new policy.' 'We must continue the war against drugs but… we do it in a peaceful way,' Marcos said after his inspection of recovered illegal drugs at the Philippine Drug Enforcement Agency headquarters. 'It has been described as a bloodless war on drugs and that is what we are aiming for. Nonetheless, despite the fact that we do not kill people that are just suspected of having anything to do with drugs, imbes na ganon ang ginagawa natin, we are handling the drug problem in a different way,' he added. Marcos said the government has been hitting the drug trade at the highest level and at the lowest level. 'And we are beginning to see some measure of success,' Marcos stressed. The Philippine Drug Enforcement Agency (PDEA) said that up for destruction through thermal decomposition are the 1,304.604 kilograms of shabu packs, with an estimated street price of P8,871,307,200.
