KP govt rolls out good governance roadmap
This strategic two-year plan is aimed at improving public service delivery, driving institutional efficiency, and building an effective governance system.
Chief Minister Ali Amin Khan Gandapur formally launched the Khyber Pakhtunkhwa Good Governance Roadmap in an event held in the Chief Minister House here on Friday.
The event was attended by provincial cabinet members, Chief Secretary, Additional Chief Secretaries, and Administrative Secretaries, other government high ups, representatives of development partners and media persons in large number.
The roadmap reflects the government's long-standing commitment to citizen-centric development, transparency, and data-driven decision-making. It provides a unified framework that integrates all provincial reforms and development initiatives, setting the direction for delivery-oriented governance across the province.
Anchored around three priority pillars - Good Governance, Robust Security, and Smart Development - the roadmap outlines interventions 12 governance, 1 security & 3 Development domains.
Under the Good Governance pillar, the roadmap prioritizes 12 domains with defined key performance indicators (KPIs) to be achieved by 2027. The high-impact domains include health, education, social protection, economic uplift, infrastructure development, agriculture, energy, tourism, digitization etc.
The Smarter Development initiative focuses on prioritizing high-impact projects, ensuring efficient budget allocation to maximize public benefit. It emphasizes monitoring mega projects for timely delivery and attracts investment by showcasing key projects to potential investors, driving economic growth and job creation in Khyber Pakhtunkhwa.
The Strong Security framework aims to enhance safety through a coordinated approach involving all stakeholders, with a focus on civil leadership and ownership. It strengthens police capacity with proper training and resources and encourages community involvement in counter-terrorism efforts, ensuring a secure and resilient environment for the province.
Under digitization over 35 departments are adopting digital platforms such as e-Office and digital procurement systems. Simultaneously, more than 100 public services will be digitized under the Dastak Portal, enabling citizens to access government services online.
In the health sector, the roadmap sets out an ambitious plan to upgrade 250 Basic Health Units (BHUs) and Rural Health Centres (RHCs) into 24/7 maternal care facilities. Essential medicines will be made fully available at hospitals, while 54 Category-D hospitals will be outsourced through Public-Private Partnerships to enhance management and service quality. Additionally, a central Health Information and Service Delivery Unit is being established to digitize health systems and monitor outcomes.
Education reform features prominently in the roadmap. The government aims to reduce out- of-school children by 50% and upgrade the learning outcomes in public schools. Furthermore, 1,500 schools will be outsourced to improve the quality of instruction. Higher education is also being realigned with market needs via launch of industry-relevant degree programs, internships, and entrepreneurship support initiatives.

Khyber-Pakhtunkhwa Chief Minister Sardar Ali Amin Khan Gandapur on Saturday visited the Supreme Command Post at Kohati Gate to review the security arrangements for Ashura. During the briefing, officials outlined comprehensive preparations for Muharram, including round-the-clock operations of the central command post since the 1st of Muharram. They also highlighted efforts regarding cleanliness around processions and majalis venues, uninterrupted electricity supply, and inter-agency coordination. The chief minister was informed that the Supreme Command Post functions as the central control room, facilitating effective monitoring, coordination, and timely response across departments during the holy month. Personnel from police, rescue services, army, intelligence agencies, and other relevant departments are on duty at the post. In addition to the main post, five sub-command posts have been established across Peshawar. Officials disclosed that 116 processions and 316 majalis will take place in Peshawar alone. To ensure foolproof security, CCTV and drone surveillance is being used for live monitoring, while special traffic plans have been implemented in surrounding areas. Under Section 144, pillion riding has been banned during Muharram, and all hospitals across the province are on emergency alert with staff leaves cancelled. Similarly, leaves of Rescue 1122 and municipal staff have also been revoked. Scholars from different sects are present at the command post to promote sectarian harmony. A total of 1,180 security personnel have been deployed in Peshawar for Muharram duties, with similar arrangements in other districts. An efficient coordination mechanism is in place among all departments, with a robust quick response system to tackle any emergencies.

Sindh makes foolproof arrangements for Muharram: Sharjeel
KARACHI: Sindh Senior Minister and Minister for Information, Transport and Mass Transit Sharjeel Inam Memon, has said that the Sindh government has made foolproof security arrangements for Muharram. He stated that the Sindh chief minister held meetings with scholars from various schools of thought and reviewed the security plan for gatherings and processions during the mourning period. Memon added that 14,546 police personnel will be deployed for gatherings and 35,116 for Muharram processions, with over 14,000 additional personnel assigned to ensure the security of all events. Addressing at a press conference in Karachi, Sindh Senior Minister and Provincial Minister for Information, Transport, and Mass Transit, Sharjeel Inam Memon, announced that a total of 49,662 police personnel will be deployed across Karachi, Hyderabad, Sukkur, Larkana, Mirpurkhas, and Shaheed Benazirabad from the 8th to 10th of Muharram to prevent any untoward incidents. Sharjeel Inam Memon stated that the Commissioner of Karachi had issued a notification on April 15, 2025, imposing a ban on the movement of rickshaws on 11 major highways in the city. He clarified that the ban does not apply to all of Karachi but is limited to specific main roads. This measure, he added, has been implemented under the Sindh Motor Vehicle Ordinance, 1965. He stated that it is the administrative authority of the government to regulate traffic and ensure convenience for citizens. He also questioned whether rickshaws operate on major highways in any other part of the country. Speaking about the education sector, Sharjeel Inam Memon said that the Sindh government has recruited 93,118 teachers across the province, including 58,613 men and 31,075 women. He added that 2,100 teachers were appointed under the minority quota, while 1,330 positions were filled by individuals with special abilities. He said that the recruitments were carried out through the IBA test with complete transparency, leaving no room for criticism. As a result of these measures, 5,000 previously closed schools have been reopened. Currently, 5.5 million children are enrolled in government schools across Sindh, 4 million in private schools, and 1 million in Sindh Education Foundation schools. Senior Minister Sharjeel Inam Memon further stated that the Sindh government has taken revolutionary steps in key sectors such as health, energy, infrastructure, and climate change. He noted that after the devastating floods of 2022, the government successfully began achieving its target of constructing 2.1 million houses. He also emphasized that Bilawal Bhutto Zardari raised his voice on climate change at the global level, while the Sindh government undertook extensive mangrove plantation efforts to promote environmental protection. Sharjeel Inam Memon remarked that Ali Amin Gandapur does not require an opposition, as he acts as his own opposition. He criticized the deteriorating law and order situation in Khyber Pakhtunkhwa, adding that the Chief Minister is focused on making threats to attack Islamabad while remaining oblivious to the pressing issues within his own province. He said that Jamaat-e-Islami has never fulfilled its responsibilities in Karachi and has consistently engaged in the politics of sedition. He said that while the Sindh government tolerates criticism, it will not allow anyone to dictate its policies.
