Sarawak forms strategic collaboration with foreign institute to formulate sustainable energy policy
State Deputy Energy and Environmental Sustainability Minister Datuk Dr Hazland Abang Hipni said the partnership would advance Sarawak's ambitions in renewable energy, carbon management and energy transition, positioning the state as a regional leader in clean energy innovation.
"Collaboration with the Oxford Institute for Energy Studies will facilitate Sarawak's journey towards a sustainable, low-carbon future," he said in a statement today (June 3).
Dr Hazland, who led a state delegation to an engagement session with OIES, highlighted Sarawak's abundant natural resources and initiatives in hydropower, solar energy and green energy production.
He said the state's comprehensive energy transition strategy was designed to drive economic growth, promote social inclusivity and ensure environmental stewardship.
"This firmly establishes Sarawak as a trailblazer in renewable energy and carbon management in Southeast Asia," he said.
Dr Hazland also said OIES' carbon management programme, which focused on nature-based solutions, aligned closely with Sarawak's forest coverage and estimated carbon stock of about one billion tonnes.
"With Sarawak's active involvement in carbon trading and developing related regulations, OIES is keen to collaborate on research and customised fellowships that explore carbon trading mechanisms, forest carbon management and policy frameworks, strengthening Sarawak's role in sustainable carbon management and climate action," he said.
During the engagement session, OIES invited stakeholders in Sarawak to participate in its upcoming events and workshops, including Gas Day and Hydrogen Day.
It also offered collaboration on research and fellowship programmes focused on hydrogen production, carbon management and policy frameworks.
"These opportunities are set to accelerate Sarawak's capabilities and visibility in the global sustainable energy arena," Dr Hazland said.
He added that both parties recognised the importance of robust policy and regulatory frameworks to underpin the energy transition and carbon management.
"Through joint research, knowledge exchange and capacity building, this collaboration will further elevate Sarawak's role in shaping regional and global sustainable energy initiatives," he said.

'For over three decades, we have been learning, evolving, and pushing the frontiers of GTL innovation to meet and exceed our customers' expectations. We believe SaraCare represents a meaningful milestone that will resonate with them.' Shell GTL SaraCare is a premium, high-purity wax derived from natural gas. Its stable and safe-to-use ingredients offer superior performance as rheology modifiers, skin feel modifiers, waterproofing agents, wear resistance agents, structuring agents, and binding agents – making it an ideal component in the formulation of personal care and cosmetic products. The name SaraCare pays tribute to Sarawak, the state in which the product originates, with 'Sara' derived from the name Sarawak itself. The new product forms part of Shell MDS Malaysia's growing portfolio of specialty waxes, further strengthening its presence in the global market. Among those present at the launch were Shell MDS Malaysia general manager Amir Bakar, Shell Malaysia director of Corporate Relations Cindy Lopez, and Shell MDS general manager of Marketing Au Tong Sing. Commissioned in 1993, Shell MDS Malaysia is the world's first commercial GTL plant. Following over two decades of research and development, Shell successfully revolutionised GTL technology, enabling the transformation of natural gas into ultra-pure liquid fuels, lubricants, chemicals, performance fluids, and solid waxes. The company currently employs over 450 staff, nearly 90 per cent of whom are Sarawakians.

Sustainability meets law: Sarawak pushes ESG leadership in Southeast Asia

KUCHING (July 4): Sarawak is steadily positioning itself as a regional thought leader in legal and policy frameworks amid Southeast Asia's intensifying focus on climate change, energy transition and environmental, social and governance (ESG) compliance. State Deputy Minister for Energy and Environmental Sustainability Datuk Dr Hazland Abang Hipni said Sarawak is not only responding to global sustainability trends but also contributing to the definition of responsible development in the region. 'We do not see sustainability and economic growth as opposing forces. In Sarawak, they are two sides of the same coin — and we are building the policy ecosystem to prove it,' he said. Dr Hazland made these remarks at the Arbitrating Sustainability in Southeast Asia forum organised by the Malaysian Bar Council, held in conjunction with the Kuala Lumpur Alternative Dispute Resolution (KL ADR) Week 2025. The event brought together senior government officials and legal experts from across Asean to explore how arbitration and dispute resolution can support sustainable development. A high-level regional panel featured representatives from the Solicitor General's Office of the Philippines, as well as leading arbitration practitioners from Thailand, Indonesia, Singapore and Malaysia — reflecting the cross-border urgency of ESG governance. Dr Hazland emphasised that robust legal and regulatory infrastructure is critical in attracting green investment and promoting good governance. 'Regulatory certainty is key to attracting green investment. That is why Sarawak supports legal innovation — not just in legislation, but in dispute resolution,' he said. Bar Council Arbitration and Construction Law Committee chair Abang Iwawan, in his opening remarks, highlighted the shifting legal landscape across Southeast Asia. 'Sustainability is no longer a buzzword — it is now a site of legal transformation. Governments are codifying climate responsibilities, investors are embedding ESG safeguards, and infrastructure projects are being shaped by carbon disclosure regimes and Indigenous rights.
