Six months and no LoP in Haryana from Congress, Saini govt considers ‘legal options'
The faction-ridden Haryana Congress is no closer to deciding its legislature party head, who would serve as the LoP. Sources said the decision was at least a few more weeks away.
Incidentally, in a similar situation in Jharkhand, when the BJP had failed to choose an LoP four months into a JMM-led alliance government, the latter had gone to the Supreme Court. In January, the Supreme Court intervened, and in March, the BJP named Babulal Marandi as the LoP.
In Haryana, along with the Chief Minister and a minister, an LoP is part of selection committees for appointments to posts such as the Chief Information Commissioner and 10 Information Commissioners. Currently the State Information Commission is functioning with barely three members – Jagbir Singh, Pradeep Kumar Shekhawat and Kulbir Chhikara – with pending appeals and complaints under the Right to Information Act now numbering over 7,200.
Sources said former chief secretary T V S N Prasad is among the frontrunners for the post of Chief Information Commissioner, if and when the meeting of the selection committee takes place.
Last week, speaking to mediapersons, Chief Minister Nayab Singh Saini said: 'We are going to take legal opinion from the Advocate General to see how we can go ahead with the appointments that are stuck due to the absence of an LoP.'
Haryana BJP chief Mohan Lal Badoli told The Indian Express: 'It is for the Congress to decide whom they want to appoint as their CLP leader. But, the government has to go ahead with its appointments. Whatever can be done legally, the government shall do.'
In the case of Jharkhand, the Supreme Court had directed the BJP on January 5 to nominate an LoP within two weeks, while hearing a petition regarding the long-pending appointments of Chief Information Commissioner and Information Commissioners in the state. The state government had told the Court that the main reason for the delay was the absence of an LoP. The BJP had finally named Marandi as its legislature party leader in March.
While Bhupinder Singh Hooda, the senior-most leader of the Congress in Haryana, declined to comment on the issue, Congress Rohtak MLA B B Batra said the government was wrongly claiming that its hands were tied on the matter of appointments. Claiming that the Congress decision on LoP would come 'soon' and that only a limited number of appointments were decided by selection panels of which the LoP was a part, Batra said: 'But, there is no bar on the government to hold a selection committee meeting. They can do so without the LoP, too… pick any senior leader from the opposition party instead.'
At the Centre, for example, after the Congress could not lay claim to Leader of the Opposition post due to the low number of seats it won in the 2014 general elections, the Modi government had included Mallikarjun Kharge – by virtue of being the leader in the Lok Sabha of the Congress, the single-largest party – in several selection panels.

However, only a few, such as Saraladevi Nagar near IS Sadan and an area near Dilsukhnagar, have clear, dispute-free land. The rest are entangled in local disputes, court cases, or land ownership issues, officials said. "We want to ensure that housing is created where people already live and work," said housing minister Ponguleti Srinivas Reddy. "Because of the limited availability of land in cities, we have chosen the G+3 model to maximise space while ensuring urban poor families don't have to move away from their livelihoods," he claimed. To support this, officials from housing, revenue, municipal bodies, and district collectorates have been directed to identify at least 600 square yards of vacant, litigation-free land in each location. Such plots would be sufficient to build 16 housing units per block under the G+3 design, officials said. The govt has already sanctioned 3,500 housing units for each of the 119 assembly constituencies, and lakhs of applications have been filed from urban areas like Hyderabad, Rangareddy, and Medchal Malkajgiri.

Congress's ‘vasooli' jab as govt allows Ola, Uber and cab aggregators to charge 2x base fare during peak hours
The Congress on Wednesday criticised the central government over its decision to allow cab aggregators to charge up to two times the base fare during peak hours, as against 1.5 times earlier. The Ministry of Road Transport and Highways on Tuesday issued the Motor Vehicle Aggregator Guidelines (MVAG) 2025. (X/@ROHANKHULE) 'These companies (cab aggregators) will now charge you double fare during peak hours, a move approved by the Modi government itself. And that's not all, if you cancel a cab, you'll still have to pay 10% of the fare. The BJP's vasooli (extortion) team is leaving no opportunity to pick your pocket," the Congress said in a video posted on its X handle. The Ministry of Road Transport and Highways on Tuesday issued the Motor Vehicle Aggregator Guidelines (MVAG) 2025. What the new guidelines say In the fresh guidelines, the ministry said: "The aggregator shall be permitted to charge a minimum of 50 per cent lower than the base fare and a maximum dynamic pricing of two times the base fare specified under sub-clause (17.1)." Moreover, the base fare chargeable shall be for a minimum of three kilometres to compensate for "dead mileage" -- including the distance travelled without a passenger and the distance travelled and fuel utilised for picking up the passenger(s), according to PTI. According to the guidelines, the fare announced by the state government for each category or class of motor vehicles will serve as the base fare for passengers. A similar penalty will be imposed on the passenger when such cancellation is made without a valid reason, reported PTI. The government has also directed aggregators to ensure that drivers have health and term insurance of at least ₹ 5 lakh and ₹ 10 lakh, respectively. "An aggregator shall not onboard vehicles which have been registered for more than a period of eight years from the date of initial registration of the vehicle and shall ensure that all vehicles onboarded by it should not have exceeded eight years since the date of initial registration of the vehicle," the guidelines. All states have been advised to adopt the revised guidelines within three months. Uber, Rapido welcome new policy Ride-hailing service Uber praised the new guidelines as a "forward-looking step toward fostering innovation and regulatory clarity." "Timely adoption by states will be key to ensuring uniform implementation and building much-needed predictability for all stakeholders. We commend the Ministry for its consultative and balanced approach, and remain committed to working closely with governments at all levels to support effective and inclusive rollout of the framework," an Uber spokesperson said, according to PTI. Rapido specifically welcomed the operationalisation of Clause 23 of the MVAG 2025. This clause permits the aggregation of non-transport motorcycles for passenger journeys, a move Rapido described as a "milestone in India's journey towards a Viksit Bharat". "By recognising non-transport motorcycles as a means of shared mobility, the Government has opened the door to more affordable transportation options for millions, especially in underserved and hyperlocal move will also help address pressing challenges such as traffic congestion and vehicular pollution, while expanding the reach of last-mile connectivity and hyperlocal delivery services," Rapido said in a statement. Himachal Pradesh minister booked for ‘assaulting' NHAI officials: Who is Anirudh Singh?
Not a stranger to controversies, three-time Congress MLA and Himachal Pradesh Minister Anirudh Singh yet again finds himself at the centre of a row after being booked for allegedly assaulting two National Highway Authority of India (NHAI) officials over the collapse of a multi-storey house following heavy rains. On Wednesday, Singh denied the allegations and maintained that NHAI officials had lodged a complaint against him only to cover up their negligence. 'At least 700 complaints are pending against NHAI employees and officials for damaging private properties under the garb of widening roads across the state,' he said. A scion of the erstwhile princely state of Koti, till recently, Singh was considered one of the contenders for the post of state Congress chief. However, insiders said he was unlikely to helm the state unit as the party is keen to elevate a Dalit leader. The 48-year-old Singh, whom Chief Minister Sukhvinder Singh Sukhu wanted in his Cabinet and was given the key Rural Development and Panchayati Raj portfolio, completed his schooling in the prestigious St Edward's School in Shimla. A graduate from Himachal University, he began his political career with the Youth Congress in 1998. In 2011, he was elected Zila Parishad member from Chamyana, incidentally the place where he allegedly assaulted the NHAI officials. Chamyana falls under the Kasumpti Assembly seat that Singh has retained since winning it for the first time in 2012. Ahead of his induction into the Cabinet in 2022, Singh was appointed All India Congress Committee (AICC) secretary and was made the party's co-incharge for Assam in 2021. A political firebrand, Singh is known for making statements that appear to go against the party line. After the Sanjauli mosque row erupted last September, he vocally advocated for the rights of Himachalis on the floor of the House, 'People from one community have been living in large numbers for a long time in areas such as Nahan, Chamba, Paonta Sahib, and Kasumpti. No such incidents happened in the past. We need to find the reason why they are occurring now. New people are entering the state. Koi Jamaat wale aa rahe hain, jinka koi ata-pata nahi hai. Kya ye Rohingya musalman hai (People from a certain Muslim sect are arriving here about whom we have no information. Are these Rohingya Muslims)? I request that the respected CM verify them. I know of at least two people who are from Bangladesh. Their verification should also be done.' A Congress worker from Kasumpti said Singh could go to any extent for his constituents. 'His stand in support of Himachalis and doubts over the presence of outsiders and Bangladeshis in Shimla drew applause even from BJP MLAs,' he said, adding that the minister's remarks had struck a chord with many people across the state. Ahead of the Ram Temple consecration in Ayodhya in January 2024, Singh's nuanced political positioning was on display. Days before state PWD Minister Vikramaditya Singh went against the party line and publicly expressed interest in attending the ceremony, the minister spelt out his plans to hold a religious event in Shimla and support people from his constituency who planned to visit the temple. Even as he stressed that his participation would be finalised after consultations with party workers, Singh targeted the BJP for 'politicising a religious occasion'. According to his election affidavit, Singh has assets worth more than Rs 16 crore and four pending cases against him.
