Russian President Vladimir Putin has deployed warships to escort his covert "shadow fleet" of oil tankers, according to Finnish Defense Minister Antti Häkkänen.
Putin's military vessels are now guarding the fleet through the Gulf of Finland, the official said, calling the move unprecedented.
Newsweek reached out to Russia's Foreign Ministry via email for comment.

Russia put together its so-called "shadow fleet" to circumvent curbs on its oil exports in response to Western sanctions levied after Putin's full-scale invasion of Ukraine in 2022.
Operating primarily in the Baltic Sea, the fleet consists of older tankers with opaque ownership structures, often lacking proper insurance and frequently changing flag registrations. These vessels account for approximately 17 percent of the global oil tanker fleet.
The alleged deployment of warships to guard the fleet is significant as it signals a clear link to the Kremlin.

"The Russian military presence in the region has always been visible, this is not a new feature. However, what is new is that Russia is protecting its shadow fleet tankers in the narrow passage of the Gulf of Finland," Häkkänen told Finnish broadcasting company Yle on Saturday.
"Military escort and the presence of armed forces is observed. This is a completely new thing," Häkkänen said.
Experts say the vessels are being used by Russia to circumvent curbs on its oil exports. Officials have also sounded the alarm that vessels from the Russian shadow fleet can be used for signals intelligence, or intercepting communications.
NATO officials have also accused Moscow of using such vessels to carry out sabotage of critical infrastructure, such as undersea cables.
Russia has not commented on the shadow fleet.

Häkkänen said Finland doesn't consider the deployment of warships a direct threat to the country yet, but "it's clear that Russia is strengthening its military capabilities and remains an aggressive and dangerous neighbor to all of Europe."
On Friday, the Finnish Ministry of Defense announced that two Russian military aircraft had violated the country's airspace off the coast of Porvoo, prompting an investigation into the incident.
Meanwhile, Russia also sparked alarm when it was reported to have deployed a Su-35 fighter jet inside Estonian airspace to protect an oil tanker on May 13.
"This fighter jet violated NATO territory for one minute. This is something very new," Estonian Foreign Minister Margus Tsahkna said at a NATO meeting in Turkey. "We need to understand that Russia has officially tied and connected itself to the Russian shadow fleet."
He added: "We need to understand that the situation is really serious."
NATO member states have held talks on how to seize Putin's shadow fleet, Politico reported in February, citing two European Union diplomats and two government officials. Some have suggested seizing the vessels on the grounds of international law, either for environmental reasons or piracy.
The EU and Britain adopted sanctions this month against the shadow fleet.
United States President Donald Trump has also extended a Biden-era ban on Russian ships docking in U.S. ports, citing national security concerns.

The New York Times reports that it will 'steer clear of the decisions made by the Biden-turned-Harris campaign,' and instead 'focus more on outside groups and super PACs that spent hundreds of millions of dollars aiding the Biden and Harris campaigns through advertising, voter registration drives and turnout efforts.' It's like watching a restaurant serving inedible food invest in new plateware. The gripe has never been with the Democrats' presentation or voters' tastes. It's with the product itself.

Russia starts direct commercial flights between Moscow and Pyongyang
MOSCOW (AP) — Russia on Sunday opened a regular air link between Moscow and Pyogyang, a move reflecting increasingly close ties between the two countries. The first flight operated by Russian carrier Nordwind took off from Moscow's Sheremetyevo airport carrying over 400 passengers. Russia's Transport Ministry said there will be one flight a month to meet demand. Russian Foreign Minister Sergey Lavrov, who visited North Korea's new Wonsan-Kalma beach resort earlier this month to meet with North Korean leader Kim Jong Un, promised to encourage Russian tourists to visit the complex. The resort, which can accommodate nearly 20,000 people, is at the center of Kim's push to boost tourism to improve his country's troubled economy. North Korea has been slowly easing the curbs imposed during the pandemic and reopening its borders in phases. But the country hasn't said if it would fully resume international tourism. Regular flights between Russia's eastern port city of Vladivostok and Pyongyang reopened in 2023 following a break caused by the coronavirus pandemic.

Qatar will send the Boeing 747-8 aircraft as an unconditional "donation" to the Department of Defense, which will then be responsible for its maintenance, the Washington Post reported. The agreement, dated July 7, was signed by U.S. Defense Secretary Pete Hegseth and Qatari Deputy Prime Minister and Minister of State for Defense Affairs Soud bin Abulrahaman Al-Thani. Once the deal is finished, the Air Force can begin renovating the plane to become Air Force One. The process is projected to take years and cost hundreds of millions of dollars. The jet itself is valued at $400 million and will go to President Donald Trump's presidential library after his term is over. "They knew about it because they buy Boeings, they buy a lot of Boeings, and they knew about it, and they said, we would like to do something," Trump said. "And if we can get a 747 as a contribution to our Defense Department to use during a couple of years while they're building the other ones, I think that was a very nice gesture. Now I could be a stupid person and say, 'Oh no, we don't want a free plane.'" The cost of the renovation is classified, but the New York Times has reported that the budget may be tucked into parts of the Department of Defense's budget. The Times cites a "mysterious" $934 million transfer from the over-budget modernization of America's aging, ground-based nuclear missiles. Article I of the U.S. Constitution prevents the president from accepting a gift or emolument from a "King, Prince, or foreign State," without congressional consent. Rep. Ritchie Torres, D-New York, said in May that he sent a letter to the Government Accountability Office pushing for an investigation into the Trump administration accepting a plane as a gift.
