Contempt Plea By AIADMK Against 'Stalin-Named' Scheme, DMK Approaches Top Court
AIADMK MP and former minister C Ve Shanmugam has filed a contempt petition in the Madras High Court against the Tamil Nadu Health Secretary and the Public Department Secretary, alleging violation of a court order by continuing to use Chief Minister MK Stalin's name in a new government health outreach programme.
In the run-up to the 2026 assembly elections, the state government recently launched the "Nalam Kaakkum Stalin" (Wellness Ensuring Stalin) initiative, despite a High Court interim order last week barring the use of names of living political personalities in government schemes. The order also prohibited the use of photographs of former Chief Ministers or ideological leaders in publicity material. The court, however, allowed the use of the incumbent Chief Minister's photograph, citing a Supreme Court ruling.
The DMK government had earlier named two flagship schemes -Ungaludan Stalin (Stalin With You) and Nalam Kaakkum Stalin - after the Chief Minister, featuring visuals of both MK Stalin and late DMK patriarch M Karunanidhi in outreach campaigns.
These schemes are part of a broader public service drive with elections just eight months away.
Today, the Madras High Court adjourned the hearing on the state's plea to continue using the existing scheme names to August 7, after the Tamil Nadu government moved the Supreme Court challenging the interim order. The top court is expected to hear the case on August 6.
In its plea before the High Court, the state argued that the Chief Minister is a constitutional functionary, not merely a political personality, and that the Supreme Court did not explicitly ban the use of former Chief Ministers' photographs.
DMK sources point out that during J Jayalalithaa's government, the AIADMK had named schemes after "Amma", the name she was fondly called by her cadre.
After her death, her picture, they say, was part of AIADMK's publicity material. The BJP at the centre too has a programme named NaMo, an acronym for Prime Minister Narendra Modi.
The contempt plea and the state's challenge are now poised for crucial hearings next week, potentially setting a precedent for the naming and promotion of government schemes in Tamil Nadu.

The Madurai Bench of the Madras High Court on Monday sought response of the State government to a public interest litigation (PIL) petition seeking the direction to the Central and the State governments to immediately initiate the process for empanelment of eligible IPS officers for the post of Director General of Police (DGP), Tamil Nadu. A Division Bench of Justices S.M. Subramaniam and A.D. Maria Clete sought response from the State on the procedure it would be adopting. The court also sought response regarding the Supreme Court guidelines in the Prakash Singh v. Union of lndia case, Supreme Court clarifications to the directions, Union Public Service Commission (UPSC) guidelines and the Single Window System. The court was hearing the PIL petition filed by K. Yasar Arafath of Paramakudi in Ramanathapuram district who sought appropriate directions regarding appointment of the Tamil Nadu DGP in compliance with the directions of the Supreme Court in Prakash Singh v. Union of lndia judgment. The incumbent DGP Mr. Shankar Jiwal is set to retire on August 31. However, till date the State government has not taken steps to initiate the mandatory process of empaneling eligible IPS officers and forwarding the names to UPSC for preparation of a panel, as directed by the Supreme Court, he said. He claimed there were credible reports indicating the possibility of appointing an in-charge or acting DGP or seeking an extension for the current DGP without following the prescribed process. It amounts to contempt of the directions laid down by the Supreme Court in the Prakash Singh case, which require a merit based transparent selection of the DGP from a panel prepared by the UPSC in consultation with the State government, he said. The petitioner claimed in view of the upcoming Tamil Assembly Elections in 2026, the State government had planned to keep the Head of the Police Force as per their choice to get the support of the Police Department till the upcoming election. The Supreme Court has taken a serious note of the violation of its directions by several States, including the appointment of in-charge DGP and expressed grave concern over the continued non-compliance, he said. The petitioner sought a direction to restrain the State from appointing any officer as in-charge or acting DGP or granting extension to the retiring DGP, without following due process and UPSC panel recommendation pending disposal of the petition. The failure of the authorities to comply with the binding judicial directions undermines the rule of law and the independence and the professionalism of the police force, which has serious consequences for public administration and governance, he said. The court has ordered notice and posted the matter for hearing on August 11.

Do not politicise my meeting with Stalin, says O. Panneerselvam
Former Chief Minister O. Panneerselvam on Monday rejected speculations about his likely association with the ruling DMK and further maintained his objective was to form Amma's government in the 2026 Assembly poll. He clarified that his recent comments on the Centre not releasing funds for Tamil Nadu under the Samagra Shiksha programme were not new, and he had flagged this as early as in August 2024. In a statement, Mr. Panneerselvam termed as 'indecent' the attempts by some to politicise his visit to Mr. Stalin's residence. 'The meeting was not related to politics,' he contended.'It is in the culture of the Tamils to visit and enquire about the well-being of someone, who has been under treatment in a hospital and has returned home, and to extend condolences if there is a loss in the family,' he said in a statement. Recalling his visit to the Chief Minister's residence, Mr. Panneerselvam explained that he visited only to enquire about the health of Mr. Stalin and express condolences over the passing of the latter's brother M.K. Muthu. He also rejected contentions and speculations which termed him as 'DMK's Team B', and he was about to forge an alliance with the DMK and maintained there was 'not even an iota of truth in it'. He recalled in June that he had condemned the Hindu Munnani over remarks made against late leaders Periyar E.V. Ramasamy and C.N. Annadurai. 'I have also condemned former BJP leaders who criticised Amma [former CM Jayalalithaa]. I have also recorded my support for the two-language policy,' he asserted. Mr. Panneerselvam added: 'I also directed to vote against the Waqf (Amendment) Bill in the Rajya Sabha. Irrespective of wherever I am, I will walk on the path laid down by Amma for the rights and welfare of the people of Tamil Nadu.'
