Threats by criminal gangs: Haryana struggles to garner revenue from liquor-vend auctions as bidders dry up
The June 13 killing of a liquor contractor in Kurukshetra by gangsters, indiscriminate firing at a liquor vend in Rohtak on May 26 where the assailants threatened the contractor not to participate in the bidding for allotment of liquor vends for 2025-27, opening of fire outside a liquor vend on April 8 in Yamunanagar have left liquor contractors petrified and thus affected the business sentiment. So far, the state government has been able to allot 934 retail liquor zones across 22 districts. Each zone consisted of a liquor vend each for selling Indian made foreign liquor (IMFL) and country liquor.
Chief minister asks DGP to take action against gangsters
Chief minister Nayab Saini on Tuesday evening held a high-level review meeting to assess the law-and-order situation in the context of the setbacks during the excise auctions. The chief minister expressed concern over the killing of a liquor contractor in Kurukshetra and directed the director general of police (DGP) to act firmly. The DGP was also asked to take steps to provide security to everyone who gets threats and extortion calls.
The chief minister, it seems, realises that a shortfall in the excise duty receipts will adversely affect execution of BJP's poll promise of providing monthly financial assistance of ₹2,100 to every woman in the state under the Lado Lakshmi Yojana. The pre-poll pacifier is likely to cost the state exchequer anything between ₹17,640 crore to ₹23,940 crore.
Bijender, uncle of the deceased liquor contractor, Shantanu and a partner in the family's liquor business said that they received calls from criminals who threatened them not to participate in the bidding for liquor vends in Yamunanagar. 'Our partner, Mahender Rana also received such threat calls,' he said. Bijender told HT that his nephew, Shantanu had also received threat calls from gangsters last year. 'He had applied for an arms licence about six months back. The application is still pending with the office of SP, Kurukshetra,' he said.
'Shantanu was asked not to bid for a retail liquor zone in Kurukshetra last year. The gangsters said that they wanted a particular individual, one of their own probably, to get that retail liquor zone allotted. So, we did not participate. But the person who got that zone allotted was never investigated by the police,' said a member of the family of the deceased.
Most of the liquor contractors HT spoke to preferred not to be named fearing reprisal by the gangsters. A contractor who was allotted vends in a national capital region (NCR) district said that it was primarily due to huge financial investment and fear of criminals that the contractors are disinclined to take risks by participating in bidding. 'The area of our operation is still trouble free. So, we took a calculated risk,' he said. 'Many contractors are so scared of the threats that they do not even want to report the matter,' said another contractor
Excise officials told HT that 794 retail liquor zones were allotted in the first round of bidding from May 26 to May 31. In the second round of bidding from June 3 to June 6, 103 zones were allotted. 'But only 29 zones could be allotted in the third round on June 9, only two zones in the fourth round on June 10 and six zones were allotted in the fifth round on June 13,' said an official expressing dismay at the turn of events.
Statistics tells a different story
Excise officials, however, said they expect that the pending 260 retail liquor zones will also get allotted. An official spokesperson on Tuesday said the state government has been able to auction majority of the excise zones (934) so far and secure significantly higher revenue of ₹11,054 crore as compared to last year's ₹5,037 crores. 'The excise auctions have so far attracted good response,' the spokesperson said.
However, liquor trade analysts said that it is irrational to compare the licence fee realised for 2025-27 policy with the revenue receipts earned from licence fee of corresponding zones in 2024-25.
'The present policy is applicable for 21 months and 20 days starting from June 12, 2025 to March 31, 2027 and the licence fee of ₹11,054 crore earned in the five rounds of auctions is for the same period spread over two financial years. So, this amount cannot be compared with the 2024-25 revenue earned from licence fee which was for a 12-month period. The ₹11,054 crore earned so far as licence fee will be paid in monthly instalments over 21 months,'' said a trade analyst not willing to be quoted. The excise policy lays down that 91% of the bid money shall be payable by the successful contractor in monthly instalments.
Sensing the difficult situation, the state government had on May 20 amended the 2025-27 excise policy approved by the Council of Ministers on May 5 to ease the bidding process. The amended policy relaxed the stipulation of depositing 15% of the bid money or licence fee as security fee by reducing it to 11%.

In a significant step towards aiding displaced Sindhi families, the BJP-led Mahayuti government in Maharashtra has announced it will issue property titles to five lakh such families residing in 35 cities across the state under the 'Special Abhay Yojana 2025'. The decision, part of the BJP's poll pledges, comes at a time when the state government has launched an intense drive against 'illegal Bangladeshi and Rohingya migrants' across the state. Behind this outreach is a BJP-RSS push to bring Sindhis, who were forced to migrate from Sindh in Pakistan after Partition in 1947, under the larger Hindu umbrella. While announcing the scheme Tuesday, state Revenue Minister and Maharashtra BJP chief Chandrashekhar Bawankule said, 'The Special Abhay Scheme will be implemented, under which residential and commercial land in 30 colonies of the Sindhi community, displaced after the 1947 Partition, will be converted to free-hold (Occupancy Class-I) according to the law.' Under the scheme, all properties in possession of Sindhis or registered with a local self-government body as of December 31, 2024 will receive ownership titles at concessional rates. The land will be converted to free-hold upon payment of a premium. 'This scheme will serve as a milestone for the welfare of the Sindhi community and reflects the government's citizen-centric policies,' Bawankule said. This move to introduce a special policy for displaced Sindhi families fulfils a promise made by Chief Minister Devendra Fadnavis ahead of the 2024 Assembly elections, Bawankule added. The scheme will provide legal ownership rights to homes and establishments in 30 colonies across cities such as Nagpur, Jalgaon, and Mumbai. In Ulhasnagar, which has been excluded from this scheme and has the state's largest Sindhi population, a separate policy will be introduced. The Revenue Department will implement the scheme, delivering justice to the Sindhi community, Bawankule said. Sindhis, who have been living in their colonies for several decades, had long been demanding that the government legally acknowledge their settlements. The issue has been discussed in the state Legislative Assembly and Council on several occasions in the past. In the aftermath of the Partition, a large number of Sindhi Hindus fled the Sindh region. At the time, it was estimated that 10 lakh Sindhi families migrated to India as refugees. To address their concerns, refugee colonies were set up by the government across Maharashtra, Gujarat, Rajasthan, Karnataka and other states. These settlements became homes for the refugees who left behind in Pakistan their possessions and assets. Reeling in poverty, resettled Sindhis in India were forced to rebuild their lives from scratch. As per the 2011 Census, there are 28 lakh Sindhi language speakers in India. This figure excludes ethnic Sindhis who don't speak the language and some Kutchis who do not identify as ethnic Sindhis. At 7.2 lakh, Maharashtra has the second-largest Sindhi-speaking population after Gujarat at 11.8 lakh. The timing of the scheme is crucial as the state government wants to convey a strong message to the Sindhi community in Maharashtra. By granting property rights to Sindhu refugees, the BJP also wants to reinforce its commitment to Hindus. Secondly, the Mahayuti government also wants to make a distinction between Hindu Sindhi refugees and other migrants. While the drive against illegal Bangladeshis in the state has been debated since the 1990s, the Fadnavis government has decided to push it for the first time. 'Illegal Bangladeshis manage to get fake birth certificates and Aadhaar cards. They are being provided these documents by some local authorities and enjoy patronage of non-BJP politicians who want to use them for vote bank politics,' said state BJP leader Kirit Somaiya. The state government has directed district collectors to carry out anti-illegal immigration drives. It has also urged them to cancel fake birth certificates and other such documents, and submit them to the state revenue and health departments. Bawankule said, 'The Maharashtra government has decided to crack down against illegal Bangladeshis/Rohingyas. Through its special drive, the government will cancel 42 lakh fake certificates issued to illegal Bangladeshis till August 15.' He claimed that this figure may rise. The Opposition, while welcoming the government's decision to resettle Sindhi refugees, cautioned against the 'harassment' of the Muslim community in the name of an anti-illegal immigration drive. State Congress president Harshvardhan Sapkal said, 'The BJP's politics is to divide and rule in the name of religion, caste and community. We are not against government action against illegal Bangladeshi migrants. But if it is used as a tool to harass Indian Muslim citizens, which is not acceptable.'

Madras HC: Remand orders against BJP lawyers' wing secy illegal
CHENNAI: The Madras High Court has held illegal the remand orders issued by the respective judicial magistrates in Coimbatore and Thirukazhukundram against advocate D Alexis Sudhakar, the state secretary of BJP's lawyers wing. Justice GK Ilanthiraiyan passed the orders recently on the criminal revision petitions filed by Sudhakar who was arrested on the charges of possession of weapons and cheating. Senior counsel Abudu Kumar Rajaratnam, appearing for Sudhakar, submitted that he was falsely implicated in a series of criminal cases by the police out of political vendetta and was arrested last year. The remand orders issued by the judicial magistrates were arbitrary and in violation of Article 22 (1) of the Constitution which guarantees the right to be informed of the grounds of arrest and the right to consult and be defended by a lawyer of one's choice. He also submitted that mandatory statutory safeguards including service of ground and reasons of arrest and intimation to family members were disregarded by the police officers while arresting Sudhakar. Justice Ilanthiraiyan held that a perusal of the arrest memo reveals the ground arrest and reasons for arrest were not stated. That apart, there is no record to show the petitioner's family was informed of the arrest. The non-compliance of the mandatory provisions is a clear violation, the judge said in the order. He held the remand itself is illegal when the petitioner was not informed of the reasons and the grounds for the arrest.

An Indian entrepreneur has revealed what he did after his passport and cash were stolen in Spain. Ayush Panchmiya said the theft occurred on a Saturday, and he couldn't approach the Indian Embassy for help as it was closed over the weekend. In posts shared on X and LinkedIn, he recalled the shock he felt when he realised that all his belongings had been stolen in a foreign country. The co-founder of Blockwee, a startup that provides specialized marketing services to Web3 brands, said that he and his team members had landed in Barcelona after a 'heavy week' at a crypto conference in Cannes, France. They were working at a Starbucks outlet, editing content for some clients, when Panchmiya stepped outside to take a call. He left his bag under the table, thinking nothing of it. It was 'something I'd done a hundred times on trips like these,' said the Mumbai-based entrepreneur. Unfortunately for Panchmiya, leaving his bag under the table proved to be a mistake. When he came back, he realised it had been stolen. Red tape in Barcelona In his X post, Panchmiya revealed that his bag contained his credit cards, a good chunk of his cash and his passport with his US visa. 'Panic hit me. I'd heard all the travel warnings: Be extra careful in Spain, especially Barcelona. But hearing isn't the same as experiencing,' he said. Panchmiya immediately approached the staff at Starbucks, requesting them to let him review the CCTV footage. The staff, however, refused, claiming that police had to get involved to review the CCTV footage. The Indian entrepreneur then approached the nearest police station and relayed his predicament. 'And then came the real shock,' he said, revealing that police told him it would take 15 to 20 days to review the CCTV footage. Time was a luxury that Panchmiya did not have. The theft occurred on a Saturday, and he was due to fly back to India on Monday. Indian embassy steps in 'The Indian embassy was shut. So I waited, helpless, until Monday morning. Walked in as soon as they opened,' he recalled. The embassy proved extremely helpful and issued an emergency certificate in just four to five hours. An emergency certificate works like a temporary passport – and Panchmiya was able to board his flight back to India that same evening. 'Now I'm in the middle of applying for a new passport, redoing my visas from scratch, and dealing with everything that comes after such a loss,' he said. The entrepreneur said he was sharing his experience not to rant but to help people understand their options if they find themselves in a similar situation. 'If you travel often, especially around Europe, this can happen to anyone,' he said. 'Ask for an emergency certificate. If your flight is close, they can issue one in hours.'
