US warns 'serious consequences' over Russian naval base plans in Sudan
The U.S. issued a warning that any country or individual involved in Russia's plans to establish a naval base in Sudan could face "serious consequences," including sanctions, a State Department spokesperson told Fox News on April 24. The statement marks a sharp departure from the typically measured tone of recent U.S.-Russia exchanges and signals Washington's concern over Moscow's expanding military footprint in Africa. "We encourage all countries, including Sudan, to avoid any transactions with Russia's defense sector," the spokesperson said. "Moving forward with such a facility or any other form of security cooperation with Russia would further isolate Sudan, deepen the current conflict, and risk further regional destabilization." Russia has long sought a strategic Red Sea outpost. A draft agreement to build a naval base in Port Sudan first surfaced in 2020, outlining a 25-year deal allowing up to four Russian warships and 300 personnel. In exchange, Russia would supply Sudan with weapons and military support. Though the original agreement was never ratified, talks resumed this year. In February 2025, Sudanese Acting Foreign Minister Ali Youssef Al-Sharif and Russian Foreign Minister Sergei Lavrov declared that both sides had "reached an understanding" regarding the base's construction. The former U.S. President Joe Biden's administration had previously accused Russia of supporting both sides in Sudan's internal conflict — the Sudanese Armed Forces (SAF) and the Rapid Support Forces (RSF). Until now, President Donald Trump's administration had avoided taking a firm stance. Sudan, located in Northeast Africa and bordered by seven countries, has become a focal point in the geopolitical contest between Western and Russian influence. On April 12, Foreign Minister Sergey Lavrov held a meeting with Acting Foreign Minister of the Republic of the Sudan Ali Youssef Al-Sharif on the sidelines of the Antalya Diplomacy Forum. The sides had an in-depth discussion of the situation in Sudan, focusing on the possibility of settling the ongoing military-political crisis there. Sergey Lavrov emphasised the pressing need to halt the armed confrontation between regular army units and the Rapid Support Forces and to launch a broad-based dialogue for establishing a durable peace in Sudan. The ministers also discussed several issues related to the further development of Russian-Sudanese cooperation in various spheres and called for maintaining an active political dialogue and strengthening bilateral coordination at the UN and other international platforms. Egyptian, Sudanese FMs Hold Political Consultation Mechanism Meeting in Cairo

Egyptian Minister of Foreign Affairs and Emigration Badr Abdelatty met with Ali Youssef Al-Sharif, Minister of Foreign Affairs of Sudan, on Friday, February 14 CAIRO – 14 February 2025: Egyptian Minister of Foreign Affairs and Emigration Badr Abdelatty met with Ali Youssef Al-Sharif, Minister of Foreign Affairs of Sudan, on Friday, February 14, on the sidelines of the Munich Security Conference in Germany. The Egyptian Minister emphasized Egypt's unwavering support for the Sudanese people, highlighting the strong fraternal relations and historical ties between the two nations. He reaffirmed Egypt's commitment to supporting Sudan and its national institutions, as well as its efforts to strengthen the country's sovereignty, unity, and territorial integrity. Additionally, he reiterated Egypt's support for humanitarian response initiatives in Sudan. Minister Abdelatty also reviewed Egypt's active role in regional and international efforts to support Sudan, including working to ensure the resumption of Sudan's participation in the African Union. Abdelatty departed for Munich on February 13, to participate in the 61st session of the Munich Security Conference, which will take place from February 14 to 16. During the conference, the Minister will engage in discussions on key regional and international developments, as well as hold a series of bilateral meetings with foreign ministers and senior officials on the sidelines to address various global challenges.
