On the run for 25 years: When law fails to catch up with 800 POs

Mohali: After constituting a special team to crack down on long-standing fugitives, the Mohali Police discovered that it has over 800 proclaimed offenders (POs), many of whom have been evading the law for up to 25 years. In the past 30 days alone, 23 POs were arrested, marking the beginning of an aggressive and focused campaign to bring long-absconding criminals to justice. These POs — accused in cases ranging from cheating, robbery, theft, accidents, assaults, extortion, and fights — either jumped bail or stopped attending court hearings and continued to live normal lives in parts of Punjab, Uttar Pradesh, Rajasthan, Haryana, Himachal Pradesh, and even abroad. Taking serious note of the backlog, Mohali senior superintendent of police (SSP) Harmandeep Singh Hans constituted a special committee comprising SP (operations), DSP, and ASIs, tasked with identifying, tracking, and apprehending these offenders. "After assuming charge, I reviewed our PO list and realised the urgency to act. The drive will continue until we reach our target of 800." SP (detective) Saurav Jindal, heading the data compilation effort, stated that the team worked diligently to track down offenders and initiate the legal process. DSP Naveen Pal Singh Lehal added that several of the arrested individuals were found to have jumped bail, while others were already serving sentences in different cases — in such cases, production warrants were obtained to bring them under trial for pending charges. Some POs, however, fled the country, making their arrest more complex. "During our investigation, we found that fraud accused Preet Brar and his brother Amrit Brar, involved in a Rs 51 lakh cheating case, escaped to Canada. Similarly, Gaurav Kumar, accused in a journalist's murder, is now in Uttar Pradesh, and the wife of Armenia-based gangster Gaurav Padial has also reportedly left for Canada," the DSP added.

1 2 3 4 Mohali: Trouble mounted for dismissed Punjab police DSP Gursher Singh Sandhu as in a fresh development, the vigilance bureau registered a case against him and his mother Sukhwant Kaur for allegedly possessing assets disproportionate to known sources of income. The action stems from a wider probe linked to the controversial interview of gangster Lawrence Bishnoi recorded while he was in custody of Punjab police. According to vigilance officials, DSP Gursher Singh earned approximately Rs 26 lakh over three years, but investigations revealed that he spent around Rs 2.59 crore in the same period — an amount nearly 10 times his official income. The case was registered by the flying squad of Mohali, and multiple raids are underway to apprehend him. However, sources in vigilance bureau suspect that Gursher has fled abroad. This new case adds another layer to legal troubles of the former police officer, who was dismissed from service in Oct 2024 after being booked for fraud, forgery, and corruption. His pre-arrest bail plea was rejected in January this year by a local court, after which he went untraceable. One such victim approached the Punjab and Haryana high court, which subsequently ordered the registration of an FIR against him. The case includes charges under Sections 419, 465, 467, 468, and 471 of the IPC, along with provisions of the Prevention of Corruption Act. Gursher is alleged to have played a key role in facilitating televised interview of gangster Lawrence Bishnoi at the CIA staff office in Kharar. At the time, Gursher was serving as DSP (investigation), Mohali, and was frequently stationed at CIA office in Kharar. The interview caused a political and public uproar, prompting intervention from the high court, which led to his dismissal from service and suspension of seven other police officials. The vigilance bureau has intensified its manhunt for Gursher and is expected to widen its probe into his financial transactions, real estate dealings, and possible overseas links.

1 2 3 Mohali: Sandeep Kumar , the gangster arrested following a shootout with the Mohali Police's Crime Investigating Agency (CIA) near the administrative complex on June 15, was also a drug dealer who used drug proceeds to fund his cache of weapons, police revealed on Sunday. Sandeep, who was injured in the leg during the encounter and is currently under medical observation, is also wanted by the Himachal Pradesh police under the NDPS Act for drug trafficking . According to officials, he came near the encounter spot to deliver a drug consignment when he opened fire at the police team that had laid a trap based on intelligence inputs. Mohali SSP Harmandeep Singh Hans said, "Sandeep Kumar is a hardened criminal. Apart from multiple murder and attempted murder cases, he is also involved in the drug trade. We have reason to believe that he used drug money to purchase firearms for gang activities. He is also wanted in Himachal Pradesh." 1 2 Panchkula: The police on Wednesday demolished an illegally constructed house belonging to a habitual drug smuggler in Chatauli Kalan village as part of the ongoing state-wide anti-drug campaign 'Yudh Nasheya Virudh'. The house, valued at approximately Rs 25 lakh and built on panchayat land, belonged to Dilpreet Singh, a repeat offender currently in judicial custody. He is involved in six criminal cases, including four under the NDPS Act, registered in Ropar and Mohali. Among these is a serious case registered at Sadar Kurali police station in 2022, involving the seizure of 445 grams of heroin. The demolition drive was jointly conducted by the Mohali Police and the rural development and panchayat department. It was led by DSP Mullanpur Mohit Aggarwal and SHO Sadar Kurali Gauravbans Singh, under the supervision of SSP Mohali Harmandeep Singh Hans. DSP Aggarwal said that illegal encroachment by the accused on government land behind the property was also halted. "This action sends a clear message to those profiting from the drug trade. The Punjab government has adopted a zero-tolerance policy," he said. Police have also initiated proceedings under Section 68-F of the NDPS Act, resulting in the attachment and freezing of two vehicles and one property identified as proceeds of drug trafficking. "Strong legal and financial action is being taken to break the backbone of drug networks," DSP Aggarwal said. SSP Harmandeep Singh Hans issued a stern warning to drug traffickers, stating that anyone found involved in drug-related activities will face severe consequences, including the seizure of illegal property. Local residents, along with sarpanch Gurpreet Singh, welcomed the move and praised the administration's firm stance. "This is a much-needed step and will deter others from engaging in such unlawful activities," the sarpanch said. Naib tehsildar Majri Rajveer Singh Marwah and block panchayat officer Mandeep Singh were also present during the operation. Mullanpur police sub-division has recently arrested 70 persons in connection with 40 FIRs related to narcotics. Several of these offenders have been referred to de-addiction and rehabilitation centres for treatment.

Mohali police arrest six drug peddlers, seize 263 gm heroin

Mohali Police arrested six drug peddlers in three different incidents from various locations across Kharar and seized a total of 263.9 gm heroin from their possession, senior superintendent of police (SSP) Harmandeep Singh Hans said on Sunday. The arrested individuals have been identified as Gagandeep Singh of Lakha Wala village (Ferozepur), Sandeep Kumar of Patel Nagar (Ferozepur), Dimple of Faridkot Road (Ferozepur), Jagjir Singh of Sena Saada village (Fazilka), Sinder Singh of Daladali village (Fazilka) and Jivan Singh. SSP Hans added that the arrests were made as part of the 'War against drugs' campaign in the Kharar sub-division. In the first case, Kharar city police station arrested accused Jagjir Singh and Sinder Singh after setting up a special blockade near Gurdwara Sahib, Sunny Enclave, close to the Green Market Chowk. The arrests were made after the police signalled a white Hyundai Xcent with a taxi number, being driven suspiciously by Jagjir Singh, to stop. The driver attempted to flee but was apprehended. The passenger was identified as Sinder Singh. A total of 100 gm heroin was recovered from their possession. In the second case, Kharar city police, acting on a tip-off, intercepted a trio on a motorcycle near Mamupur bridge. Upon checking, the accused Gagandeep Singh, Sandeep Kumar and Dimple were found possessing 139 gm of heroin. In the third incident, accused Jivan Singh was arrested near Phase 8 after trying to suspiciously walk away upon seeing the police. A search of his belongings led to the recovery of 24.9 gm heroin. All six accused were produced before the respective courts and remanded to police custody for further investigation. SSP Hans said the Mohali Police are committed to taking strict action against drug peddlers and anti-social elements, adding that the drive will continue with full force in the district. Opium smuggling network uncovered, three apprehended The anti-narcotics cell arrested three key members of a vast opium smuggling operation. The investigation began when the team, acting on intelligence, apprehended Punjab-based drug supplier Sunil Kumar with opium in Chandimandir on May 29. Sunil was immediately taken into two-day police remand to identify his source. During interrogation, Sunil revealed the supplier to be Hariom, a resident of Sambhal, Uttar Pradesh. Following this lead, Hariom was arrested from his home district on May 31. The questioning further led to the arrest of Deepak from Rampur, Uttar Pradesh, who was Hariom's source for the opium, on the same day. Both Hariom and Deepak were presented in court on Sunday and remanded to four days of police custody. They face charges under Sections 18 and 29 of the NDPS Act at the Chandimandir police station. Police are intensifying interrogations to dismantle the entire drug supply chain and identify all individuals involved, including the principal drug kingpins.
