India's highway toll collection surges 19.6% in Q1, reaching record ₹20,681.87 crore, ET Infra

Toll collection across India's highways surged 19.6 per cent to a record ₹20,681.87 crore in the first quarter of this financial year, compared to ₹17,279.86 crore in the corresponding quarter of 2024-25, on the back of low base, increase in charges and addition of new toll roads, official data showed. Going by all the details available on the internet, and a statement from the government, the Ministry of Road Transport and Highways (MoRTH) has updated the National Highways Fee (Determination of Rates and Collection) Rules, 2008. Under the latest amendment, it has introduced a revised formula for calculating toll charges. The changes came into effect on July 2, 2025. Now, the toll tax will be calculated based on whichever of these two gives a lower amount. 10 times the length of the flyover/bridge/tunnel, plus the normal toll for the rest of the highway (without the structure). 5 times the total length of the entire highway section, including the structure. Simple Words Sounds confusing? Well, let's understand this with an example. Let's say there is a 40 km highway, and all of it is a structure (like a flyover or bridge). The government has announced a significant reduction in toll rates, up to 50 per cent, on sections of National Highways featuring major structures such as tunnels, bridges, flyovers, and elevated corridors. The reform is expected to lower the overall travelling cost on key highway stretches.(Representataional image/HT) The Ministry of Road Transport and Highways (MoRTH) has amended the National Highways Fee (Determination of Rates and Collection) Rules, 2008, introducing a revised formula for calculating toll charges. The changes were officially notified on July 2, 2025. According to the new rules, the toll rate on such structured highway stretches will now be determined based on a lesser of two values: Ten times the length of the structure(s) added to the rest of the highway section (excluding the structures), or Five times the total length of the section, including the structure(s). "'Structure' means an independent bridge, tunnel, flyover or elevated highway," the notification clarified. To illustrate, the ministry cited an example where a 40-kilometer highway section comprises entirely of structural elements. Under the old system, toll would be charged for 400 kilometers (10 x 40 km). Under the new formula, the toll would instead be calculated on 200 kilometers (5 x 40 km), effectively halving the cost for commuters. Currently, motorists are charged at a rate ten times higher than normal for every kilometre of structure, due to the elevated construction and maintenance costs associated with these complex infrastructures. A senior official from the National Highways Authority of India (NHAI) confirmed the revision, stating, 'This move is designed to rationalize toll collection and provide relief to road users while maintaining a balance between infrastructure cost recovery and affordability.' The reform is expected to lower the overall travelling cost on key highway stretches that feature significant structural elements and encourage greater usage of the national highway network.

In a decision that will benefit commercial vehicle owners, the government has slashed the toll rate up to 50% for sections of National Highways which have structures like bridges, tunnels, flyovers or elevated highways. Currently, the toll for the structured portions of the National Highways is 10 times the normal toll. In a revised notification released on Tuesday, the Ministry of Road Transport and Highways has devised a new formula to calculate the user fee for a section of the National Highway comprising structures. According to the new formula, the minimum length will be calculated by adding 10 times the length of the structure to the net road length or 5 times the total length of the section of the National Highway, whichever is lesser. For instance, if a section of the National Highway has a total length of 40 km, with 30 km structure and 10 km net road, then the minimum length will be computed as 10 x 30+10 = 310 km or five times the total length of the section of the National Highway which is 5x40km = 200 km. The user fee will be calculated for the lesser length that is for 200 km. This will be a huge relief for users who travel on stretches of highways where structures account for more than half the length. Under the new mechanism to determine toll fees, a one-way car trip will cost Rs 292 at Rs 1.46/km as per National Highways Fee (Determination of Rates and Collection) Rules, 2008. This fee will be much higher for a taxi, a commercial vehicle. The user fee is higher for structure sections of the National Highways to recover the cost incurred in construction of tunnels, bridges or elevated stretches on the highway. The Ministry said that for the existing public-funded toll plazas, the new rule will be effective from the date of next scheduled user fee revision. For the new toll plazas, it will apply since the commencement of the date of operation. For concessionaire operated fee plazas, it will come into effect upon expiry of concession agreements. Officials said that the new rule will mostly benefit the commercial vehicle as they are charged four to five times of what is paid by private vehicle owners, who also have an option to buy an annual pass of Rs 3,000 to cut down toll spending burden. 'For example, in the Delhi-Dehradun expressway, the elevated structure on the Delhi side is 18 km and on the Dehradun side, it is passing through a 15-km wildlife elevated corridor. The commercial vehicles will have to pay up to 50% less toll for the structure section. Similarly, the toll on other key elevated structures such as Nashik Phata-Khed and Danapur-Bihta will also be reduced. The 28.5 km Dwarka Expressway has 21 km of structures. Thus, the new rule will be a big relief for commuters on this expressway,' said an official.

Advt Advt By , ETInfra NEW DELHI: Under a new toll policy which is currently being formulated, the Ministry of Road Transport and Highways is mulling over a framework wherein users of India's highways and expressways can pay charges based on per km basis rather than existing norm of paying a predetermined toll toll fee is paid on a fixed amount based on the length of stretch under one road project which is normally 60 km, as per the National Highways Fee (Determination of Rates and Collection) Rules, 2008.'Under the new toll policy , the government is exploring ways to enable users to pay toll based on per km of usage of highways and expressways. In the existing system, users pay a fixed toll irrespective of whether they use the highway stretch for a few km or for the entire length,' a senior government official, aware of the development, told ET Minister for Road Transport and Highways Nitin Gadkari had reportedly stated that under the new system, the requirement of physical toll plaza for collection may not be country in the last few years has seen the deployment of FASTag, a device that employs Radio Frequency Identification or RFID technology for making cashless toll payments without having to stop at toll booths. The government is now in the process of rolling out an enhanced toll system which will be based on Automatic Number Plate Recognition (ANPR) technology, in order to facilitate the implementation of the new toll policy.'The idea is to ensure that there is no pilferage and revenue loss to the government,' said the official, adding that the new system may incorporate satellite tracking technology as well. The Minister for Road Transport and Highways had reportedly stated that under the new system the requirement of physical toll plaza for collection may not be to the Ministry of Road Transport and Highways, the ANPR-FASTag-based Barrier-Less Tolling System will be implemented at selected toll plazas. The system will enable vehicles to be charged based on their identification through high performance ANPR cameras and FASTag Readers, without needing to stop at the toll plazas. In case of non-compliance, e-notices will be served to the violators, non-payment of which may result in suspension of FASTag and other related penalties.'This can be considered as a proactive initiative adopted by the government to adopt a barrier-less tolling will result in seamless toll collection, reduce travel time, eliminate stoppage time at toll plazas, especially during peak traffic hours,' said Jagannarayan Padmanabhan , Senior Director & Global Head, Crisil private companies or entities engaged in the construction and maintenance of highways and expressways are allowed to collect tolls and recover their investment under a concession official highlighted that under the new toll policy, it is being mulled that revenue be shared with the concessionaire through a centralised pool.'As the toll collection will become automatic without any intervention at the toll plazas, it is being contemplated that the revenue will be shared with the various concessionaires through a centralised pool by the central government, so that there is no revenue loss to them even if the user is being charged on a per km basis and not a fixed standard rate,' the official official highlighted that under the existing system there are instances wherein the private operator does under-reporting of revenue generated via toll and the new system is aimed at stopping such highlighted that if the new policy transfers the risk of default payments to the concessionaires, then they must bear the risk.'There will be no significant adverse impact on the existing concession agreements on toll collections as the technology will promote barrier free tolling systems, which will result in smooth traffic flow and enhanced revenues. However, if the policy transfers the risk of default payments to the concessionaires, they must bear the risk of delayed payments until the default is cured,' said to a statement from the Ministry of Road Transport and Highways, the National Highways Authority of India has invited bids for the implementation of 'ANPR-FASTag-based Barrier-Less Tolling System' for installation at select toll plazas and based on the performance, efficiency, and user response to this system, a decision will be made regarding its implementation across the country.
