Toll on national highways with bridges, tunnels cut by up to 50%

The Ministry of Road Transport and Highways (MoRTH) has amended the National Highways Fee (Determination of Rates and Collection) Rules, 2008, introducing a revised formula for calculating toll charges. The changes were officially notified on July 2, 2025.
According to the new rules, the toll rate on such structured highway stretches will now be determined based on a lesser of two values:
Ten times the length of the structure(s) added to the rest of the highway section (excluding the structures), or
Five times the total length of the section, including the structure(s).
"'Structure' means an independent bridge, tunnel, flyover or elevated highway," the notification clarified.
To illustrate, the ministry cited an example where a 40-kilometer highway section comprises entirely of structural elements. Under the old system, toll would be charged for 400 kilometers (10 x 40 km). Under the new formula, the toll would instead be calculated on 200 kilometers (5 x 40 km), effectively halving the cost for commuters.
Currently, motorists are charged at a rate ten times higher than normal for every kilometre of structure, due to the elevated construction and maintenance costs associated with these complex infrastructures.
A senior official from the National Highways Authority of India (NHAI) confirmed the revision, stating, 'This move is designed to rationalize toll collection and provide relief to road users while maintaining a balance between infrastructure cost recovery and affordability.'
The reform is expected to lower the overall travelling cost on key highway stretches that feature significant structural elements and encourage greater usage of the national highway network.

The Central Government is planning to introduce a new regulation on electric vehicles that will require the manufacturers to install a device- called Acoustic Vehicle Alerting System (AVAS)- to generate sound if the vehicle is moving at the speed above zero to 20 kmph. The Ministry of Road Transport and Highways (MoRTH) has taken this step since most of the electric vehicles, including e-rickshaws, barely emit any sound at less than 20 kmph speed, increasing the chances of accidents if road users, especially pedestrians, are not alerted with some sound. AVAS is being mooted in the wake of the surge in the electric two- and three-wheelers and E-rickshaws have increased significantly over the years as their penetration even in the colonies of the city have gone high and they have become one of the most favoured vehicles for commuters for last mile connectivity. The ministry has published a draft guideline on automotive industry standards requiring fitting AVAS in electric vehicles for their reduced audibility. Sources said that the matter was discussed in the Central Motor Vehicles Rules – Technical Standing Committee (CMVR-TSC), which is the apex body for setting motor vehicle safety standards, and the final regulation will be issued soon. 'When an electric vehicle moves above 20 kmph speed, it generates some sound through its tyres. However, this is not the case when it is below 20 kmph. Given the government push, the number of electric and hybrid vehicles are increasing every year and especially E-rickshaws have grown in huge numbers even in much smaller cities. Considering the situation, there is a need to bring this regulation, so that any incident due to the sound can be avoided. Due to the quiet mode of these vehicles, Pedestrians, cyclists are not aware that a vehicle is coming from behind them, which leads to accidents,' said an officer. The officials said that the AVAS is mandated in electric and hybrid vehicles in countries like the United States, Japan. The Indian Institute of Technology, Delhi is also conducting a study on the need of AVAS in electric vehicles. 'The Society of Indian Automobile Manufacturers (SIAM), an apex body of vehicle manufacturers, approached for this study. It is still ongoing and we have not arrived at the conclusion yet. We are looking into the different aspects of the electric vehicle to find out if AVAS is needed in the electric vehicle or not,' said Dr Anoop Chawla, professor of Mechanical Engineering, IIT-Delhi. The construction of three out of four National Highways is in an advanced stage in Himachal Pradesh and major works would be completed in the next two years, Union Health Minister J P Nadda said in Bilaspur on Saturday. About 2,593 km long, four National Highways are being constructed in the state at an estimated cost of about Rs 38,000 crore. Addressing reporters, Nadda also lashed out at the state government for not utilising the funds allocated by the Union government. "The construction of three NHs is in an advanced stage and major works would be completed in 2026 and 2027 while the project for which Detailed Project Report (DPR) is under preparation would be completed in 2028", he said. Barring the Shimla-Mator National Highway for which preparation of Detailed Project Reports (DPRs) is underway and completion is slated for 2028, the Parwanoo-Shimla, Kiratpur-Manali and Pathankot-Mandi National Highways would be completed in 2026 and 2027, he added. Nadda raised the issue of the state government treating the construction of roads at par with industries, mandating no-objection certificate (NOC) from the Pollution Control Board every year which delays the work and argued that setting of crushers and burning of charcoal for metalling is temporary and stops after the works are completed. "Union Transport and Highways minister Nitin Gadkari has already discussed the issue with the state government and I will also take up the matter with chief minister Sukhvinder Singh Sukhu", Nadda said and also cautioned that if the 'dredging' of River Beas, which is responsibility of the state government was not done, the Highways constructed by the NHAI would suffer huge damage. When asked about the complaints by the people whose properties have been affected during construction by NHAI, Nadda said that these would be disposed of on a case-by-case basis, adding that the government was sensitive and receptive about these issues. Chief Minister Sukhvinder Singh Sukhu on Friday said that large companies were often awarded contracts based solely on their machinery, but they lack understanding of the fragile hill terrain of the state. As a result, they conduct hill-cutting as per their convenience, which causes damage. He advised NHAI to consider awarding such contracts to local contractors familiar with the region. The statement came after a five-storey building and a retaining wall near Kaithlighat-Dhalli four lane in the suburbs of Shimla collapsed in the ongoing week and residents cited negligence of the National Highway Authority of India (NHAI) as the main reason behind the damage. Nadda said that an atmosphere is being created by the state government that the Centre was not helping the state government but in fact the state government has failed to fully utilised the central funds and pointed out that under PM Health Infra-structure mission only 21 per cent has been spent while only 24 per cent of the funds allocated by the 15the Finance Commission for health have been utilised. Nadda also referred to the projects worth crores announced by Union minister Kiran Rijiju for tribal and remote areas and said that he got the Rs 1,000 crore JICA project sanctioned from Economic Affairs ministry under which the contribution of the state government would be only Rs 149 crore and the remaining cost would be borne by the Centre. He said that the Union government stood firmly with Himachal during the natural calamities in 2023 and released Rs 1,700 crore while Rs 1,000 crore have been announced by Union Home Minister Amit Shah for losses suffered during the ongoing monsoon fury.

In a major relief for commercial vehicle owners, the central government has announced to slash the toll rates up to 50 per cent for the sections of National Highways with structures like tunnels, bridges, flyovers or elevated stretches. The Ministry of Road Transport and Highways has decided to revise NH Fee rules 2008 and issued a notification informing about new formula to be used to calculate toll charges. The July 2 notification reads, 'The rate of fee for use of a section of national highway comprising of structure or structures shall be calculated by adding ten times the length of structure or structures to the length of the section of national highway excluding the length of structure or structures, or five times the total length of section of national highway, whichever is lesser.' 'Structure' defines an individual bridge, tunnel or flyover or elevated highway. If a section of a national highway spans 40 kilometers and consists entirely of structures, the minimum length for user fee calculation is determined as follows: either 10 times the length of the structure, which is 10 × 40 = 400 kilometers, or 5 times the total length of the highway section, which is 5 × 40 = 200 kilometers. "User fee shall be calculated on the lesser length i.e. for 200 kilometers" than 400 kilometers. The user rate applies to only 50 percent of the calculated road length in this case. According to existing rules, users are charged ten times the regular toll rate for each kilometre of structure on national highways. A senior official from the National Highways Authority of India (NHAI) mentioned that this toll calculation method is intended to compensate for the significantly higher construction costs involved in building such infrastructure.
