NEW DELHI: Under a new toll policy which is currently being formulated, the Ministry of Road Transport and Highways is mulling over a framework wherein users of India's highways and expressways can pay charges based on per km basis rather than existing norm of paying a predetermined toll fee.Currently, toll fee is paid on a fixed amount based on the length of stretch under one road project which is normally 60 km, as per the National Highways Fee (Determination of Rates and Collection) Rules, 2008.'Under the new toll policy , the government is exploring ways to enable users to pay toll based on per km of usage of highways and expressways. In the existing system, users pay a fixed toll irrespective of whether they use the highway stretch for a few km or for the entire length,' a senior government official, aware of the development, told ET Infra. The Minister for Road Transport and Highways Nitin Gadkari had reportedly stated that under the new system, the requirement of physical toll plaza for collection may not be needed. The country in the last few years has seen the deployment of FASTag, a device that employs Radio Frequency Identification or RFID technology for making cashless toll payments without having to stop at toll booths. The government is now in the process of rolling out an enhanced toll system which will be based on Automatic Number Plate Recognition (ANPR) technology, in order to facilitate the implementation of the new toll policy.'The idea is to ensure that there is no pilferage and revenue loss to the government,' said the official, adding that the new system may incorporate satellite tracking technology as well. The Minister for Road Transport and Highways had reportedly stated that under the new system the requirement of physical toll plaza for collection may not be needed.According to the Ministry of Road Transport and Highways, the ANPR-FASTag-based Barrier-Less Tolling System will be implemented at selected toll plazas. The system will enable vehicles to be charged based on their identification through high performance ANPR cameras and FASTag Readers, without needing to stop at the toll plazas. In case of non-compliance, e-notices will be served to the violators, non-payment of which may result in suspension of FASTag and other related penalties.'This can be considered as a proactive initiative adopted by the government to adopt a barrier-less tolling system..it will result in seamless toll collection, reduce travel time, eliminate stoppage time at toll plazas, especially during peak traffic hours,' said Jagannarayan Padmanabhan , Senior Director & Global Head, Crisil Intelligence.Currently, private companies or entities engaged in the construction and maintenance of highways and expressways are allowed to collect tolls and recover their investment under a concession agreement. The official highlighted that under the new toll policy, it is being mulled that revenue be shared with the concessionaire through a centralised pool.'As the toll collection will become automatic without any intervention at the toll plazas, it is being contemplated that the revenue will be shared with the various concessionaires through a centralised pool by the central government, so that there is no revenue loss to them even if the user is being charged on a per km basis and not a fixed standard rate,' the official said. The official highlighted that under the existing system there are instances wherein the private operator does under-reporting of revenue generated via toll and the new system is aimed at stopping such acts.Padmanabhan highlighted that if the new policy transfers the risk of default payments to the concessionaires, then they must bear the risk.'There will be no significant adverse impact on the existing concession agreements on toll collections as the technology will promote barrier free tolling systems, which will result in smooth traffic flow and enhanced revenues. However, if the policy transfers the risk of default payments to the concessionaires, they must bear the risk of delayed payments until the default is cured,' said Padmanabhan.According to a statement from the Ministry of Road Transport and Highways, the National Highways Authority of India has invited bids for the implementation of 'ANPR-FASTag-based Barrier-Less Tolling System' for installation at select toll plazas and based on the performance, efficiency, and user response to this system, a decision will be made regarding its implementation across the country.

NHAI to blacklist FASTags not on windscreen of vehicles

New Delhi: Drivers who don't fix their FASTags on the windshield of their vehicles will face permanent blacklisting of tags, a measure taken in view of the malpractice of people handing out "loose or unfixed tags" for payment of highway-user fee, which leads to congestion at toll plaza lanes. The NHAI company dealing with toll collection and management of highways, IHMCL, has asked federations of toll collectors, highway builders and operators to report such cases for quick action. "Tags-in-hand" have been categorised as "loose tags". Despite repeated advisories against the practice there have been several cases of people handing out FASTag at toll gates for deduction of user fee.

Next-gen ambulances to have equipment to extricate crash victims

New Delhi: To ensure that road crash victims get medical assistance in the quickest possible time, the next-generation ambulances will have equipment such as glassbreak or window punch tool, rescue axe, bolt cutter, heavy-duty hydraulic jack and basic vehicle tool set to extricate persons trapped inside vehicles, as happens often after accidents. The Centre is finalising changes in the Automotive Industry Standards (AIS) for ambulances to ensure availability of these equipment in the vehicles and has published the draft notification. Some of the ambulances will be equipped to transport sick or premature newborns from one hospital to another for better care and function as neonatal ambulance. There will be multiple stretcher ambulances also to help in road crashes, fires and other accidents or disasters. The draft AIS mentions nine pieces of equipment that ambulances must have, besides a fire extinguisher and respiratory protection masks. "The changes needed will be incorporated soon," said an official. The ambulances will also have LED flashlights or torches, reflective warning triangles, emergency light bars and reflective safety jackets for all crew members to avoid an accident during rescue operations. These changes gain importance considering that there have been several instances of ambulances not being of much use even after reaching accident sites, as the injured trapped inside vehicles could not be taken out on time. Road transport minister Nitin Gadkari has been stressing the need to equip ambulances with such equipment. "Most of the time it is difficult to find or source cutting tools after crashes. More often than not, ambulances and cranes parked at toll plazas are showpieces, being non-functional," he had said. As per estimates, lives of around 50% of victims could be saved if they get help in the first, or golden, hour.

Agencies plan facial recognition feature in CCTVs for airport staff

New Delhi Senior officials from all agencies involved in aviation sector held a meeting on Saturday to discuss ways to enhance security at the airports, protection of VIPs, holding unified training of personnel at the airport while making air travel seamless and also passenger friendly, CISF said in a statement. Agencies plan facial recognition feature in CCTVs for airport staff The agencies deliberated upon having facial recognition features for passengers for quicker check in and a similar entry for vehicles with their fast tags and automatic number plate recognition facilities at airports. 'This workshop focused on making airport security not just stronger, but also more efficient and passenger-friendly,' DIG (Int) of the CISF, Ajay Dahiya said. Detailing some of the key takeaways, Dahiya said,'The discussions revolved around integrating facial recognition with airport entry passes (Biometric AEP) and CCTVs, along with ANPR (Automatic Number Plate Recognition) and Fast Tag integration for vehicles. This means potentially faster entry into the airport and quicker processing at security checkpoints, reducing queues and wait time. Digitised standard operating procedures (SOPs) will also lead to smarter and quicker responses to any security concerns.' The workshop was attended by senior officials of the CISF, airport security chiefs from across 69 airports and representatives from key organisations like the Ministry of Civil Aviation (MoCA), Directorate General of Civil Aviation (DGCA), Bureau of Civil Aviation Security (BCAS), Airport Authority of India (AAI), Delhi Police, Bureau of Immigration (BOI), Special Protection Group (SPG), National Security Guard (NSG), Delhi International Airport Limited (DIAL) and airline representatives. The CISF said that another issue discussed in the meeting was security of VIPs and other special guests at the airport. 'Enhanced VIP security protocols were a major point of discussion, including advanced anti-drone strategies and robust insider threat checks. The concept of layered protection will ensure that high-profile individuals can travel with the utmost safety, while striving to minimise any impact on general airport operations. These specialised protocols ensure the highest level of safety for VIPs,' Dahiya said. The officer also said that the agencies have not only resolved to hold unified training for all personnel, including aircraft crew but also open more Aviation Security Training Institutes (ASTIs) in smaller cities to prepare for the growing demand in air travel. CISF in a statement said that in the workshop, the deliberations focused on refining the understanding of threat and using technology. 'This includes integration of artificial intelligence in data analysis for gaining insights and anticipating security risks before they actually occur. The emphasis was on the mindful utilisation of technology to ensure optimal results, meaning faster and smarter checks without compromising safety. This could translate into reduced waiting times and a quicker passage through security checkpoints,' CISF statement said.
